The purpose of this study is to examine fraud prevention in the village fund system using the metrics stated in Permendesa No.19 of 2020. SISKEUDES were formed by the Financial and Development Supervisory Agency (BPKP) to enhance village government and financial management. Internal control is an important component in mitigating the possibility of village money being misused. The qualitative descriptive approach was used to conduct the research at Marga Mulya Village. Data was collected through interviews and observations, and data triangulation was employed as an analytical tool. Internal control in the village financial system has been implemented fairly effectively, according to the study’s results and discussion, as internal control efforts have been applied to each indicator in Permendesa No.19 of 2020. However, there is still a risk of fraud because various internal control indications that have been created have not been followed up on in a timely and appropriate manner

Abstract

Fraud can damage a business organization, and it might threaten the goals and targets achievement. It is very important to implement an effective strategy for detecting and preventing fraud. This research measures how good corporate governance principles, represented by the board of commissioners (BoC), audit committee (AC), internal audit units, and also whistleblowing system support fraud detection and prevention in banking companies. The data is analyzed using SMART-PLS with a total of 8 banks’ data for seven years from 2015 to 2021. It is found that good corporate governance executors affect the WBS by 51.3%, while fraud detection is affected both by the good corporate governance mechanism and the whistleblowing system by 37.5%. Both the board of commissioners and audit committee were found to affect the whistleblowing system, while internal audit units don’t. In contrast to this, fraud is affected by internal audit units and whistleblowing systems. Both regulators and companies must realize that both the human aspect and technology aspect, each represented by GCG principles and whistleblowing system have an important effect on fraud detection.

Without ignoring the fact that Indonesia is experiencing growth in digital transactions, it is also accompanied by an increase in the level of corruption, in the other hand, there are no supporting empirical facts, as such, it does not implied an absence of fraud in digital gold transactions. Therefore, the author will provide his perspective, aim and recommendation for better fraud (corruption) prevention in legal aspect.

Abstract

This paper draws on the roles of Human Resource Management (HRM) in policing fraud by the Indonesian National Police (INP). The method of this study is a literature review and document analysis.  This research finds that HRM has a role in policing fraud through 1) recruitment, 2) education, 2) use/development, 3) maintenance and 4) termination from the office. HRM is potentially essential for improving police professionalism. Further, the HRM success application may cause the success of bureaucracy and governance reform for corruption prevention in the INP. Moreover, operational policing fraud can be improved by reliable HRM practices. Next, this paper suggests a further empirical study to explore HRM in policing and its role in policing fraud.

Abstract

This study aims to examine the determinants of budget fraud for handling COVID-19 in the city of Makassar. This study uses a survey method for data collection. The samples of this research are 171 employees who work in Local Government Organizations in Makassar City while the data analysis tool uses SMART PLS software. The results of this study indicate that the greater the pressure, opportunity, competence, and arrogance of a person, the greater the level of fraud that occurs in a country. However, different results were found on the rationalization variable that fraud that occurred in a country was not influenced by a person’s rationalization in justifying his actions. Moderation in this study shows that bureaucratic reform can weaken the relationship between pressure and opportunity for fraud. However, it strengthens the connection between justification, competence, and arrogance to the occurrence of fraud

Abstract

There are already mandates and recommendations for detecting indications of tender collusion, but the risk of collusion in e-tendering has not been handled properly. Meanwhile, data analytics competency has become a prerequisite for successful digital transformation. This study aims to reveal the projection of data analytics integration in controlling collusion risk in e-tendering. This study uses a quantitative research method. The object of this study includes data on the risk of tender collusion and the KPPU’s Decisions for 2021 and 2022. The results of this study reveal that the average similarity of bids is 0.5308, a parameter indicating the risk of collusion in tenders. Existing controls have not been effective in dealing with this risk. Control development can be designed by referring to KPPU regulations and recommendations to LKPP. Maximum control standards can be applied by developing preventive controls in the form of data analytics competence training for the Selection Committee so that they are able to detect indications of collusion in tenders. In addition, data analytics tools need to be integrated into e-tendering in the Electronic Procurement System (SPSE).

Abstract

This study aims to realize a mental revolution in the individual through astabratha belief as an effort to achieve fraud-neutral character. The belief is based that the initial occurrence of fraud comes from the mental self. This mentality is formed by teaching the human self-character through the local wisdom genius astabratha which is broken down into eight (asta) character traits. This research uses a qualitative approach with ethnographic studies to reveal the implementing culture of metal astabratha characteristics. The results of study show that fraud comes from self-character which can be prevented by growing eight characters, namely earth, fire, water, wind, sky, sun, moon and stars. These eight characters are manifested through mental self (pangawikan pribadi) to understand actions. This achievement is the result of a movement (response) to persistently reject fraudulent activities through creative, non-authoritarianism, thinking about difficulties and self-afflictions, self-safety and freeing people from suffering and worries, and finally achieving the noble goals of human life. As a result of an embodiment of self-awareness, there is no longer any desire to commit fraud, as well as awareness and behavior culture to feel peaceful in dealing with other people. This mental consistency leads to fraud neutrality as a form of moral integrity for pride, honor and self-esteem.
