Abstract

The DAK allocation for education is always available every year with a large budget compared to other fields, even during the COVID-19 pandemic. At the local government level, education is a priority. Local government funding needs through the Physical DAK are expected to be in line with the wishes of the central government. The implementation of the Physical DAK in the Education Sector as a funding instrument to the regions in 2020 faced the challenges of the COVID-19 outbreak in March which affected the optimization of the development process. The government took the option of a relaxation policy to facilitate the implementation of DAK in the field. This requires an ongoing evaluation using the current state method as input for planning for the following year. The implementation of the Physical DAK and all its menus encourages the importance of information on achievements and field constraints to remain current and scientifically accountable. The study aims to present obstacles, information, and matters related to the implementation of the Physical DAK in the Education Sector in 2020 during the COVID-19 pandemic as a response to current conditions without having to visit. The method used is a literature study and statistical analysis based on big data as an option that is relevant to the current situation to provide a basis for providing development planning recommendations. Big data analysis utilizes Intelligence Media Management (IMM) tools to see public perceptions regarding the implementation of the Physical DAK in the Education Sector during the COVID-19 pandemic. The results showed that as much as 40 percent of the news related to the DAK in the Education Sector during the COVID-19 Pandemic in the form of positive sentiment, 17 percent negative, and 43 percent neutral sentiment. In the negative sentiment, the news that was highlighted was the demand that DAK managers be able to immediately complete construction according to technical instructions in the field. The top issue of DAK Education news as input for development improvement is about the findings of discrepancies in the basic data of education (DAPODIK) with facts on the ground which in turn has an impact on the inaccurate target of DAK recipients. Abstract

The COVID-19 pandemic affects not only the implementation of central government policies, but also local governments. Special transfer funding mechanisms such as physical DAK, which are central government funds implemented by local governments according to national priorities, are not without obstacles. Since the beginning of COVID-19 entering Indonesia, the central government has anticipated not optimal development processes funded by DAK Fisik by issuing various policy packages, both refocusing and relaxing budget disbursements. From the local government side, implementation at the field level must still be demanded optimally even though on the way it has to deal with regulations related to COVID-19 which often hinder the achievement of targets. The adaptation of local governments in the development process during the COVID-19 pandemic is an interesting thing to explore further. The method used in this research is a mixed method approach through online survey-based analysis, literure reviews and virtual discussions. This study aims to provide information on the adaptation constraints of local governments in implementing DAK Fisik during the COVID-19 pandemic as input for better DAK planning from the perspective of field implementers. The results of the analysis encourage the importance of consideration and involvement of local governments and regional characteristics in DAK planning, with the hope that development can be implemented better, more recent and adaptive, including during emergencies. Abstract

The phenomenon of development problems is related to spatial planning and development planning. Ideally, spatial planning and development must be finished in an integrated manner, both in substance, spatially, and in terms of funding. Conceptually, the preparation of spatial plans is related to spatial-geographical expressions that include economic, social, environmental, and cultural policies of societies. Spatial planning is related to regional development in which there are sectors with the distribution of resources and all activities and problems in various types and scales. This paper attempts to explain the preparation of spatial plans, both in terms of conception, implementation, and the problems faced, including presenting problems that occur at the current site level. The method used is an information based on literature review from regulations, journals, books, and other relevant sources. The results of the analysis showed that spatial planning is facing the challenges of COVID-19 and the implementation of the Omnimbus Law and its derivatives. The strong aspect of "utilization” of space in the latest regulations related to spatial planning which is influenced by the Omnimbus Law indicates that spatial control is a challenge for planners.

