Abstract

This study aimed to examine the implementation of family planning programs in the district of Melak, West Kutai Regency especially in terms of communication, resources, disposition, bureaucratic structure and identify the factors supporting and hindering the implementation of the family planning program in the district of Melak, West Kutai Regency. In this research, writer use the qualitative approach. Data collecting conducted by doing cirscumtantial interview, sharing observation and also documentation study. After this phase, is done by a data analysis qualitative that use the interactive model analysis. The results showed that the implementation of the family planning program in the District Melak not run well. This is caused by the lack of family planning and their extension number of cadres, the facilities were incomplete and lack of budget from the government for the implementation of family planning programs. Abstract

Education and training is a necessity and is part of efforts to develop human resources as well as one solution to solving problems that occur in an organization, bureaucracy or government agency. Especially for the East Kalimantan Provincial Personnel Agency which has the main task of carrying out the preparation and implementation of staffing policies at the government level at the provincial level, then the development of employees through education and training is a necessity. This study found that education and training had been carried out for employees of the East Kalimantan Provincial Personnel Agency by presenting good instructors with good material, but the methods applied in training were still not appropriate. So that the goals and objectives of education and training are still not optimally achieved as expected, and require improvements related to the updating of the learning mehod. Abstract

In the era of regional autonomy, the development of micro, small and medium enterprises is one of the fields of government which is the mandatory authority that is handed over to the district/city governments. Then the local government has free to explore and develop the potential of micro, small and medium enterprises in accordance with the capabilities of each region. The efforts of industry, trade, cooperative and micro, small and medium enterprises in the form of growth in the business climate, growth of new business units, and the development of micro, small and medium enterprises have been carried out well by carrying out seven aspects of service ranging from production, marketing, capital, human resource development, institutional to information technology. Howover, there is still a need for another form of strategy that will strongly support all of these efforts, namely by forming a learning site that will be dedicated to fostering business actors in a sustainable and systematic manner. Abstract

This research is aimed to describe and analyze the role of Government Internal Auditor (APIP) In the local government management at Bulungan District. This study used a descriptive qualitative approach, data collection techniques is participant observation, interview and documentation, which is then analyzed using component of data analysis:interactive model. The results showed that (1) the role of Government Internal Auditor (APIP) in the local government management at Bulungan District realized through implementation of comprehensive inspection to government affairs management by regional government device at Bulungan District, which includes the inspection of the institutional and staffing aspects; inspection of the financial aspects; and inspection of local government asset management aspects. (2) Apply the comprehensive inspection concept in implementation of regular inspections cause The role of Government Internal Auditor (APIP) in the local government management at Bulungan District ineffective.Keywords: Government Internal Auditor, Regular Inspection, Comprehensive Inspection

Abstract

The objectives of the study were to describe and apply the apparatus appraisal to the Regional Development Planning Board of East Kalimantan Province with the focus of the study: work facility, work field competence, discipline of time/hours of work, discipline of deeds, quality of work produced, ability in work completion. the result of the research shows the result of evaluation to the apparatus implemented by the East Kalimantan Provincial Planning Board through several coaching instruments such as the provision of work facilities, job competence, discipline on time / working hours, work discipline, quality of work produced, can make a meaningful contribution.Keyword: evaluation, coaching, apparatus.
