Abstract

Civil Servant as an engine of development requires equal attention to the development itself. Civil Servant is expected to be able to achieve national goals. Due to the high expectacy by the people or organizations to make the research on the development of these Civil Servant is very important. This is a descriptive research with a qualitative approach. While the purpose of this study is to investigate, analyze and interpret th planning of civil servant development in Bojonegoro and its supporting and contrain factors.The planning of Civil Servant development in Bojonegoro includes assessing the current human resource capacity, forecasting human resource requirement, gap analysis, developing human resource strategies to support organization strategies that support the the regency’s vision and mission. The supporting factors of the planning of Civil Servant development is adequate funding, adequate infrastructure, supports by government's commitment, and also support by the mandates of government regulations that require regional planning, including the Civil Servant development. While the contrain factor is that planners still less competent employees, the changes of Act No. 5 of 2014 there has been no implementation guidance yet, policy about the structural position. The planning of Civil Servant development in Bojonegoro is a good plan because it has been through the stages in accordance with the theory.

Abstract

Public service is a complex administration practice. Hence, it might cause maladministration resulting in a complaint as a kind of response that should be accepted as a feedback of service. That’s why, some people said that complaint is an expression of customer’s loyalty that should be respected in anywhere, especially in a University named Universitas Brawijaya, Malang as a part of management in public administration. Inside Universitas Brawijaya, there is a service unit named PPTI (Unit Pengkajian dan Pengembangan Terknologi Informasi/Unit of Information Technology Study and Development).

Abstract

Spatial Plan is accompanied by Spatial Plan Bylaw East Lombok No. 2 of 2012 as a guideline for use and control of space in East Lombok district . To oversee the implementation of the regulation , established the Regional Spatial Planning Coordinating Board of East Lombok (BKPRD) which has the task and the main function is to supervise and control the use of space . However, in practice since the publication of the Spatial regulation , there are still many land use changes and uncontrollable due to the need for space for the community , public and private , as well as granting permissions that are not in accordance with the rules contained in the spatial plan . The method used is qualitative methods of data collection techniques of interview , observation and document study . The findings of the field that BKPRD East Lombok as the implementor of the Spatial Regulation of East Lombok not have good management in the execution of its duties and functions

Abstract

This research aims to investigate the influence of competence, independence, objectivity, the complexity of the task, and the integrity of the auditors on the quality of audit results either partially or simultaneously: a case study on Inspectorate of Madiun Regency, East Java. Data collection techniques used were questionnaires, observations, and interviews. The population is around the auditor Inspectorate active in carrying out the audit task, as many as 22 auditors. The dependent variable (Y) is used in the Quality Audit Result at Inspectorate of Madiun Regency, while the independent variable is the competence of auditors (X1), the independence of auditors (X2), the objectivity of the auditor (X3), the complexity of the task of auditors (X4), and the integrity of the auditors (X5). This research provides results that competence, independence, objectivity, the complexity of the task, and the integrity of auditors simultaneously gives significant effect on the quality of audit results. Auditor competence positively affect the quality of audit results. The more competent an auditor then the more qualified the results of the examination. Auditor independence positively affect the quality of the results of the examination. The higher level of independence of the auditor, the more qualified the examination results. Auditor’s objectivity positively affect the quality of the results of the examination. The more objective an auditor then the more qualified the results of the examination. Complexity task of auditor adversely affect the quality of the results of the examination. The more complex the task of an auditor then decreasing the quality of the examination. Integrity auditors positively affect the quality of the results of the examination. The higher the integrity of an auditor then the more qualified the results of the examination.

Abstract

The title of this study is The Implementation of the Very Poor Households Empowerment Program. The objective of this study is to describe and analyze the implementation of the very poor households empowerment program in the Provincial Marine Affairs and Fisheries of East Java and also the supporting as well as inhibiting factors in implementing this program in the provincial Marine Affairs and Fisheries of East Java. A qualitative descriptive approach is used as the research method in this study. The Miles and Hubberman methode is used as the data analysis technique. The factors that can determine the success of the program implementation is the very poor households’ participation as the beneficiaries of the program; integrated communications established by the Provincial Marine Affairs and Fisheries with the actors, stake holders and the society; and, adequate human resources with competences required. On the other hand, the inhibiting factors include: the otocratic task managers and authority-compliance of the operational level officials level give negative impacts; incomplete and undetailed division of work and SOP gives negative impacts to the program implementation.

Abstract

The purpose of this study was to describe the influence of resources, data, environment, uncertainty, organizational framework, and the coordination on planning of mitigation and adaptation to climate change in Batu City, either partially or simultaneously. This study uses quantitative methods, with a census approach, with the intention of explanation (explanatory research). Data were analyzed using descriptive statistical analysis techniques and multiple linear regression. The results showed that the resources, data, environment, uncertainty, organizational framework, and coordination, both simultaneously and partially has positive and significant influence on the planning of mitigation and adaptation to climate change in Batu City except uncertainty. Such factors that influence planning should be carefully considered and mapped so it can produce a good planning and the impact of climate change may soon be minimized.

Abstract

Motivated by the regional autonomy era which authorizes local governments to take care of their household including human resources management authority in order to produce professional civil servants. Therefore, a change in civil servants management policy is needed including recruitment planning. This study aims to describe and analyze the planning of human resource recruitment of temporary employees category II into CPNS in Pemalang Regency, the supporting and inhibiting factors in the planning of human resources recruitment of temporary employees category II into CPNS in Pemalang Regency. The method used is qualitative with descriptive approach. The data was analyzed using interactive analysis model from Miles and Huberman. The results showed that the planning of human resources recruitment of temporary employees category II into CPNS in Pemalang Regency does not comply with the steps of recruitment and the applicable provisions because it was not based on job analysis; the supporting factors are budget and regulation, while the inhibiting factors are the personnel information systems, human resources, central government policies, coordination among government agencies in Pemalang Regency

Abstract

The paradigm of disaster management in Indonesia are still emergency response, causing loss and damage is very large. For that needs to be changed the perspective of disaster management proactive, preventative in terms of disaster risk reduction that can be integrated into development planning. Methods of research used a qualitative approach with descriptive. Source of data derived from informants and documents. Data was collected through interviews and documentation. Data were analyzed using an interactive model of Miles and Huberman. The results showed that the disaster planning process through a risk management approach in Malang has been implemented although there is a stage that is not maximized, namely the identification of a new disaster risk mapping conducted regional / disaster-prone areas, the challenges ahead are the most priority is the synergy between disaster management regulations the regulation of development planning and the integration of DRR into development planning, while the alternative new ideas built upon the analysis of the factors that affect, the challenges ahead and the scientific study of coherent and competent.

Abstract

Population is an important component in a country. Demographic indicators such as the number, growth, composition and distribution of the population affect the economic, social, political, and cultural environment. Population Administration is a series of structuring and regulating activities in the publishing of documents and demographic data through population registration, civil registration, information management and utilization of the results of population administration for public services and the development of other sectors. The purpose of this study is to describe the implementation of e-government in the service of administration, the benefits of e-government implementation and factors that support and hinder the implementation of e-government in the service of the population administration. The results of this study indicate that the implementation of e-government in the service of the population administration has been implemented by the Department of Population and Civil Registration Serdang Bedagai since 2007 that the use of ICT as SIAK and e-ID card in service. The benefit is increased efficiency, effectiveness, transparency, accountability, participation, security and accuracy of demographic data. Factors supporting the leadership commitment, budgets, policies, while human resources, infrastructure and public awareness are obstacles to the implementation of e-government.
