Kajian Ekonomi dan Keuangan (KEK henceforth)was first published in 1996 as an initiative of researchers of Ministry of Finance. In the earlier years of its publication, KEK was also known as Kajian Ilmiah Ekonomi dan Keuangan (KIEK). Since then KEK has been published regularly as one of the prominent sources of reference for public policy evaluation as well as a recommendation, in particular on Indonesian state budgets and finance topics.

Abstract

AbstractGreen bonds, as a vehicle to mobilize additional investors in supporting sustainable finance, have been a longstanding topic of discussion. Moreover,  Green sukuk also have been developed in Islamic jurisdiction markets, mirroring the nature of green bonds in accommodating socially responsible investments. While earlier studies focused on the development of those new asset classes in the developed economies, this paper specifically examines the context of emerging countries, in particular Indonesia. Indonesia is on its way to issue the first green bonds and green sukuk; therefore, it is needed to assure that the initiatives will not disrupt the existing practices. This paper aims to look at the existing Indonesian conventional bond and sukuk markets, then analyse whether the preconditions are sufficient – from financial stability perspectives. Contrary to the Islamic researches, this paper will point out that sukuk practices may not be immune from instability. The paper argues that strong support by the government may serve as a stabilising effect on the policy agenda to launch green bonds and green sukuk in Indonesia. This paper, however, does not scrutiny sukuk structures per case, which may be useful to identify specific issues that may arise.

Abstract

Meningkatnyajumlah Badan Layanan Umum (BLU) telah mengakibatkan meningkatnya pendapatan dan belanja BLU. Hal ini akan menyebabkan meningkatnya dampak fiskal dalam hal pemerintah harus menyediakan anggaran tambahan untuk memenuhi mandatory spending yang diatur dalam peraturan perundangan. Penyebab dampak fiskal BLU adalah adanya fleksibilitas yang diberikan dalam menggunakan seluruhnya pendapatan yang diperoleh. Hal ini yang menyebabkan pemerintah harus mencari dana untuk memenuhi anggaran pendidikan, kesehatan dan transfer ke daerah. Tulisan ini bertujuan untuk menganalisis dampak fiskal atas pendapatan dan belanja BLU di bidang non pendidikan dan non kesehatan. Metode penelitian yang digunakan adalah metode deskriptif kuantitatif untuk menjelaskan dampak fiskal dan perhitungannya sebagai akibat pendapatan dan belanja BLU di bidang non pendidikan dan non kesehatan. Hasil penelitian menunjukkan bahwa pendapatan BLU non pendidikan dan non kesehatan pada tahun 2015 memberikan dampak fiskal sebesar 37.18% dari pendapatan BLU dan belanja BLU non pendidikan dan non kesehatan memberikan dampak fiskal sebesar 25% dari pagu belanja BLU. Apabila dibandingkan dengan pendapatan BLU, dampak fiskal total BLU pada tahun 2015 sebesar 53.8%.

Abstract

Indonesian mining sectors have not been optimally managed to raise budget income and bring public welfare. Main problem is laid on while Government give its concern more to upstream than to downstream management policy which gives low value added. Government has reformed its mining management by switching from upstream to downstream. This mining reform is shown in Law Number 4/2009 on Mineral and Batubara. However, the implementation is facing some technical and financial challenges. This study elaborates how urgent the ‘downstream policy’ is. Author also tries to portray the implementations and challenges Government faces, and recommend several steps needed to be taken. On the conclusion, the author gives suggest that Government needs to: (i) revise the Law Number 44/2009 as a better option compared to release several Government Regulation that proven not solve the problem; (ii) encourage some efforts to integrating downstream industries for their potentials to budget revenue; and (iii) support strategic alliance among state enterprises in order to act as downstream pioneers.

Abstract

Ekonomi China terus bertumbuh selama tiga decade ini.  Analisa kwalitatif menunjukkan bahwa pertumbuhan ekonomi China untuk tahun 2014, 2015, dan 2016, tetap tinggi meskipun ekonomi dunia terus melemah. Karena besarnya peran China dalam perdagangan internasional Indonesia, pertumbuhan ekonomi China sangat penting bagi ekonomi Indonesia. Dengan hipotesa bahwa pertumbuhan ekonomi China akan memiliki dampak positif terhadap ekspor Indonesia ke China, analisa kwantitatif dengan menggunakan two stages least squares antara China Produk Domestik Bruto per kapita dengan ekspor Indonesia ke China menunjukkan bahwa kenaikan China Produk Domestik Bruto per kapita sebesar satu persen saja akan mendorong naiknya ekspor Indonesia ke China sebesar 2,43 persen

Abstract

The main reason for the construction of the leading indicators for Gross Regional Domestic Product (GRDP) of Eastern Indonesia is the need for macro-economic policy decision making to obtain the up-to-date condition of the GRDP of Eastern Indonesia development. Using the methodology which was used by the OECD, the composite of leading index for GRDP of Eastern Indonesia has built with its components consist of the 24 variables of total 59 variables relevant to the economy of Eastern Indonesia. This study will contribute to knowledge in terms of the methods used would be adapted to the conditions in Indonesia in two unique characteristics of Indonesia. First, this method adjusts the local area economic conditions in Indonesia are very different in each region and secondly, we adjust the unique characteristics of seasonal patterns in Indonesia, namely the moving seasonal such as Chinese New Year and Idul Fitri.
