Abstract

Access to education for all has become a basic right and is protected by the constitution. However, education for children with special needs has not yet fully received services that depict justice, equality and equality in accordance with the constitutional mandate. The aim of this research is to carry out a mapping of the implementation of inclusive education in high school improvement schools and carry out evaluations to strengthen the program in the future. The method used is descriptive qualitative. The informants chosen to obtain primary and secondary data came from the principal, subject teachers, and the person in charge of the inclusive school of SMA Negeri 10 Ternate City. Data collection using interviews, observation and study documentation was analyzed in several categories to answer the research objectives. The results found that SMA Negeri 10 had implemented the principles of inclusive education by providing access to children with special needs to receive the same educational services as regular students. The evaluation shows that it is necessary to strengthen the human resources aspect because there is still a lack of training for teachers. Then provide room facilities and reading materials for children with special needs.

Abstract

The implementation of service standards has become a strategic issue to be discussed, especially in relation to its quality of service. Therefore, the purpose of this research is to analyze the implementation of service standards guidelines for service users at Oesman Sadik Labuha Airport. Descriptive analysis was chosen as the approach with qualitative research method. The unit of analysis is the manager of Oesman Sadik Labuha Airport. Data collection techniques were conducted through observation, interviews, and document study. The researcher made an interview guideline as a guide in conducting interviews with informants at the research location. The data analysis stage begins with data processing and preparation, reading data, coding data, displaying themes in narrative form, and data interpretation. The results of this study explain that the manager of Oesman Sadik Labuha Airport has implemented service standards for airport service users in accordance with Minister of Transportation Regulation Number 178 of 2015, but there are still some facilities that are not available such as departure and arrival immigration services, customs services, facilities for special needs users, and seven other facilities. Communication, resource, disposition, and bureaucratic structure factors that have a positive and negative influence on its implementation.

Abstract

Corruption is one of the problems that is being faced by a country because with corruption, the country can experience substantial losses. The government has worked hard to prevent and reduce the number of corruption in Indonesia, where one way is to apply or use the metaverse in service activities in Indonesia. Metaverse itself is an internet world which can be inhabited by many people by using or creating three-dimensional characters as self-images. Metaverse itself has been widely applied in various fields in various countries, including in Indonesia. Metaverse in Indonesia itself has been widely applied in several existing fields. The government itself is trying to use or apply the metaverse in service activities and so on in an effort to prevent and reduce the number of corruption in Indonesia so that later Indonesia's services can be better and also more advanced. But of course there are some parties who disagree or do not agree on this matter. The research method used in this paper is a descriptive method and collects data sourced from journals and websites related to the topic or discussion raised. The results of this paper are that this metaverse can be applied or realized in services as a prevention effort and also a tool to reduce corruption rates in services in Indonesia, but several things are needed as supports so that this can be realized well in the future.

Abstract

Indonesia is undergoing a period of demographic aging. In the fifty years after 1971, the proportion of the elderly population has climbed by 6.2% to 10.7% of the overall population of Indonesia in 2020. This proportion is expected to rise to 9.2% or 19.9% of Indonesia's overall population in the following 25 years (2045). The Indonesian people's life expectancy has likewise increased. Men have a life expectancy of 69.67 years, while women have a life expectancy of 73.55 years. One of the numerous elements influencing Indonesians' life expectancy is the quality and quantity of development in terms of social protection, health, education, and the economy. However, the growing number of elderly people is accompanied by social difficulties such as neglect, economic/social exploitation, acts of violence, maltreatment, and dealing with the law, resulting in gaps in intergenerational interactions. This can occur in both the smallest environments, such as the family, and in society as a whole. The major legislation, notably Law No. 13 of 1998 on Social Welfare of the senior, has not yet been amended to balance the development of diverse senior concerns. This modification is critical and urgent, especially given that pandemic conditions have made the elderly one of the most vulnerable groups. Reexamination of old-age categories, rights and obligations of the elderly, and the notion of service to the elderly. The role and participation of the central, province, and district/city governments, the commercial sector, academics, the family, community, media, and local groups must therefore be expanded and updated. The National Elderly Commission's independence and strengthening are other issues that require more attention. This is to adapt to society's increasingly complicated problems and advancements in the digital era, in which the old have equal access to knowledge and technology. This research technique makes use of journal literature, rules and regulations, and the author's activities as a gerontology social worker. The draft amendment of the law on old welfare is supposed to serve as a catalyst for providing optimal protection for the aged, who are projected to become healthier, more independent, and productive.

