Abstract

Abstract The purpose of this article is gaining an understanding on whether international migration contribute positively or negatively to global inequalities. Furthermore, it aims to analyze the implication of migration to anti-poverty policy within a country. Researchers use a literature review method to draw a conclusion on the relationship between international migration and global inequalities. Accordingly, international migration could affect both positive and negative on global inequality. It could reduce poverty through remittances, increasing wage level in the sender country, and brain exchange. On the other hand, it also has result on asymmetric development and an increase of dependence on destination countries. Furthermore, immigration affected anti-poverty practices and programs as well. According to a number of studies, policy must take into account the effects of migration on poverty and development. Social exclusion is a problem for anti-poverty initiatives. However, a dilemma arose during the policy-making process: who will be accountable for the difficulties of migrants, particularly illegal migrants? The host country or the local government? Abstract

Abstract Indonesia has experienced a pandemic over the past three years, which is remarkable and has caused the spread of Pekerja Migran Indonesia (PMI) abroad. The end of PMI distribution during the outbreak of the Covid-19 pandemic in Indonesia led to various policies in the Labor offices (Disnaker) and PMI distribution in PT. Tulus Widodo Putra and PT Andhika Putra Mandiri during the pandemic. The purpose of this study is to determine the policies of the Ministry of Manpower and analyze the distribution of Indonesian labor in PT. Tulus Widodo Putra and PT. Andhika Independent Son. The research method uses an explanatory description with a qualitative approach. The informant determination technique uses purposive sampling techniques. Research shows that the policy was made to stop the distribution of Migrant Workers abroad, which significantly impacts PT. Tulus Widodo Putra and PT. Andhika Putra Mandiri and all prospective Migrant Workers in the two universities. The research results in the field showed that during the Covid-19 pandemic, the operation was dismissed, and all shelters were vacated to prevent the accidental transmission of the Covid-19 virus. Still, one of these companies did not follow the instructions of the Ponorogo Regency Manpower Office. Keywords: Covid – 19 pandemic, Policy, PMI Distribution

Abstract

Abstract Inequality of regional development related to fiscal disparity has been a problem until now. The fiscal decentralization development is not only related to the fund's transfer to regional governments but also attention to creating positive impacts on the quality of public services improvement and regional economic growth. At the provincial level, the Regional Incentive Funds is one of the sources of regional development funding and as a measure of regional quality because to obtain it requires competition. One of the competitions that become the basis for calculating the allocation of Regional Incentive Funds is the Regional Development Award organized by the Ministry of National Development Planning/Bappenas. The evaluation related to Regional Incentive Funds aims to assess the realization quality and effectiveness of Regional Incentive Funds utilization in 2021 by the best provinces in Regional Development Awards 2020, which become interesting to review to strengthen cooperation between the central and regional governments and increase these funds utilization in the regions. This study uses a quantitative descriptive method approach from the google form questionnaire and Zoom application as a limited verification of Regional Incentive Funds recipients in 2021, especially the top 3 best provinces in Regional Development Awards 2020, to see field implementation related to policy changes that affect the Regional Incentive Funds implementation during the COVID-19 Pandemic in the context of ongoing evaluation. The analysis results show that although the realization in the 3 (three) provinces is considered good, the Regional Incentive Funds utilization is not well planned when compared to other transfer funds, such as the Special Allocation Fund (DAK), whose planning, implementation, and evaluation processes are carried out more tiered and use a more established system. Abstract

Abstract The Regional Rice Program (RASDA) is one of the flagship programs of the Regional Government of Malinau Regency, in Realizing Household Welfare Target Beneficiaries. The purpose of this study was to find out how the Analysis of the Regional Rice Program (RASDA) to embody the welfare of the targeted households of beneficiary (RTS-PM) in Malinau Regency, North Kalimantan Province and to find out the barriers of Malinau Regency Government in implementing the RASDA program. This research is an analytical descriptive study, which is a description that describes and examines problems based on the government policies through adequate government regulations. This study uses a qualitative descriptive research method using a conceptual approach, where the source of the data is obtained through library research with reference to David’s Management theory (2011) namely a) Planning b) Organizing; c) Motivating; d) Placement of Staff; and e) Controlling. Thus, this study examines and compares the contents of the regional sovereignty legislation related to food and local regulations governing regional rice (RASDA) which is one of the flagship programs of the Malinau Regency Government. The results of the analysis of the Regional Rice Program (RASDA) to comprehend the welfare of the targeted households of beneficiary households (RTS-PM) in Malinau Regency, North Kalimantan Province have been going statisfactorily. This can be recognized from four aspects, namely: (1) Aspects of Government Policy; (2) Aspects of Fulfillment of RTS-PM Rights; (3) Management Aspects of Regional Rice (RASDA) Distribution; (4) Quality Aspects of Regional Rice (RASDA). Abstract

Abstract The Governor of Central Java Province initiated the Kartu Tani Program to realize the distribution, control, and supervision of subsidized fertilizers for farmers. However, there are still problems with implementing this program from the farmers, KPL (Complete Fertilizer Kiosk) and distributors, related agencies, and third parties, BRI Bank. The problems include the scarcity of subsidized fertilizers, delays in fertilizer distribution, inaccuracy targeting, and overpriced provision. So, this article proposes to discuss the Kartu Tani Program evaluation in Banyumas Regency. Using the Quasi Qualitative Design (QQD), the data was obtained from various documents, observations, and interviews. This article also used Manual Data Analysis Procedure (MDAP). Based on the evaluation, after the existence of the Kartu Tani, farmers experienced many conveniences, including the relatively low price of fertilizer, the fertilizer quota, and the specific location of the fertilizer seller based on residents and farmer groups. Not only farmers, fertilizer sellers, and distributors also benefit from the Kartu Tani to make subsidized fertilizer reports from sales to distributors. On the other side, we show that many complaints regarding the Kartu Tani are still entered into the Banyumas Regency complaint hotline, but most of these complaints can be resolved. The Department of Agriculture and Food Security of Banyumas Regency commits to optimally implementing the Kartu Tani Program as the right solution for subsidized fertilizers distribution to farmers in the Banyumas Regency.
