Abstract

The policy of sending delinquent children to military barracks by the West Java local government aims to address the increasing juvenile delinquency by utilizing military discipline to build strong character and mental resilience. The initiative arose in response to growing concerns over youth involvement in violence, substance abuse, and negative social behaviors, which have raised alarm among parents and educators. This study explores the implementation of this policy using Narrative Policy Analysis (NPA), a method that examines the narratives surrounding the policy and its reception by different stakeholders, including the government, military, and the public. The research finds that while the policy is seen by supporters as an effective means of rehabilitation, offering structure, discipline, and emotional fortitude, critics argue that it violates child protection laws and may exacerbate the stigma and trauma for the children involved. Moreover, there are concerns about the potential for the policy to worsen the psychological well-being of these children by labeling them as “delinquents,” which could have long-term negative effects on their development. The study recommends a more holistic approach to juvenile rehabilitation that prioritizes human rights, psychological support, and family engagement. The implementation of such policies should consider not only the immediate behavioral outcomes but also the overall well-being and future prospects of the children involved, ensuring a balance between discipline and empathy.

Abstract

Identity theft carried out by political parties during the stages of political party registration, verification, and the determination of political parties participating in the 2024 legislative election has the potential to violate election laws and cause harm to society, especially those with professions that are prohibited from becoming members or administrators of political parties. Using the theoretical basis of Article 93 of Law No. 17 of 2017, BAWASLU (Election Supervisory Agency) is authorized to prevent and take action against electoral violations and election process disputes. Bawaslu, as a key player, as stipulated in the laws and regulations in Indonesia, must address the issues mentioned above. The focus of this research is: 1) How does Bawaslu play a role in preventing identity theft by political parties participating in the 2024 election? 2) How does BAWASLU play a role in preventing identity theft by political parties based on the perspective of Islamic law? The objectives of this research are: 1) To analyze the role of BAWASLU in preventing identity theft by political parties participating in the 2024 election. 2) To analyze the role of BAWASLU in preventing identity theft by political parties based on the perspective of Islamic law. The research method used is empirical legal research. Data collection techniques include interviews, observations, and documentation. The results of the research show that: 1) BAWASLU has carried out its duties and responsibilities in preventing identity theft in accordance with its position, based on Article 94 of Law No. 17 of 2017, by opening public complaint posts at 34 provincial Bawaslu offices and 514 regency/city Bawaslu offices. 2) From the perspective of Islamic law, Bawaslu's role in preventing identity theft by political parties is guided by the principles of nationhood and statehood, as well as the fundamental principles based on Shari’ah as found in the Qur'an, including the principles of sovereignty, justice, consultation, rights and duties of the state and people, and the principle of Amar Ma'ruf Nahi Munkar.

Abstract

This study explores the relationship between city branding and policy legitimacy in the context of urban public space planning through a Systematic Literature Review (SLR) employing the PRISMA method. The study integrates perspectives from marketing management and public policy to capture the complexity of urban governance. By analyzing 27 articles published in Scopus- and SINTA-indexed journals (2020–2025), the research identifies four major themes: (1) legitimacy and inclusivity in place branding; (2) governance and stakeholder participation; (3) policy implementation in the regulation of street vendors and public space management; and (4) government communication and public trust. A reflective analysis of the case of Makassar (2025–2026) demonstrates a relocation–transformative approach based on the concept of a “creative ecosystem,” integrating city branding strategies with the economic empowerment of street vendors. The findings reveal an inherent tension between the aesthetic imperatives of city branding and socio-economic justice in policy implementation. This study proposes an integrative framework, termed the “City Branding–Policy Legitimacy Nexus,” as a theoretical contribution that bridges urban marketing dimensions with public policy processes in urban governance. The study recommends strengthening substantive stakeholder participation, fostering transparent two-way communication, and integrating community leadership into place branding strategies to achieve legitimate and sustainable policy outcomes.
