Abstract

The National Medium-Term Development Plan (RPJMN) has been critiqued for its continuity. Those critics became arguments on bringing back National Guidelines (GBHN) into Indonesian constitution. We analyze four RPJMN during the period 2005-2024 to observe its continuity. Analysis was made using the desk study method. By observing vision, mission, dan priority agendas of every RPJMN and also doing several case study, we found that it is true the there are discontinuity in RPJMN in particular, the ones made in respective to the governmental change from President Susilo Bambang Yudhoyono to President Joko Widodo. This discontinuity is indicated by the difference between priority agendas of the two RPJMNs in question. The result can be viewed as supporting pro GBHN arguments, but we think more representative thought process is needed for that matter.

Abstract

This study aims to analyze the use of social media for online campaigns in village head elections (pilkades) and the chances of candidates being elected. Social media, which used to be only a means of entertainment, is now being looked at by politicians as a new space to gain voter support in elections (including the presidential election and local head elections). However, studies for the Pilkades have not been carried out. This study uses a qualitative method with a descriptive approach in the 2020 Padangan Village Pilkades, Padangan District, Bojonegoro Regency. The data used are primary data obtained through in-depth interviews with 12 informants who were selected purposively and through observation, as well as secondary data from pilkades documents. Analysis of the data using the Miles and Huberman analysis model. The results of the study show that social media can be a great opportunity to support village head candidates in gaining popularity and winning in the village head election if a village head candidate can use social media for online campaigns appropriately. Factors that influence the successful use of social media in online campaigns for village head candidates include: First, who is involved in the online campaign. The second is the type of social media. Third, the campaign content presented.

Abstract

Empowerment of farmer groups is a series of activities carried out to improve the knowledge and skills of farmers through training and counseling in order to create independent and competitive farmers. The phenomenon found in the field is the lack of knowledge and skills of farmers in applying technological innovations and the incapacity of farmer groups resulting in the yield of production fluctuating or going up and down every harvest season. The purpose of this study is about empowering farmer groups by the Arjasari Village Government using empowerment theory with indicators of human development, business development, environmental development and institutional development. The research method used is descriptive qualitative with data collection techniques literature study and field studies through interviews and observations. The results of the study based on the four indicators did not run optimally because there were no capacity building efforts carried out by the Village Government either through training or counseling, while several obstacles to implementing farmer group empowerment were lack of attention, budget constraints, and weak partnership network development. The author gives advice to the Village Government to conduct training and counseling to farmer groups regularly and gradually in order to achieve independence and welfare of farmers. Abstract

This study aims to evaluate the performance of two different local governments in two different nations using decentralization and policy implementation theories. It will also provide a general overview of the situation in these two nations at the time that Covid-19 began to spread. Using a comparative case study (CCS), this study compares local government response to Covid-19 in Gambia and Indonesia. In this study, the pandemic Covid-19 was given the same effect in each country but produced different results depending on government activities in each country. When the first Covid-19 cases appear in their countries, Gambia and Indonesia face a similar problem, but they also have a similar strategy for dealing with this pandemic outbreak. The Gambian government provides food, personal protective equipment (PPE), and essential sanitary items, as have several local governments in Indonesia. Gambia and Indonesia also establish a task force (both central and local government) to control virus spread, which becomes a key action in both countries' management of the Covid-19 outbreak. This research find that the role of local government in translating policy from the central government becomes critical to a region's success. A country's central government must not only maintain good performance in areas where it already excels, but also provide education and strong attention to local governments that are still struggling in order for them to improve their performance.

Abstract

According to several studies, there is an influence of the use of social media on a person's political participation. Therefore, this study aims to determine more specifically the influence of the use of social media Twitter on the online political participation of students in West Java. The method used in this research is descriptive quantitative. In this study, researchers describe whether the use of social media Twitter can affect or not affect the political participation of students in West Java. The population used in this research is active students who are in West Java. The sampling technique used is convenience sampling. This study used a Likert scale questionnaire (5-points) distributed via social media as a data collection technique to collect primary data. From the results of data analysis, the results show that there is an influence of the use of social media Twitter on the online political participation of students in West Java.
