Abstract

ABSTRACT:The XV Economic Policy Package has created a gap between control tasks and ease of doing business. This study aims to determine the narrative differences in the implementation of The XV Economic Policy Package, especially in simplifying the import trade system and analyzing strategic changes in the business process of Drug and Food Control. The Narrative Policy Analysis (NPA) is used in this study to analyze at the meso (group/organization) level using interviews with Indonesian-FDA and DGCE Officers. The study is focusing on the narrative of the President of the Republic of Indonesia and the response of the Indonesian-FDA and DGCE Officers who play roles in implementing the controls. Metanaration that appears as a solution analysis is "an effort to reduce dwelling time and logistic costs carried out by trade-off services that favor business actors while still taking into account aspects of the public health/safety protection as well as local business competitiveness". The effectiveness of policy implementation can be accomplished by striving measurable trade-off which is always maintaining service and supervision in balance; revitalizing implementation of single risk management integration; accelerating draft of derivative regulations; optimizing the functions of intelligence; performing joint training and sharing knowledge on a regular and leveled basis.Keywords: Narrative Policy Analysis, Indonesian-FDA, DGCE, dwelling time, logistic cost ABSTRAK:Paket Kebijakan Ekonomi XV telah memunculkan kesenjangan antara tugas pengawasan dan kemudahan melakukan usaha. Kajian ini bertujuan untuk mengetahui perbedaan narasi yang terjadi dalam implementasi Paket Kebijakan Ekonomi XV khususnya dalam penyederhanaan tata niaga impor, dan menganalisa perubahan stategis dalam bisnis proses pengawasan Obat dan Makanan. Narative Policy Analysis (NPA) pada kajian ini digunakan untuk menganalisa pada level meso (kelompok/organisasi) dengan wawancara pada Petugas BPOM dan DJBC. Fokus kajian adalah pada narasi Presiden Republik Indonesia serta respon Petugas BPOM dan DJBC yang berperan dalam pelaksanaan pengawasan. Metanarasi yang muncul sebagai analisa solusi yakni “upaya untuk mengurangi dwelling time dan logistic cost dilakukan dengan trade off pelayanan yang berpihak pada pelaku usaha sekaligus tetap memperhitungkan aspek proteksi kesehatan/keamanan masyarakat serta daya saing usaha lokal”. Efektifitas implementasi kebijakan dapat diwujudkan dengan mengupayakan trade-off terukur untuk selalu menjaga keseimbangan antara pelayanan dan pengawasan; revitalisasi penerapan integrasi single risk management; mempercepat penyusunan peraturan turunan; optimalisasi fungsi intelijen; melakukan joint training dan sharing knowledge secara berkala dan berjenjang.Kata Kunci: Narrative Policy Analysis, BPOM, DJBC, dwelling time, logistic cost

Abstract

Penelitian ini bertujuan menggali informasi dan menganalisis lebih mendalam terkait dengan inovasi layanan terpadu bagi perempuan dan anak korban tindak kekerasan sebagai bentuk kebijakan sosial Pemerintah Provinsi DKI Jakarta. Model inovasi layanan terpadu bagi perempuan dan anak korban tindak kekerasan dibutuhkan untuk memenuhi hak-hak korban sesuai dengan asas Hak Asasi Manusia terlebih dimasa Pandemi COVID-19. Penelitian dilakukan dengan pendekatan kualitatif fenomenologi serta dilengkapi dengan perangkat analisis Soft System Methodology. Hasil penelitian menjelaskan beberapa hal berikut. Pertama, Pemerintah Provinsi DKI Jakarta berhasil membangun kebijakan sosial dalam penanganan perempuan dan anak korban tindak kekerasan melalui berbagai bentuk regulasi perundangan tingkat daerah, pembentukan kelembagaan, pendanaan, dan penyediaan sarana prasarana dalam rangka pemenuhan hak korban yang berkeadilan. Kedua, bentuk inovasi penanganan dan pelayanan perempuan dan anak korban kekerasan masa pandemi COVID-19 dilakukan dengan protokol kesehatan dan berbasis online serta melakukan beberapa perubahan untuk memperkaya kinerja lembaga layanan. Hal ini merupakan wujud nyata implementasi kebijakan sosial Pemerintah Daerah Provinsi DKI Jakarta yang berpihak kepada masyarakat menuju keadilan dan kesetaraan.

