Jurnal Sosial Ekonomi Pekerjaan Umum adalah jurnal ilmiah tentang inovasi kebijakan dan penerapan teknologi dalam perencanaan infrastruktur, pengembangan, dan manajemen. Jurnal ini dikelola oleh Pusat Litbang Kebijakan dan Penerapan Teknologi, Badan Penelitian dan Pengembangan, Kementerian Pekerjaan Umum dan Perumahan Rakyat. Jurnal ini diterbitkan pada tahun 2009, dengan nama "Komunitas”. Dengan adanya perubahan organisasi, nama jurnal berubah menjadi Jurnal Sosial Ekonomi Pekerjaan Umum dan diterbitkan secara berkala 2 (dua kali) edisi di setiap volume yaitu bulan April dan November.

Abstract

One of the factors which influences on improving the quality of housing and residential communities is the lack of understanding on the SPM. It can be improved through well-planned socialization programs. In order to optimize the results of socialization of SPM SLF Building with module systems, an evaluation is needed to determine the level of public acceptance. Survey research methods with consideration of sampling technique (purposive) are used in this study. The data collected are priomary ones, by using a questionnaire instrument as well as a discussion or direct interviews with the respondents. Descriptive analysis method and correlation analysis method are used in this research. Socialization of SPM SLF buildings implemented with the module system is well-received by society, providing varying levels of influence on the public perception ranging from low, medium and high level, depending on prior knowledge of the respondent of the two provinces and any material provided. Socialization SPM SLF Building by modules system can be implemented through the development of the concepts of knowledge transfer through adult education, taking into account the required elements in communication.

Abstract

When climate began to change, water resources are the most affected sectors. Of all the consequences of climate change, the biggest impact is on hydrological cycle and water resources management and social-economic system. Social and economic condition of the community is very influential on the adaptation of society. Adaptive capacity is characterized by the ability of communities to adapt to the changes occuring. This study aims to determine correlation between the willingness to pay and the indicators of education, income, and distance to water sources in Palu’e, NTT and Kembangbahu, East Java. Chi-square analysis method was used to analyze questionnaire result from 46 respondents in Kembangbahu and 28 respondents in Palu’e. The calculation result shows that the three adaptation indicators do not have a correlation with the willingness to pay. This variable indicates the level of adaptation. However, local wisdom significantly affects the adaptation of society.

Abstract

The improvement of traditional neighborhoods is a way to make the neighborhoods clean, organized and healthy. The existing conditions of traditional neighborhoods in general are such as the unarranged road environment, which many of them are still dirt roads, the unavailability of adequate clean water infrastructure, household wastewater treatment infrastructure, drainage (rainwater channels), solid waste transfer station, including the unavailability of supporting facilities in traditional neighborhoods such as firefighting infrastructure. Furthermore, the purpose of this study was to assess the availability or condition level of the existing public works infrastructure and facilities at the traditional neighborhoods in Panglipuran and Tenganan Village in Bali and Sade Hamlet and Senaru Village in NTB Province associated with the Minimum Service Standards (MSS) of Public Works and Spatial Planning issued by the Minister of Public Works No.14/PRT/M/2010, dated 25 October 2010 on Minimum Service Standards Sector of Public Works and Spatial Planning. The method used is descriptive comparative method that compares the Regulation of Minister of Public Works concerning Minimum Standards of Public Affairs with the condition of the existing infrastructure and facilities in some traditional neighborhoods in Bali and NTB. The result of some traditional neighborhoods in Panglipuran and Tenganan Village in Bali and in Sade Hamlet and Senaru Village in West Nusa Tenggara Province compared to the MSS of public works that must be met by traditional neighborhoods concluded that there are some traditional neighborhoods that already provided full required infrastructure (Panglipuran village), has met most of them (Village Tenganan), just built neighborhood road infrastructure (Sade Hamlet) and has not provided roads, clean water, waste water, solid waste and drainage infrastructures and facilities at all (Senaru Village) .

Abstract

The high increase of population in the cities has an implication on the higher needs of city infrastructure, however, in order to create availability of sustainable infrastructure is not easy. The city needs measurement tools to identify its ability in building sustainable infrastructure. The purpose of the writing of this paper is: (1) to formulate the criteria and indicators of city’s sustainable infrastructure development; (2) to assess the level or status of the city’s sustainable infrastructure; and (3) to identify influential factors in the development of city’s sustainable infrastructure. The criteria and indicators of sustainable infrastructure gained from literature studies and expert consultation through Focus Group Discussion (FGD) are 5 criteria and 47 indicators. Indicators for environment criteria cover the efficiency in the usage of resources and the minimization of wastes. Indicators for social criteria emphasize on the easiness in gaining basic services, security, comfort and the community participation. Indicators for economic criteria focus on the increase of society’s welfare and local economy development. Indicators for technology relate with the level of availabilty and infrastructure services. Indicators for good govermance criteria cover leadership, organizational capacity, infrastructure planning an law enforcement. The Multi-Dimensional Scalling (MDS) with Rapid Appraisal of Infrastructure (Rapinfra) analysis show that the sustainability status of Bandarlampung infrastructure is less sustainable with the score of 38,05%. Influential indicators are gained from leverage factor analysis result towards the score of sustainability index for 26 indicators, which consists of : 4 indicators for enviroment criteria, 6 indicator for social criteria, 3 indicators for economy criteria, 8 indicators for technology criteria and 5 indicators for good govermance.

Abstract

Land procurement for public purposes which regulated in Law No. 2/2012 aims to provide land for the implementation of development in order to improve the welfare and prosperity of the nation, state, and people with ensuring legal certainty of the rightful owner. A decent and fair compensation should be given in the land procurement. Compensation can be given in cash, land replacement, resettlement, stock or combination of 2 or more compensation forms. Nowadays, usually compensation is given by cash because of it is easy, fast, practical and cheap. However, compensation in stock considered as a promising one because it ensures income for rightful owners. Unfortunately regulation about it is not comprehensive and needs to be completed so it won’t cause a problem in the future. Through qualitative and content analysis there are some things to be clarified, namely state-owned enterprises function in land procurement, minimaum compensation for buying 1 lot of state-owned enterprises stock and the importance of involving fund manager since the beginning.

Abstract

The development of rental public housing program performed to fulfill housing needs for middle and low income people did not always satisfy the renters. Some cases of dissatisfaction found in a number of rental public housing, including in study location, due to incomplete or not fulfilled public housing attributes by its responsible party, management or the government. In general, this research was conducted to understand satisfactory level living in rental public housing by using ?voluntary moving? indicator, and the specific purpose is to measure tenant?s satisfactory perceptual level on seven public housing attributes which conceptually influenced living satisfaction. In scientific literature, there is a relation between tenant?s satisfactory perceptual level and the fulfillment of public housing attributes. Conceptually, this research used psychology concept and cognitive approach with quantitative design. Research location was conducted at Kemayoran rental public housing, and survey was used as a primary tool to collect data. Additional data obtained from report published by Kemayoran Rental Housing Management, technical report, official publication, literature review and visual observation. The research result revealed that in general living in Kemayoran rental public housing generally fit into category satisfactory level, and in particular three out of seven public housing attributes, according to majority of respondent opinion, was ?least satisfied? and the remaining attributes are ?not satisfied?. Due to the dynamic of satisfaction measurement, additional research to determine factors which influenced perceptual level of respondent and empirical level of attributes is advisable.
