Abstract

Political marketing is the method and application of marketing concepts in a political context. Political marketing is seen as a set of methods that can facilitate the contestant (individual or political party) political initiatives in marketing, political ideas, political issues, political ideology, and the characteristics of party leaders and the party's work program to the public or the contestants. So therefore yan political marketing is done by the Democratic party (Democratic Party Regional Leadership Council of North Sumatra Province) is how to market their products in the context of political marketing political constituency or community so that in fact the Democrats can win a pair Susilo Bambang Yudhoyono at the Presidential election and Vice President in 2009 and then in one round.In this research, a description of research methods, namely by using in-depth interviews and literature to ekplorasikan about political marketing political parties in the 2009 presidential elections in the North Sumatra Regional Leadership Council of the Democratic Party of North Sumatra Province.

Abstract

This study aims to unify ideas or thoughts that will be developed in the movement of Indonesian women academics to women's empowerment program, particularly through the media.The approach will be used in this study is to model the quantitative and qualitative approach in social policy research. The population in this study were all female academics in the city of Medan with the characteristics of women who are actively teaching professor at the PTN and PTS in the shade Kopertis region I. The results showed that women academics agreed to unify their thoughts or ideas through the movement of women academics in an effort to empower women. Also it is known that during this activity was limited to female academics in the field activities with NGOs and for the contribution of ideas or thoughts are said to be less or very low. Then the media deemed appropriate to be used as a vessel to channel the ideas and thoughts about women are in the form of a multimedia website, in this case made gap-indonesia.org domain.

Abstract

This study aims to describe how the implementation of the National Program for Community Empowerment in Rural Secanggang, Langkat, to determine the factors that affect the process of implementation of the National Program for Community Empowerment in Rural Areas in Secanggang, Langkat. The method used is descriptive qualitative research method. This study uses four key informants and 9 the key informants. Data collected by using primary and secondary data collection, and data analysis techniques performed by the analysis of qualitative data. The results showed that the PNPM Rural in Secanggang, Langkat provide benefits for people, especially women namely the increasing standard of living of families with the help of infarstruktur rural development and venture capital for women, but in implementation of the program does not run properly.

Abstract

Village development planning is very important, because from this development plan the direction of village development is determined. The aspirations of the community in the village development planning process are very much needed, so that it has become an obligation of the village government to accommodate community aspirations in the development planning process in the village. The aspirations of the community can be accommodated by involving the Village Consultative Body (BPD), because basically the Village Consultative Body (BPD) is a means for village communities to channel their aspirations to assist village government in the development planning process in the village. The research method used in this study is qualitative research methods, in which the process of data collection is done through observation, interviews, and documentation studies on informants who are considered to have the potential to provide information about the role of Village Consultative Bodies (BPD) in the development planning process in Bandar Village Klippa. From the results of the research that has been done, the Village Consultative Body (BPD) in Bandar Klippa Village has carried out its functions and duties well as a working partner of the Village Head and also to accommodate and channel community aspirations so that the development planning desired by the community is created. However, the Village Consultative Body (BPD) in Bandar Klippa Village was less active in coming directly to absorb and gather aspirations from the community.?

Abstract

Since the reform era marked by the end of the New Order, many changes in the system of government of the Republic of Indonesia. During the New Order government system presented in ways that centralized power leads to a powerful president as both head of state and the head of government. Failure of efforts to reorganize the bureaucracy have broad impact on the fate of the people, this is of course an impact on the process of democratization. The fate of the people worse off because of the quality of legal services that are not optimal and non-functioning of legal services will tend to distort the process towards justice and welfare. If want to make improvements and eliminate the bad impression the government, the bureaucracy reform effort is urgent given the vast implications for society. For reform the bureaucracy, such as the need to consider internal measures, align the orientation of the oriented democracy and not on power, bureaucrats determined to strengthen the commitment to change towards the better, to build a new culture because all this bureaucracy has a bad image, rationalization of the bureaucracy towards streamlining efficiency, strengthen the rule of law which is based on a clear and improve the quality of human resources.

Abstract

This observation is backgrounded on the condition where the departement of land still found many problems such as unqualified administrative requirements and many other problems have been passed by public in handling the land certificate. This things happened due to unsatisfaction services such as the duration of file handling and also measurements. 6 months is required due to many procedure needed and the long duration of file handling. The theories used in this observation is includes many description in customer relation, the element of service, the service's standard, bureaucracy, and public's satisfaction. The object in this observation is people who taking care on their Land certificate as many as 40 people. The methods in this observation is quantitative method. The result of the research is that according to the analysis and evaluation, found a result that t test is 4,3504 (tcount>ttable) have a positive and significant relation between the service and the satisfaction. the coefficient determination is 33,24%. So we can conclude, that public's satisfaction is affected by the services as many as 33,24% while 66,76% is affected by other factors.?