Abstract

The purpose of this study is to find out more closely the millennial generation'sperspective on Pancasila. The founding fathers formulated Pancasila, which aims to direct the nation to achieve its goals and become an inclusive nationality. The position of Pancasila as a source of identity, personality, morality, and the course of national safety. Pancasila is one of the essential components in the concept of National Resilience in ideology that provides directions and guidelines for achieving national goals, namely the nation's survival and state. However, the fact is that the Pancasila Ideology position is now increasingly being forgotten by the Indonesian people, including the millennial generation with a large population. In the future, it will become the next generation. The fading of the appreciation and practice of Pancasila values is partly due to the various challenges facing the Indonesiannation. The method used is qualitative research with Conventional Content Analysis (CCA), the subject of this research is the millennial generation who live in DKI Jakarta. The results of this study are six categories describing the views of the millennial generation towards Pancasila, including: (1) Guidelines; The urgency of deepening Pancasila; (3) Interests; (4) The problem of understanding the values of Pancasila with two subcategories, namely language and no concrete examples; (5) Pancasila is synonymous with government; (6) Adaptive.

Abstract

The rise of cyber attacks occurring in Indonesia could potentially cause incidents in institutions/companies. To anticipate these incidents, each institution/company need to prepare themselves by implementing proper incident management. There are a lot of incident management frameworks that can be used as a guideline in the implementation. But on the other hand, institutions/companies sometimes find it difficult to select the appropriate and suitable framework to use. The authors employed qualitative research methods using the data acquired from primary data (interviews) and secondary data (documentation). The data analysis techniques used were comparative analyses which included theoretical analysis, activity analysis, and analysis of the scope of incident management. The result of the analysis of the incident management scope was then validated using data triangulation method. Based on the theory analysis, there are differences on the 2 (two) compared incident management frameworks. These differences are seen from the definition of the activity-levelling scheme, definition of the maturity level of the incident management implementation, and the number of activities in the frameworks that can be implemented. The framework activities can be categorised into two, namely similar activities and different activities. There are 35 scopes of framework that can be considered as incident management processes.

Abstract

This paper discusses the potential vulnerability of families to members of the Police Mobile Brigade assigned to conflict areas. This study uses a qualitative methodology. The theories and concepts used are the theory of national resilience and the theory of family resilience. This study analyzes the development of a prosperous family as the smallest unit in society which has a very important role in national development. If the family has high resilience, then family welfare can be achieved, which in turn will produce quality human resources for national development. In addition, there is no scientific information available regarding programs aimed at increasing family resilience.

Abstract

The issue of Papua, especially related to the movement of the West Papua National Coalition for Liberation (WPNCL) in the international environment, is likely to have an impact on the integrity of the Republic of Indonesia. This was motivated by WPNCL's efforts in fighting for Papuan independence both at home and abroad. The theoretical basis used in this study refers to the theory of self-determination, the theory of separatism, and the theory of public diplomacy. This type of research is descriptive analytical, using qualitative data, through data collection methods from the literature and reference studies. This study explains that the Papuan problem has yet to find a common ground or solution in its resolution. In fact, due to the dissatisfaction of the Papuan people over the Act of Free Choice and differences in understanding about Papua's history, which is increasingly protracted, it has triggered the emergence of Papuan separatist movements at home and abroad. The political movement maneuver of the Papuan separatist groups in the international environment aims to represent the demands of self-determination in Papua. Issues raised in seeking support in the environment include reviewing the process of creating the New York Agreement, reviewing the results of the Act of Free Choice, and the high number of human rights violations in Papua. One of them is an independent Papuan organization that is involved in international propaganda activities, namely WPNCL, whose movement tends to focus on propaganda for Papuan issues in the international environment. Facing these conditions, the Government of Indonesia needs to establish a foreign policy to reduce the emergence of foreign interference in resolving Papuan problems and the movement of Papuan separatist groups. In conclusion, this study aims to analyze the potential threats from the WPNCL movement in the international environment that will have an impact on the integrity of the Unitary Republic of Indonesia.

