Kajian Ekonomi dan Keuangan (KEK henceforth)was first published in 1996 as an initiative of researchers of Ministry of Finance. In the earlier years of its publication, KEK was also known as Kajian Ilmiah Ekonomi dan Keuangan (KIEK). Since then KEK has been published regularly as one of the prominent sources of reference for public policy evaluation as well as a recommendation, in particular on Indonesian state budgets and finance topics.

Abstract

Significant change of Indonesian economy has lead to the need of people more than just basic need such as food and clothes. Others such as health and education have become a must for Indonesian. Anticipating this condition, government will implement new universal coverage health system in 2014 as mandated by law. This paper has objectives to explore several aspects which contribute or influence to the policy formulation and implementation, particularly in designing new health insurance system in Indonesia and learning from Australian experience and best practice. Methodology used in this paper is both primary research such as in depth interview with some health economist, expert form universities, government researcher as well as observation to the organization that manage health system in Australia and secondary research by doing literature review of health insurance system, benchmarking, compare and contrast the health insurance system in Indonesia and Australia and analyze the best and suitable ones for implemented in the future. There are several interesting findings that can be recommended such as Australian health reform and relationship between public and private health system.

Abstract

Indonesian government has been launched poverty alleviation framework which consists of Four Clusters such as: Direct Transfer (BLT'); National Program for Community Empowerment (PNPMJ; Kredit Usaha Rakyat (KUR); and energy, housing, transportation for poor. Unfortunately, KUR hasn't reached poor and reduce the poverty significantly. It is predicted that Local Government hasn't involved structurally and formally in KUR’s implementation. The study is developed from primary and secondary data which has been conducted since 2012 in Five Provinces (Central Java, East Java, Bengkulu, Yogyakarta and Mataram). Primary data were generated by three instruments such as questionnaire (600 units which was divided into two group- KUR and non KUR), in depth interview for key persons and Focus Group Discussion which was representing stakeholder. The result shows that the roles of Local Government in KUR implementation are still limited. It can be identified as follows: being administrator for Communication for KUR, socialization in SMEs, and facilitating for KUR assistant for SMEs. One of obstacles is Local Government hasn't engaged yet on KUR syndications.

Abstract

One tool used for strategic performance management in the public sector organisations is the Balanced Scorecard (BSC) approach. The BSC can assist the definition of comprehensive strategic objectives, better key performance indicators and improved organisational performance outcomes. The BSC system not only promotes synergy and alignment of strategies among that of departmental and functional units, but also it promotes strategic communication for decision-makers to sustain high organisational performance outcomes. Based on the leadership accountability framework as a means to analyse the process of improving and sustaining public sector performance outcomes, this study also found that four key elements contributed to the successful implementation of the BSC to improve and sustain public sector performance: leadership effectiveness, strategy and HRM "fit' management, balanced performance management system and performance governance. Moreover, the research supported the hypothesis that strategic leadership is a necessary condition for the implementation of new and complex performance management tools in the Indonesian public service and for sustaining the performance improvements created by tools such as the BSC.

Abstract

This paper analyzes the impact of implementation of ad valorem , hybrid and specific excise system periods to tobacco price. The main hypothesis HO i.e. there is no difference impact of implementation of ad valorem , hybrid and specific system period to the price. The research question is to answer what fraction of excise is passed on to consumers in each excise systems period and which one of excise system periods has the greatest negative impact on price, which is important to know, when country makes choice on appropriate excise system policy in order to reform their excise system for tobacco control. Monthly data production from 2005-2010 is explored in order to estimate tax incidence in Indonesia. In this period Indonesia has implemented ad valorem , hybrid and specific excise system consecutively. With brands consumption data in Indonesia, the model analyzes by including burden of excise in each excise system in the model. The estimation result of tax incidence model indicates that during government implement specific excise system, the impact of increasing excise is relative higher to the price.

Abstract

The social security program is expected to help reducing the risk of fishermen. This study aims to analyze the understanding, intention and behavior of fishermen on the social security program. Sample of respondents of this study amounted to 116 fishermen in the District ofKaur who have under 10 GT dimension of ship. The analytical method is used a Structural Equation Model (SEM) that adopts the Ajzen's theory of planned behavior by using the Amos 19. The results of the study showed that the positive response of fishermen on the social security program as well as the subjective norm ofKaur Fishermen effect directly the intention and indirectly the behavior of fishermen to pay the dues of social security program. While the behavior control of fishermen in Kaur is not significant in influencing the intention and behavior of the social security program.