Abstract

Women's poverty issues become increasingly complex because it turns out women's poverty is not only caused by the limitation of access to economic resources. There are structural problems with the cause factor and not a single constraint, tend to vary according to the conditions of political, economic and social in their neighborhood. The existence of gender inequality in various aspects of life also worsening conditions of poverty on women.This is because the dual role that they have to run, on the one hand as a housekeeper and the other side as the breadwinner of the family. This research is quantitative descriptive. The results showed a young woman from RTM have education good enough, where the majority of the already educated junior high scholl and senior high school, although there is still educated to elementary school or never attended school because of limited funds bench, have low skills because of the presence of the non formal education yet or training undertaken, have a desire to seek self help especially in the field of trade and agriculture, has limited capital to be able to start a business for that initial funds needed to encourage them to start trying, have the potential to alleviate themselves from poverty if given help to seek.

Abstract

Pengawasan sebagai salah satu fungsi manajemen dalam suatu organisasi atau instansi pemerintahan, pelaksanaannya sangat perlu untuk dimaksimalkan karena dapat mengurangi dan mencegah secara dini terjadinya penyimpangan ? penyimpangan atau penyelewengan dalam berfungsi sebagai sarana peningkatan profesionalisme kinerja pegawai, melalui peningkatan kinerja, sehingga dapat memberikan pelayanan kepada masyarakat sesuai dengan yang diharapkan dan kegiatan usaha unit ? unit pemerintah dapat tercapai secara berhasil dan berdaya guna, dilaksanakan sesuai dengan tugas pokok, fungsi, rencana atau programnya, pembagian dan pendelegasian tugas, rumusan kerja, pedoman pelaksanaan dan peraturan perundang ?? undangan ?yang berlaku.? Penelitian ini bertujuan untuk mengetahui bagaimana peran camat dalam mengawasi kinerja pegawai dikantor camat medan denai kota medan. Metode yang digunakan dalam pengamatan ini adalah deskriptif dengan pendekatan induktif dalam mengumpulkan data, penulis menggunakan teknik wawancara dan dokumentasi. Dari hasil penelitian menunjukkan bahwa pengawasan oleh Camat sudah baik yang dibuktikan melalui tiga indikator yaitu pemantauan, pemeriksaan, dan evaluasi. Baiknya pelaksanaan pengawasan Camat berpengaruh kepada kondisi disiplin kerja pegawai/aparat Kecamatan yang masuk dalam kategori cukup, dilihat dari tiga sub indikator yaitu ketaatan terhadap jam kerja, ketepatan waktu dalam menyelesaikan tugas, ketepatan waktu dalam menyelesaikan tugas dan tingkat pelanggaran terhadap peraturan.

Abstract

Refers to the goal of Regional Head / Vice Regional Head which is to obtain local leaders who really pay attention to the people?s aspirations so that the people feel their aspirations considered by the leaders they choose. To know the leader that will be chosen by the people, KPU do the crawl towards the candidates based on the determined steps. The problems of this research are whether the determintaion of North Sumatera Region Head / Vice Regional Head General Election?s voters register is appropriate with the fixed regulation, and whether North Sumatera KPU finds obstacles to determine the accurate voters register. Based on the experience of the implementation of North Sumatera Region Head / Vice Regional Head at the last period, the voters register (DPT) determintaion has been done according to PP No. 17 Year 2005 and PP no. 25 year 2007. For the next General Election, to avoid the double voters in the voters register the DP Tools system will be done, by using the detection at the computer, if it is found the double voters then automatically one of them will be deleted. North Sumatera people is a compound people which is not easily provoked by the negative issues, although some riot happens in some region in Indonesia for the implementation of the regional Head General Election, then vice versa in Noeth Sumatera, the election process at some TPS runs smoothly without any obstacle. Regional Head and Vice Regional Head General Election on 2008 was successfully won by Saymsul Arifin, SE and Ir. Gatot Pujo Nugroho.

Abstract

Blossoming district is a breakthrough to boost development in a region more quickly either through an increase in quality and quantity. This blossoming gives supervision so that the government can control the narrower region is becoming more focused. This is the underlying desire of the community to plan for expansion. Thus can be taken the formulation of the problem is whether there is influence of the level of public perception of the subdistrict dolok silau realizations against plans expansion in simalungun regency with the aim to know is there any influence the level of perception dolok sub society glare towards the realization of? the? plan? of? expansion ?in ?simalungun ?and ?to ?know? how ?much? influence? the? public perception of the subdistrict level Doloksilau againts ?the realization of the plan of expansion in simalungun. The form of this research is to use descriptive research with quantitative approach with a view to seeking influences between variables X (free) with the variable Y (tied). This research was conducted in the Doloksilau, simalungun Regency glare. While the collection of data is carried out by means of disseminating the questionnaire, interview and observation.??