Abstract

Gerakan Kelompok Separatis Teroris (KST) Papua yang menuntut kemerdekaan atau pemisahan diri dari Indonesia dinilai sebagai ancaman serius bagi kedaulatan negara dan berpotensi kepada terjadinya disintegrasi bangsa yang sehingga harus diantisipasi secara dini. Gerakan KST di Papua memiliki sejarah panjang, namun sejak tahun 2000 mengalami transformasi yang awalnya hanya menggunakan tindak kekerasan kemudian dikolaborasikan dengan cara-cara lunak. Kemudian dengan semakin mudahnya akses internet dan mempertukarkan pesan melalui media sosial memudahkan kelompok Kelompok Separatis Teroris (KST) melancarkan aksi propaganda baik dengan target penduduk daerah, nasional maupun masyarakat internasional. Berbagai internasionalisasi isu Papua merupakan cara sistematis upaya mendukung disintegrasi Papua termasuk salah satunya menggunakan narasi terkait rasisme. Dalam penelitian ini yang menjadi fokus penelitian adalah analisis pola propaganda isu rasisme Papua di ruang Siber. Dengan demikian penelitian hanya dibatasi pada upaya menganalisis pola propaganda berkaitan dengan isu rasisme yang dilakukan di ruang siber, serta strategi – strategi yang dilakukan pemerintah dalam mengatasi propaganda yang dilakukan oleh kelompok Kelompok Separatis Teroris (KST) Papua.

Abstract

Security comes from Latin, secures which means free from danger, fear, and threats which consist of traditional and non-traditional security approaches. Defense is defined as the main instrument of a country to create national security. National defense is defined as a dynamic condition of a country that covers all aspects of national life to deal with threats. National security encompasses the security of the state, society and individuals. There are still several definitions from several experts regarding the concepts of security and defense to date. This article analyses the forms of contemporary threats related to security and defense and explains their similarities and differences in the study of national resilience aimed at realizing a national security system and development of the national security system in other countries. This article uses a descriptive qualitative research design through literature study and interviews. This article explains that the forms of threats that occur in Indonesia include problems at the border area, SARA intolerance, inequality in bureaucratic reform, not optimal law enforcement, and transnational crime. Similarities and differences in the concepts of security and defense can be seen from the regulations, the concepts used, the institutions and the constitution. This article shows that national resilience is influenced by national defense and security. The safe condition of a country is inseparable from the security and defense factors alone but is synergized with each other factors such as economic, political, legal, social, cultural, ideological, geographic, demographic and natural resources.Keywords: defense, national security, national resilience, security

Abstract

Racism and Xenophobia are several forms of action that represent injustice to ethnicities and races. However, although it is clear that this action is a form of social injustice, racism and xenophobia still occur frequently. During the Covid-19 pandemi, the United States of America (USA) also experienced an unstable condition where the situation heated up due to racist and xenophobic actions called “Asian-Hate” as a form of social injustice where Asian-Americans never even came or went to the area where the virus spread. Blamed and treated arbitrarily and inhumanely and this condition was exacerbated by President Trump's statements. This study aimed to explore how the social condition of society towards social injustice were being manifested in racism and xenophobia. This research uses a methodology in the form of literature study by collecting data from various relevant articles and documents. The results of the study showed that during the Covid-19 pandemic, America was proven to have carried out very intense racist and xenophobic acts with a variety of varied actions. Racist treatment was more widely accepted by the Asian race, especially the Asian-American group, which is "sealed" as the race that causes and spreads the Covid-19 virus.

Abstract

In undergoing the recovery process of drug addiction, participation from the family is needed, as in an ecological perspective, the family is the relationship between individuals in the family, family relations with the social environment, and relations between the social environment and all its ecosystems. The study aims to analyze family resilience in the recovery of drug addiction through a family ecology approach (micro, meso, and macro). This research is qualitative and descriptive with a literature review method. As a result, the correlation between micro, meso, and macro aspects can help maximize family resilience in supporting the recovery process from drug addiction. Conversely, if these three aspects are constrained, they will impact the recovery process of drug addiction.   The synergy of the three ecological aspects is expected to support family resilience in the recovery process of drug addiction to reduce the recurrence rate (relapse) of drug abuse in Indonesia.
