Abstract

This study aims to provide a description of the understanding and harmonization of the concepts of village minimum service standards according to the Republic of Indonesia's Minister of Home Affairs Regulation Number 2 of 2017 to the apparatus of the Adinuso Village, Reban District, Batang Regency. This research is based on community service in Adinuso Village, Reban District, Batang Regency from January to February 2020. In this study, the approach used is a combination of qualitative and quantitative. A qualitative approach is used to describe how the process provides understanding and harmonization of the concepts of village minimum service standards according to the Republic of Indonesia's Minister of Home Affairs Regulation Number 2 of 2017 to the Adinuso Village apparatus, Reban District, Batang Regency, while the quantitative approach used is hypothesis testing of the signs used to analyze service standards village before and after community service is carried out. Meanwhile, in order to ascertain whether or not there is a change in the state of public service standards, before and after treatment (before and after treatment research design) a hypothesis testing method is used for changes using the Mac Nemar change test. The conclusions of this study are (1) that the community service carried out can improve the service standards of the Village Government community, (2) that there has been a change in the standard state of community service in the Adinuso Village Government, Reban District, Batang Regency after community service.

Abstract

This paper aims to study and understand the internal conflicts that occurred in the National Awakening Party of Subang Regency in 2018 and how the conflict resolution was carried out by internal parties. The method uses a qualitative approach. Data and information obtained through observation, interview and library research methods. The data and arguments built in this writing are sourced from literature, such as books related to political party conflicts, materials that are already in written form and other sources that support primary data sources such as documentation, theses, theses, journals. and other scientific papers or from the internet, websites or blogs as well as to informants in the field through interviews.The results showed that the internal conflict of the National Awakening Party was caused by differences in political views in determining the choice of the candidate for the Regional Head of Subang Regency in 2018. This happened when there was a difference between Andi Lukman Hakim, Chair of the Subang National Awakening Party Branch Management Board who supported the Dedi pair. Junaedi-Budi Setiadi. Meanwhile, the Central Executive Board Decree fell to the pair Hj. Imas Aryumningsih-Sutarno. The conflict then led to the freezing of the Subang District PKB DPC, and was taken over by the caretaker management. Another factor that triggered the conflict was the power struggle after Andi's management was frozen. Therefore, it is necessary to have conflict resolution carried out by internal parties.

Abstract

The Covid-19 disaster experienced by Indonesia demands a quick and precise response from the government to apply various cross-sectoral policies to limit the spread of Covid-19. The involvement of government and non-government stakeholder networks is crucial in public policy. Therefore this paper will analyze the role of actor-networks at the strategic level, which relates to various state institutions at the national government and government at the regional level, to actors at the operational level such as academics, companies and entrepreneurs, society, and mass media. Through that, it is possible to assess the effectiveness of the Covid-19 handling policies that have been undertaken so far. This article, composed using qualitative methods and a case study approach, has the conclusion that the handling of Covid-19 in Indonesia has not been able to run optimally. It happened because of the minimal utilization of the actor's network. The execution of the management policies of Covid-19 was impaired, which became complicated and overlapping to have a direct effect on the group as a whole.

Abstract

This paper studies the links between the application of accrual-based accounting and government performance. This study aims to examine the relationship between accrual accounting and government performance improvement. This study uses a quantitative approach with panel data ordered logistic regression. This study is based on 216 observation from Ministries in Indonesia from 2014 until 2016. This research contributes by providing empirical evidence with an understanding of the relationship between accrual-based accounting and performance in the Indonesian Government that has never been done before.  The results of this study prove that the implementation of accrual-based accounting is proven to improve government performance. The Indonesian government adapted government accounting standards from the International Public Sector Accounting Standards (IPSAS) published by the International Federation of Accountants (IFAC). The Indonesian government has substantially adopted these standards and not just a symbolic approach to get legitimacy in international.