Abstract

Gender equality is still a problem because of negative perceptions for women. Women are considered weak and unable to lead an organization. This gives rise to the glass ceiling phenomenon, namely that it is considered difficult for women to advance to positions. Magelang Regency has several female leaders in Regional Apparatus Organizations (OPD) who are competent and accomplished. The aim of this research is to determine the communication style of female leaders in Magelang Regency. This research uses a descriptive qualitative approach with data collection methods in the form of interviews, observation and literature study. The results of this research show that female leaders in the Magelang Regency OPD have various leadership communication styles. Women's leadership communication styles have their own characteristics and are based on each individual and cannot be generalized like stereotypes in society. Of the three Heads of OPD in Magelang Regency, it can be analyzed that Mrs. Siti Zumaroh (Head of BPPKAD) is included in the Iron Maden theory (firm), Mrs. Umi Haniyati Chauliyanah (Inspector of the Inspectorate) is included in the Middle-Of-The-Road Style category (middle ) and Mrs. Bela Pinarsi (Head of PPPA Social Services) are included in the Mother category.

Abstract

Considering that MSMEs make a large contribution to the Indonesian economy, the development of information technology is increasingly being encouraged in the micro, small and medium sectors. The presence of the Magesty e-Government service is a breakthrough for the Magelang City Government in meeting the needs of its people. In the Magesty application, many MSME partners are involved, starting from food, snacks, drinks and handicrafts. This research aims to analyze the impact of implementing the Magesty (Magelang Smart City) application on the sustainability of the MSME ecosystem in Magelang City. This research method uses descriptive qualitative. The research results show that the implementation of Magelang Smart City has not had an impact on the sustainability of Magelang City MSMEs. This has not had an economic impact on MSMEs because the people of Magelang City tend not to use the Magesty platform.

Abstract

Indonesian collaborative governance has been very popular since the year-2000. Amongst public, private organizations, academics, media and societies. However, at present, collaboration amongst those actors have not been popularly conducted with communities, such as hobbies communities or even alumni communities. As the source of budgeting sector resources, those communities are very strategic actors to improve collaboration in a dynamic way as multi helix collaboration. This research uses qualitative approach and descriptive analysis method. The result of this research is that there is a strategic need to improve the role of communities in enhancing the advantages of collaboration in the multi helix concept.

Abstract

In terms of public services within the Correctional Institution (Lapas) it certainly falls into the area of special public services involving certain publics. Even though it is special, it certainly does not reduce the quality of the public services that will be provided. Prisons as a training institution aim to make inmates into correctional facilities (WBP). The aim of this research is to determine public services for former inmates at the Banda Aceh Class II Correctional Center. This research method uses descriptive qualitative with data collection techniques through observation, interviews and documentation. Based on the results of research on all aspects of assessment based on the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 17 of 2017 concerning Guidelines for Performance Assessment of Public Service Providing Units with aspects of assessing service policies, professionalism of human resources, facilities and infrastructure, information systems, consultations and complaints, and public service innovations have been implemented well.

Abstract

The sustainable tourism approach is used as a guideline in developing tourism in the region. However, the construction of various tourist accommodations can disrupt the environment in tourist areas. The aim of the research is to analyze the implementation of sustainable tourism, especially in relation to the development of tourist accommodation. Direct observation in the Tanjung Bongo area as a form of observation and interviews with informants were used as primary data sources. Studying various documentation and tourism development documents in North Halmahera is a stage of collecting secondary data. This research found an interesting thing that the sustainable tourism concept implemented in Tanjung Bongo did not last long. Several supporting facilities experienced a decrease in carrying capacity due to lack of maintenance and tourist visits during Covid-19. Apart from that, the construction of tourist accommodation and waste from tourists can disturb the environment in Tanjung Bongo. So the research contributes to implementation studies that focus on addressing policy sustainability. This research also opens up space for other researchers to develop study models regarding the sustainability of policy implementation by local governments which so far has not been supported by efforts to maintain the programs being implemented.

Abstract

This research aims to answer the obstacles to implementing smart cities, especially the smart mobility component due to road damage in Yogyakarta City with one of the locations where there are damaged roads or potholes, namely on Jalan Balirejo, Muja Muju, Kec. Umbulharjo, Yogyakarta City. The research method used is a literature study method with a qualitative approach to examine problems using journal articles and books that have relevance to the research so that the results are validated. The results of this research show that road damage is the government's responsibility to maintain and repair it. However, the main obstacle is that the road maintenance survey process to check road conditions is only carried out over a 1-2 year period. This time is quite long for the city of Yogyakarta which carries the smart city concept and requires accelerated traffic mobility. Therefore, the author draws the conclusion that smart mobility innovation planning using artificial intelligence-based drones in Yogyakarta City can be an alternative solution for detecting road damage in Yogyakarta City through the implementation of generative adversarial network (GAN) method technology, CRDDC2022 dataset, data aggregator system, web application systems, and possible web-based decision support systems. The hope is that this innovation can improve the management of road infrastructure and the comfort of road users in using the city transportation system so that it can reduce the number of accidents and support sustainable optimization of smart cities.
