Abstract

Penelitian ini difokuskan pada strategi Dinas Pekerjaan Umum dan Penataan Ruang dalam pengelolaan air limbah domestik yang berdasar pada Stephen P. Robbins mengenai strategi dan teori Asmadi dan Suharno mengenai pengelolaan air limbah domestik. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan bagaimana strategi pemerintah dalam pengelolaan air limbah domestik di Kota Ambon Provinsi Maluku, menganalisis faktor pendukung dan penghambat serta mengetahui strategi mengatasi faktor penghambat. Metode penelitian yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif dan dengan menggunakan analisis data secara induktif. Adapun teknik pengumpulan data yaitu melalui wawancara, observasi. Dokumentasi dan triangulasi. Teknik analisis menggunakan analisis SWOT dengan menentukan faktor strategi internal guna mengidentifikasi kekuatan dan kelemahan serta faktor strategi eksternal untuk mengidentifikasi peluang dan ancaman sebagai dasar untuk menetapkan sasaran dan perumusan strategi. Matriks SWOT digunakan untuk merumuskan isu-isu strategis dan selanjutnya dilakukan Litmus Test guna memberikan prioritas strategi yang akan dipilih. Berdasarkan hasil penelitian dapat disimpulkan bahwa strategi Dinas Pekerjaan Umum dan Penataan Ruang dalam Pengelolaan Air Limbah Domestik di Kota Ambon Provinsi Maluku belum berjalan dengan baik, hal ini dapat dilihat dari rendahnya kompetensi aparatur, kurangnya sarana dan prasarana penunjang operasional kegiatan, kurangnya sosialisasi peraturan daerah mengenai pengelolaan air limbah domestik, serta kurangnya peran masyarakat dalam pengelolaan air limbah domestik.

Abstract

This study aims to determine the Evaluation of the Regulatory Policies of the Kutai Kartanegara Regent, Number 36 of 2013 concerning the Administration of State Land Tenure Administration in Samboja District and to determine the supporting and inhibiting factors for the Regulatory Policy of the Kutai Kartanegara Regent. This research is a qualitative descriptive research. . This research was conducted to emphasize the situation in order to find, understand, explain and obtain an overview of how the quality of public services is related to the problem under study. The research instrument is the researcher himself who acts as a data collection tool. Researchers as a research instrument aim to obtain valid and realistic data. The results of the study show that to improve the policy of the Kutai Kartanegara Regent Regulation number 36 of 2013, the government of Kutai Kartanegara Regency must provide the latest legal umbrella for the sub-district regarding the amount of fees charged to the community so that it becomes a collective agreement and the government should not stop socializing to the community. Related to the policy of the Regent of Kutai Kartanegara number 36 of 2013, it can be seen from several things such as: Effectiveness is a regulation that can regulate the community to understand their rights and obligations, Efficiency, this evaluation goes as expected, Adequacy based on the level of satisfaction in the community is very high and problems that arise with value differences do not occur in the field, and responsiveness based on the results of the assessment and data shows that if the policy is implemented. Keywords: Evaluation, Land Administration, Samboja Head Office

Abstract

RAPHIKA BUANG, Undergraduate Integrative Government Study Program, Faculty of Social and Political Sciences, Mulawarman University. Evaluation Of The Public Policy Of The Conditional Cash Transfer (CCT) In Muara Ancalong District, Kutai Timur Regency. The data collection technique in this study was obtained using the Purposive Sampling Technique. The data analysis used in this research is Descriptive Qualitative which aims to describe in depth the Evaluation Of The Public Policy Of The Conditional Cash Transfer (CCT) In Muara Ancalong District, Kutai Timur Regency. Intactive model data analysis from B. Miles dan a. Huberman, which begin with data reduction, data presentation, data condensation and drawing conclusion/verification. The research on Evaluation Of The Conditional Cash Transfer (CCT) In Muara Ancalong District Uses William N. Dun’s theory which includes 5 (five) evaluation indicators, Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy. The Family Hope Program (PKH) in Muara Ancalong District has been carried out to the maximum, namely it can have a positive impact on the community, especially those belonging to the category of underprivileged communities to have a better quality of life. With the many assistance programs provided by the Family Hope Program (PKH) it helps the economy and also the community's financial independence.

Abstract

This study aimed to describe and analyze Community Political Participation in the Election of Regent and Deputy Regent of Mahakam Ulu Regency for the Period 2020 – 2024 in Long Bagun District, Mahakam Ulu Regency. This research is a combination or mixed-method analysis, by conducting structured interviews with the organizers and conducting a survey of the community by taking the probability method using a precision of 10%. The study results concluded that public political participation in dialogues/debates was still low due to mass mobilization during the Covid-19 pandemic. The people's political involvement in direct political campaigns is also still low, and only a tiny part is followed by the people who become the success team or become part of the supporting party that participates in this political campaign. However, community involvement in campaigns through social media is good by joining the Instagram and Facebook social media networks belonging to the Mahakam Ulu Regency KPU. Then, the public's political participation in using the right to vote, in general, is pretty high.

Abstract

This study is aimed at projecting the structuring of Kelurahan and Desa in Tenggarong Subdistrict, Kutai Kartanegara Regency and the inhibiting factors. The methods used are qualitative surveys and documentary studies with interactive analysis tools. The results of the study concluded that there were four Kelurahans that met the basic requirements and had the potential to be expanded, namely Jahab, Loa Ipuh, Loa Tebu and Mangkurawang. So that the arrangement of Kelurahan/ Desa is in accordance with the objectives and does not cause the conflict, this study recommends that the government conduct socialization on the objectives, procedures, requirements and administrative arrangements regarding the structuring of Kelurahan/ Desa, completes a map of boundaries between Desa or between Kelurahan, and conducts mapping the demographic (the population) an aspect of the Kelurahan/ Desa that will be reorganized.

Abstract

Tujuan Penelitian ini adalah  untuk menganalisis bagaimana evaluasi website pengelolaan jaringan dokumentasi dan informasi hukum dalam keterbukaan informasi publik studi pada bagian hukum sekretariat daerah Kabupaten Mahakam Ulu. Jenis penelitian   ini   adalah   penelitian   deskriptif   kualitiatif.   Data   dikumpulkan   melalui   observasi pada website https://jdih.mahakamulukab.go.id/ dengan mempergunakan perangkat  lunak  (software) SortSite  5.3.5 sebagai alat uji website. Hasil penelitian menunjukkan bahwa website pengelolaan Jaringan Dokumentasi Dan Informasi Hukum   dalam keterbukaan informasi Kabupaten Mahakam Ulu belum sepenuhnya efektif namun telah menerapkan e-Government dalam memberikan layanan informasi.   Hal ini karena berdasarkan evaluasi dengan menggunakan software SortSite dengan temuan hanya matrik  compatibility yang paling minim masalah namun pada matrik errors accessibility, standards dengan masalah yang paling banyak ditemukan dalam penelitian ini.   Kata Kunci: Evaluasi, Website, Good Governance, E-Government, Matriks Error, Matriks Accessibility, Matriks Compatibility, Matriks Standards
