This article aims to describe the technique of preparation of annotated bibliography thesis students of Indonesian Literature Library collection 2009-2013 Year Indonesian Language and Literature Department, State University of Padang. Making this annotated bibliography can help library user in information retrieval required by pemustaka without having to read the whole essay tersbut. Based on these explanations can be concluded that the stages in the manufacture of annotated bibliography for thesis students of Indonesian Literature Library collection 2009-2013 Year Indonesian Language and Literature Department at the State University of Padang as follows: (1) determination of the title of the bibliography; (2) collecting data yng techniques used in obtaining the data using direct observation to the field; (3) the selection of library materials in the author aims to facilitate the preparation of an annotated bibliography tersbut; (4) grouping aims for the preparation of this biblografi systematically arranged; (5) keyword generation; (6) preparation of the index, which is used to facilitate retrieval pemustaka preformance layout word; (7) Typing bibliography, which consists of writing the author's name, title writing, Legal information (city of publication, publisher, year of publication), and collation; (8) the final editing bibliography which aims to avoid small mistakes which can give rise to doubts about the annotated bibliography. This article discusses the archival paradigm in the disclosure of public information on PT. Semen Padang. The writing is aimed at obtaining a description of: (1) archival paradigm in public disclosure in PT. Semen Padang; (2) constraints encountered in archival paradigm in PT. Semen Padang; (3) ways in which to overcome these obstacles. By analyzing the data, it was concluded that: first, at PT. Semen Padang on archival paradigm is good because the existing information and information received can already be identified quickly by work units and employees to see archival websites, newsletters, recor center archives and other information systems used by PT. Semen Padang; second, obstacles encountered in the archives at. Semen Padang presence of several units that have not been able to understand about the archives or the management of PT. Semen Padang; Third, as for the method to overcome these obstacles is to hold weekly or monthly socialization of archives and archival procedures and conduct future Jop On Training on electronic filing. Collection development policy paper periodicals in the Library of the Faculty of Humanities, University of Andalas which discusses the applicability and constraints as seen from the collection development process starting from the requirements analysis process, the selection policy, selection, procurement, weeding and evaluation. This study is a qualitative study using descriptive research method. Data collection techniques used in this study is observation and interviews. Informants in this study is an expert associate librarian at the Library of the Faculty of Humanities. The results of this study showed that the Faculty of Cultural Sciences Library does not yet have a collection development policy periodicals written. This led to the development of the collection can be summed up by a bad run. Collection development process is also carried out without regard to the needs of library users. Writing this article aims; (1) to describe the process of making educational video library user in the UNP, (2) to describe video library user education as a medium for enhancing student understanding of the desert state university library services. Based on the analysis it can be concluded that the implementation of user education is conducted in Padang State University Libraries is less effective. This can be seen from there are still some students do not understand how to use the services available in the Library of the State University of Padang, especially in the online catalog and borrowing service. This lack of understanding is due at the time the student user education activities only a few participants who had the opportunity memperaktikkan online catalog services, while other participants see only just. Based on this conclusion suggested giving more interesting things in the delivery of user education materials to participants, so that participants do not feel bored, for example, just by using video media library user education. This article discusses the effectiveness of the implementation of library automation systems in the Public Library of Mount youngest Batusangkar City. This study aimed to describe: (1) the effectiveness of the implementation of library automation systems in the Public Library of Mount youngest Batusangkar City; (2) obstacles encountered in the implementation of library automation systems in the Public Library of Mount youngest Batusangkar City. By analyzing the data, we can conclude the following. First, the implementation of library automation systems in the Public Library of Mount youngest City Batusangkar be effective. Second, the constraints in the implementation of library automation systems in the Public Library of Mount youngest City procurement Batusangkar is not able to do so it needs to search the publisher or booking places a special collection that also uses a software HERITAGE automation system, cataloging is not fully accessible pemustaka. This article discusses how to use the sheet area in Library West Sumatra Provincial Governor's Office and the constraints in the use of the sheet area in the Library Office of the Governor of West Sumatra Province. Based on the discussion concluded, namely: (1) Use of the sheet area in Library West Sumatra Governor's Office used according to the circumstances and needs of the parties concerned. In terms of utilization of the area as a reference sheet, as consideration, for comparison, as a decision maker, as a report and as research materials that are interrelated with each other in local government activities. (2) Constraints in the use of the area as a reference sheet, material considerations, comparative material, material decision makers, material reports, and research materials, ie the number of collection areas missing sheets, lack of human resources to manage the library, not a collection of neat cause difficult to obtain information, a lack of infrastructure such as rack collection, much of the data has not been compiled into a computer causes people not able to access all areas of government policy issued in one year. Database design aims to create a database service borrowing and returning books in Library SMK Padang Panjang 1 based on Microsoft Access. The method used is the method of observation that is by studying the manual system previously used by the library. Literature is to look for books, papers, and articles from the internet that will be used to design a new system that will be created. The database design activity is as follows: First, create a table that consists of a group of students table, group table book, group transactions table and transaction table book group; second, create queries relationship between the book table and transaction table book; Third, create a form design that student data form, the form book data, and the form of the transaction; Fourth, create a report and report student book; fifth, to make the main menu database. With the database is expected to help the librarian in the service book borrowing and return quickly. Librarians can also present the data reported borrowing and returning books appropriately and accurately. Keywords: database; borrowing; repayment

This article discusses the role of School Libraries to Improve Student Reading Interest Class V 14 Laban Public Elementary School District of South Coastal District IV Jurai. Based on data analysis, concluded the following things. First, the role of the State Primary School Library 14 Laban District of South Coastal District IV Jurai as a source of learning and the development of students' interest in reading has not gone well. Second, the factors that lead to low student interest to visit Public Elementary School Library 14 Laban the District IV Jurai southern Coastal District are (1) lack of student interest in reading, (2) lack of collection, (3) incomplete infrastructure facilities library, (4) lack of activity promotion program library, and (5) not a professional librarian in the library field. Third, efforts to make students interested librarians to visit the library, namely, (1) building a library to organize interesting and comfortable place to visit, (2) provide a new source of reading according to the needs of students, (3) adequate facilities, (4 ) became a professional librarian, and librarians that is friendly to pemustakanya. This article aims to express (1) constraints in the organization of archives on education (2) the efforts of Library and Archives of West Sumatra Province in coaching records in SKPD. Based on the results of data analysis, it was concluded that the efforts made by the Library and Archives of West Sumatra Province are: (1) an appeal from the Library and Archives of West Sumatra province that the archive was very important and need to be saved; (2) cooperate with the archive management on education; (3) socialization of the management of records held by the participants of the environment on education and UPTD in West Sumatra Provincial Government; (4) to provide guidance directly to SKPDs / UPTD by Library and Archives of West Sumatra province. This article discusses the existence of Youth Services to Improve Adolescent Reading Interest at the Library and Archives of West Sumatra province. This article aims to describe: (1) the existence of juvenile services for improving adolescent reading, (2) problems were found in the increase reading adolescents in juvenile services, and (3) efforts to be made to overcome the obstacles in improving adolescent reading in adolescent services. Data collected through observation, interviews, and literature. Analyzing data descriptively. By analyzing the data, it was concluded the following. First, the presence of juvenile services has not been put to good use by library users, especially for teenagers library users junior high, high school, and Students; Second, problems were found to increase reading in adolescents; Third, efforts should be made to overcome the obstacles in improving adolescent reading.