Abstract

Abstract Irrigation is an important part of achieving food security, affecting the community's social and economic aspects. The food sector still occupies a strategic role in Indonesia in supporting the achievement of national development that affects the economic growth rate. Funding for irrigation involves the state budget (APBN) and local government budget (APBD), including special transfer funds for priority areas. Presidential Regulation No. 72/2018 concerning RKP 2019 stipulates the purpose of implementing the Physical DAK for the Assignment of the Irrigation Sector to assist the regions in carrying out the development (improvement and rehabilitation) of irrigation infrastructure which is the regional authority to contribute to the achievement of the Food Sovereignty agenda. The disaster in Central Sulawesi in 2018 had an impact on the water resources infrastructure in the region. Problems in implementing the Physical DAK need to be explored as input for future DAK planning, especially for the irrigation sector. Given the importance of the Physical DAK related to irrigation for local governments in Central Sulawesi, it is interesting to analyze the role of DAK and explore problems in its implementation in the context of regional development. This study aims to elaborate on the role of the Physical DAK in developing the irrigation sector in the regions and analyze the problems that occurred during its implementation. The method used is a literature study and field visits (discussions) with regional development stakeholders. The study results indicate that there is not yet complete alignment between national priorities related to irrigation and regional needs. In practice, the issue of disaster has become a consideration for the allocation of the DAK budget, and this has occurred in the Province of Central Sulawesi. However, it must be acknowledged that strengthening the irrigation sector with a logical framework and appropriate risk management continues to be encouraged with special transfer funds to accelerate development targets that are better and beneficial to the post-disaster community. Abstract

Pasar identik dengan aktivitas sehari-hari dalam perdagangan masyarakat Indonesia. Pembangunan infrastruktur pasar untuk pemerataan pembangunan memerlukan investasi yang besar dalam menunjang tercapainya manfaat sosial dalam pembangunan nasional. Bagi pemerintah daerah, infrastruktur pasar pembangunannya terkendala sumber pembiayaan Anggaran Pendapatan dan Belanja Daerah (APBD) yang terbatas. Menyadari pentingnya pasar bagi pelayanan publik masyarakat, Dana Alokasi Khusus (DAK) Fisik menjadi opsi menarik bagi daerah untuk menutup kekurangan ini. Penelitian ini menggunakan metode pendekatan mixed method melalui analisis berbasis kuesioner, Focus Group Discussion (FGD), studi literatur dokumen perencanaan pusat-daerah serta kunjungan lapangan. Penelitian ini bertujuan untuk mengevaluasi tingkat keterkaitan perencanaan DAK Fisik dengan perencanaan pembangunan daerah. Dari 34 provinsi di Indonesia, ada 31 Provinsi yang tidak mencantumkan menu kegiatan Bidang Pasar kedalam Rencana Kerja Pembangunan Daerah (RKPD). Secara spesifik hasil analisis menunjukkan bahwa Provinsi Riau yang mendapatkan anggaran DAK Fisik Penugasan Bidang Pasar terbesar secara nasional belum optimal ketika meresponsnya dalam dokumen perencanaan daerahnya, khususnya terkait prioritas daerah. Berdasarkan pengisian kuesioner, keseluruhan Organisasi Perangkat Daerah (OPD) pengelola DAK Fisik Penugasan Bidang Pasar menyatakan setuju bahwa pelaksanaan kegiatan DAK berjalan lancar dan realisasi penyaluran anggaran tepat waktu. Sebanyak 75 persen OPD menyatakan bahwa jumlah dana pendamping tidak cukup dialokasikan pemerintah daerah, alokasi tidak cukup proporsional, kegiatan DAK belum sesuai dengan kebutuhan daerah dan kurangnya anggaran DAK.

Abstract

Abstract Inequality of regional development related to fiscal disparity has been a problem until now. The fiscal decentralization development is not only related to the fund's transfer to regional governments but also attention to creating positive impacts on the quality of public services improvement and regional economic growth. At the provincial level, the Regional Incentive Funds is one of the sources of regional development funding and as a measure of regional quality because to obtain it requires competition. One of the competitions that become the basis for calculating the allocation of Regional Incentive Funds is the Regional Development Award organized by the Ministry of National Development Planning/Bappenas. The evaluation related to Regional Incentive Funds aims to assess the realization quality and effectiveness of Regional Incentive Funds utilization in 2021 by the best provinces in Regional Development Awards 2020, which become interesting to review to strengthen cooperation between the central and regional governments and increase these funds utilization in the regions. This study uses a quantitative descriptive method approach from the google form questionnaire and Zoom application as a limited verification of Regional Incentive Funds recipients in 2021, especially the top 3 best provinces in Regional Development Awards 2020, to see field implementation related to policy changes that affect the Regional Incentive Funds implementation during the COVID-19 Pandemic in the context of ongoing evaluation. The analysis results show that although the realization in the 3 (three) provinces is considered good, the Regional Incentive Funds utilization is not well planned when compared to other transfer funds, such as the Special Allocation Fund (DAK), whose planning, implementation, and evaluation processes are carried out more tiered and use a more established system. Abstract

