Abstract

This study aims to analyze the role of the National Population and Family Planning Board (BKKBN) of Central Kalimantan in reducing early marriage rates, along with its supporting and inhibiting factors. The research uses a qualitative case study approach conducted from December 2024 to March 2025 in Central Kalimantan. Data were collected through observations and interviews with the BKKBN Secretary, youth resilience program officers, family planning field officers (PLKB), and adolescents involved in early marriage. The data were analyzed using an interactive model, including data reduction, presentation, and conclusion drawing, and verified through source and method triangulation. The findings show that BKKBN implements several programs such as PUP (Marriage Age Maturity), GenRe (Planned Generation), and BKR (Adolescent Family Development), supported by local governments, family planning agencies (OPD KB), village governments, and PLKB. However, early marriage rates remain high due to lack of educational media, economic issues, promiscuity, and difficult access to target areas.

Abstract

This study explores the implementation of digital transformation in civil service management through the "SITAGUH" application at the Regional Personnel Agency (BKD) of Central Kalimantan Province. As a digital civil service platform, SITAGUH is designed to enhance the efficiency, transparency, and accessibility of public services in the field of civil servant administration. The research adopts a qualitative descriptive approach, utilizing data collection methods such as interviews, observations, and document analysis to assess the effectiveness and challenges associated with the implementation of the SITAGUH system. The findings indicate that SITAGUH successfully improves service quality by streamlining manual processes and accelerating service delivery. Nevertheless, the implementation also encounters challenges, including a lack of IT-skilled human resources among civil servants and the need for ongoing system training and socialization. This study contributes to the broader discourse on e-government and underscores the importance of strategic planning and continuous improvement in achieving successful digital transformation within public service institutions

Abstract

Data merupakan suatu hal yang dibutuhkan oleh Pemerintahan dalam melakukan atau menrencanakan suatu kebijakan agar tidak mengalami kesalahan dalam pembuatan atau pengambilan kebijakan yang akan dilaksanakan. Dengan hal tersebut dibutuhkan kegiatan atau instansi yang berfokus untuk melaksanakan kebutuhan data tersebut. Dalam melaksanakan kewajiban tersebut pemerintah membuat instansi Badan Pusat Statistik yang berfokus untuk data-data yang dibutuhkan pemerintahan, Badan Pusat statistic melaksanakan kewajibannya tersebut dengan cara melakukan berbagai sensus, diantaranya yaitu sensus penduduk. Sensus Penduduk tercipta berdasrakan peraturan Presiden Peraturan Rebulik Indonesia Nomor 39 Tahun 2019 Tentang Satu Data Indonesia. Sehingga dalam penelitian ini bertujuan untuk mengamati serta mengevaluasi Implementasi Sensus Punduduk yang dilaksanakan pada tahun 2020 Di Wilayah Karah Kota Surabaya. Paradigma dalam penelitian ini yaitu paradigma interpretif, sedangkan desain penelitian ini yaitu studi kasus. Dalam melakukan penelitian peneliti menggunakan metode Kualitatif, sedangkan untuk data yang diperoleh menggunakan Teknik Observasi, Wawancara serta Studi pustaka dan Teknik perekrutan informan dengan Teknik purposive sampling. Peneliti melaukan analisis menggunakan teknik pengumpulan data, reduksi, display data dan penarikan kesimpulan. Hasil penelitian ini menyimpulakan bahwa pelaksanaan sensus penduduk 2020 Di Wilayah Karah Kota Surabaya terlaksana dengan baik, meski dalam pelaksanaan di lapangan terdapat berbagai masalah serta Badan Pusat Statistik telah melakukan berbagai upaya dalam mengatasi permasalahan-permasalahan yang dihadapi di lapangan.
