Abstract

Role of Government Ecology in Increasing Regional Government Policy Competitiveness. Government ecology as a basis for policy making will follow various processes for preparing policy analysis with various resources obtained from both natural resources, artificial resources and human resources. These resources are a reference in the formulation of government policies in building regional competitiveness. This study aims to discuss the role of government ecology in enhancing competitiveness through local government policies to improve services to the public. The method used in this study is library research. Data is collected from a variety of materials in the library such as documents, books, magazines, journals, both offline and online. The results show that local government policies will be more effective when policies are implemented in policy formulation with government-based knowledge or ecology. The Regional Government seeks to have competitiveness that adheres to commitment and is consistent in implementing regional government processes. The process of increasing competitiveness goes hand in hand with increasing knowledge and capabilities of apparatus in public service optimally. Keywords: government ecology, policy, competitiveness.

Abstract

Implementation of Open Selection Policy in Primary High Leadership Position in Pekanbaru City, Riau Province. The Open Selection Policy in the Top Manager is the implementation of Law Number 5 Year 2014 concerning the State Civil Apparatus (SCA). The objective of open selection is to create apparatuses that have professionalism based on merit system. Implementation of the Open Selection Policy in the City of Pekanbaru is the first policy implemented in Sumatra. This study uses a descriptive design with a qualitative approach. Data was collected by interviewing informants consisting of regional heads, heads of selection teams, SCA who passed selection, observation and documentation, then analyzed to get a description. The results of the study indicate that the Implementation of the Open Selection Policy for TOP Managers in the City of Pekanbaru is carried out with the effectiveness of communication and clear distribution authority for each organ implementing the policy. Large funds are needed to build assessment centers, suit workloads and program incentives. There are indications of time uncertainty at each selection stage. The ideal model for open selection policy in Pekanbaru City should be an enrichment of the Edwards III Policy Implementation policy which is equipped with environmental variables and transparency indicators in communication variables. Abstract

Implementation of the Village Teaching Movement in Increasing Literacy Rates and Average School Length in Bogor Regency, , West Java Province . The Bogor District Government formed the Village Teaching Movement with the aim of increasing the accessibility of education and providing education services on non-formal channels. This study aims to find out how the implementation of the Village Teaching Movement Program in Increasing Literacy Numbers and the Average School Length in Bogor Regency, supporting and inhibiting factors, and efforts made by the government in overcoming these obstacles. This research was conceptualized based on the implementation theory proposed by George Edwards III with qualitative descriptive research methods and inductive approaches. Data obtained by using data collection techniques through interviews, observation, documentation, and triangulation. Data analysis techniques are used through data reduction, data presentation, and data verification. The results of the study show that the implementation of the Village Teaching Movement in Increasing Literacy and the Average School Length in Bogor Regency has been going well but has not been maximized. In the implementation of this program there were a number of obstacles including changes in policy, uneven socialization and low public participation. For this reason, the Bogor District Education Office seeks to improve the quality of education services and increase the establishment of junior high schools in a number of districts. Abstract

Management of Tourism Objects for Lemo and Buntu Burake in Tana Toraja Regency, South Sulawesi Province. Some regions of Indonesia have very interesting tourism resources, with natural and cultural diversity, which if managed properly can be a source of regional income. The purpose of this study is to find out and describe tourism objects managed by the community, as well as how the role of the Regional Government in the community of Tana Toraja Regency in managing tourist objects. The research method is carried out using a qualitative approach, with data collection techniques through literature studies and interviews. The results of this study can be used to increase knowledge of tourist objects located in Tana Toraja Regency and are expected to contribute ideas about the management of community-based attractions. Abstract

The Influence of Institutional Capacity, Coordination and Supervision of the Accountability of the Performance of the Government of Bogor City, West Java Province. The phenomenon used as the object of research is the accountability of the performance of the Bogor City government. The purpose of the study was to discuss the effect of institutional capacity, coordination, and supervision on the accountability of the performance of the Bogor City Government. Research uses a quantitative research approach. The study sample of 383 employees was taken from the study population of 8944 employees using the Slovin formula. Data collection techniques used library research, questionnaire techniques and observation. Data analysis used multiple regression analysis/ multiple regression. The results of the study are as follows. There is an influence of institutional capacity on the accountability of the performance of the Bogor City government. There is an influence of coordination on the accountability of the performance of the Bogor City government. There is an influence of supervision on the accountability of the performance of the Bogor City government. There is an influence of institutional capacity, coordination, and joint supervision of the accountability of the performance of the Bogor City government. From the measurement of multiple regression it is known that the contribution of institutional capacity is greater than the contribution of coordination and the contribution of supervision to the accountability of the performance of the Bogor City government.