The investment dynamics in Indonesia are generally related to internal and external problems, which are often responded to by changes in regulations and policies. It is reasonable considering that Indonesia's Ease of Doing Business (EODB) currently is still low, ranking 73 out of 190 countries, which in the context of the ASEAN region is still ranking 6 out of 8 countries. Law and policies drawn up since President Joko Widodo's leadership have brought about significant changes as indicated by the realization of investment, both domestic (PMDN) and foreign (PMA), although slightly corrected as a COVID-19 outbreak result. Foreign capital is expected to have a direct impact on national economic growth. If we take a closer look, since Law No. 25 of 2007 (UUPM) came into effect, the Indonesian economy has gradually improved. Natural resources, as one of the sectors in investment, require planning that can adapt to changes, both in substance, regulations, and institutions. The portrait of investment and its problems are appealing to review when associated with existing institutions. From the perspective of policymakers, optimizing institutional potential related to investment is needed as a strategic step of services improvement to the public. This paper aims to present a portrait of investment problems, natural resource planning institutions related to current investment and identify development potential towards optimizing roles in supporting national development. The method used in the analysis is based on a literature review, both from previous research also regulations and policies in Indonesia. The analysis results are policy recommendations and institutional recommendations for investment relevant to current conditions to be followed up by stakeholders and policymakers in developing competitive and sustainable investment.

Abstract

Sedimentation caused by erosion in the Lesti Sub-Watershed and the upstream part of the Brantas Watershed as a whole has an impact on disrupting the role of the Sengguruh Dam in supporting economic activity in East Java. Reducing erosion in upstream areas during their development requires an environmental science approach that harmonizes economic, social, and environmental aspects. This study aims to: Assess the influence of population pressure, community behavior, and land use on erosion in the Lesti Sub-watershed; Predict erosion in the Lesti Sub-watershed; and Provide an environmental science-based conservation strategy for the Lesti Sub-watershed in the context of sustainable development.. The research method used was mixed methods, both through GIS assistance for the Modify Universal Soil Loss Equation erosion formula and also through questionnaires and interviews with communities in the Lesti sub-watershed area. From research on the Lesti sub-watershed, the average erosion rate obtained is 153,868 tons/ha/year, which means it exceeds the minimum tolerance limit. Of the 12 sub-districts in the Lesti sub-watershed area, 6 (six) sub-districts have problems from the environmental aspect through the condition of several sub-districts with high erosion hazard levels. Erosion is correlated with people's knowledge, attitudes, and behavior in the economic aspects through population pressure and social conditions through land use patterns. Based on environmental science, conservation priority recommendations are for these 6 (six) sub-districts by improving soil and water conservation efforts, both vegetatively and civil-technically (environmentally), environmental education (social), and community economic empowerment (economy).

Abstract

Public services in practice are always related to service delivery institutions and the community as service recipients. One institution that provides public services is the State Civil Apparatus (ASN). The Indonesian Ombudsman, a public service supervisory agency mandated by Indonesia's regulations in Indonesia, assists the apparatus in the form of efforts to prevent maladministration. However, this institution in the regions (representatives) is better known for resolving community reports/complaints in public services. Meanwhile, public service development planning must pay attention to these two aspects (solution and prevention) in a more balanced manner based on existing problems, institutional supervisory agencies, their authorities, and their level of popularity in the region. The analysis results indicate several crucial issues that need to be addressed based on priority, urgency, location, and public opinion. The role and popularity of the Ombudsman, both at the central and regional levels, in assisting state civil servants in carrying out public services and the problems are interesting to be studied more comprehensively. Many good practices, their roles, and problems in the field can be used as input to develop public services as part of the support for national priorities in the National Mid-Term Development Plan. The method used in this analysis is a mixed-method through literature review, Big Data analysis, and Focus Group Discussion (FGD). The analysis results show that, in general, the Ombudsman has carried out his role in assisting, which can still be improved with the support of budgets, regulations, facilities, infrastructure, and human resources
