Abstract

Mewujudkan Indonesia bersih merupakan langkah awal untuk mewujudkan masyarakat sejahtera, aman dan tentram. Hal ini sesuai dengan tujuan Negara sebagaimana yang tercantum dalam UUD 1945, langkah awal yang harus dilakukan adalah menciptakan pemerintahan yang bersih. Pemerintahan yang bersih akan terwujud apabila seluruh aparatur pemerintahan mempunyai komitmen yang kuat, untuk tetap bertindak dan bersikap sesuai dengan nilai-nilai moral yang tertuang dalam Pancasila dan UUD 1945 serta ketentuan yang berlaku. Penyelenggaraan pemerintahan yang bersih merupakan komitmen yang harus dilakukan untuk memperbaiki permasalahan pelanggaran etika yang terjadi di Indonesia, yang berdampak yang sangat buruk, salah satu dampak negatif adalah terjadi kemiskinan permanen rakyat Indonesia. Indonesia sudah merdeka selama 68 Tahun, tapi tidak memberikan perubahan yang signifikan terhadap kesejahteraan masyarakat

Abstract

Does Sumedang Regency need the Management of Change? This challenge question needs accurate data argumentations. Sumedang Regency is one of old regencies in West Java Province that was established under the Law Number 14 Year 1950 on the Establishment of District Areas within the Environment of West Java Province (State Gazette of the Republic of Indonesia 1950). It has a large area and a lot of potential areas. This study is conducted by using qualitative method. Cresswell (2013: 40) argued that qualitative method is an investigation process to comprehend social and human issues holistically arranged by very detail explanation toward the observed objects. The objective of this study is to know and to analyze does Sumedang Regency needs the management of change in the administration. Data is obtained through interviews and secondary data collection. The study using “if you learn you will change, but if you don’t change you will die” theory (C. K. Prahalad, 1990).

Abstract

The coordination effectiveness of Camat in the implementation of government activities in Cileunyi sub-district is an important study especially in the context of synchronization, integration and synergicity of governing activities in Cileunyi Sub-district, Bandung Regency. This research uses qualitative research with descriptive method. Researcher used data collection techniques which are in-depth interviews, observation, and documentation. While the analysis and interpretation of data carried out by the process of analysis, there are data reduction, display data, and conclusion drawing. Results of study show that coordination of subdistrict head for the government activities in Cileunyi Sub-District, Bandung Regency in general, has been running well but not optimal. This is because of the lack of information and communication also the lack of utilization of information technology; and lack of coordination awareness. The coordination meeting on a regular basis is often attended by staff who is lack of the capacity, competence and authority in decision-making. The agreement and commitment for coordination is not optimal. The absence of a written agreement and commitment to coordinate each other. Also implementation of incentives or sanctions is not optimal, as well as feedback for the coordination process has not been utilized optimally and effectively by Cileunyi Sub-district Head. Various efforts have been made by Cileunyi Sub-district head in order to improve the coordination of governance in Cileunyi Sub-District, Bandung Regency, such as the creation of sub-district and village website; building discipline and responsibility for staffs in the performance of duties; raising coordination awareness and understanding; building relationships and work culture as a teamwork; forming a coordination forum; setting the agenda of coordination meetings on a regular basis; and building agreements and commitments to coordinate effectively.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi sektor unggulan ekonomi daerah yang diharapkan memiliki nilai jual (marketable) berdasarkan kewenangan/urusan pemerintahan yang dimiliki oleh Kota Jambi. Metode yang digunakan adalah tailor made method dikombinasikan dengan metode FGD (expert meeting). Data dikumpulkan melalui observasi, wawancara, studi pustaka dan Focused Group Discussion, selanjutnya dianalisis dengan menggunakan pendekatan kualitatif. Adapun formula yang digunakan untuk mengidentifikasi sektor unggulan adalah Analisis Location Quotion (LQ). Hasil analisis menunjukkan bahwa sektor unggulan Kota Jambi adalah: Perdagangan besar dan eceran; administrasi pemerintahan, pertahanan, dan jaminan sosial wajib; jasa kesehatan dan kegiatan sosial; industri pengolahan; real estate; jasa perusahaan. Dengan demikian, direkomendasikan kepada Pemerintah Kota Jambi untuk memberikan prioritas pembangunan kepada sektor unggulan tersebut untuk meningkatkan daya saing daerah dan mempercepat laju pembanguann daerah.

Abstract

This research is purpose to understand (1) the effectiveness management village funds allocation in Dedekadu village in years 2012-2017, (2) obstacles that faced in realization village funds allocation in Dedekadu village, (3) cope with the obstacles in realization village funds allocation in Dedekadu village. The design is descriptive research. Data were collected with the documentation and interview. The result showed (1) management effectiveness village funds allocation from years 2012-2017 referring to be in category effective. The effectiveness management village funds allocation in Dedekadu villages year 2012 (98,76%), 2013 (96,58%), 2014 (100%), 2015 (99,81%), 2016 (97,29%), dan 2017 (100%). (2) obstacles experienced in realization village funds allocation is the comprehension of human resources remain low, miss communication, and liquefaction the village funds allocation late. (3) cope the obstacles of realization village funds allocation can did with choacing, increase coordination, and make fund reseve.
