Abstract

This study examines human resource development through training programs to improve the performance of Bawaslu employees in Padang Pariaman Regency. The main issue is the limited evaluation of training effectiveness, which reduces its usefulness for policy and strategic decision-making. Using a survey with purposive sampling involving all employees, the data were analyzed through reduction, presentation, and conclusion drawing. The results show that the training is relevant to core tasks, enhances competencies, and helps employees meet performance standards, but has not significantly improved productivity. Thus, improvements are needed in training budget planning, the development of measurable performance indicators, and the implementation of key performance indicators (KPIs) to assess training outcomes and support sustained competency development. These findings are expected to guide Bawaslu in formulating more effective HR development strategies.

Abstract

The development of state civil apparatus resources plays a strategic role in improving organizational performance and the quality of public services, particularly in the cultural and tourism sectors. This study aims to analyze the implementation of apparatus development, identify inhibiting factors, and examine the efforts undertaken to enhance the quality of human resources at the Department of Culture and Tourism of Tulungagung Regency. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, observation, and documentation. Informants were selected using purposive sampling and snowball sampling techniques. Data analysis was conducted using the interactive model of Miles and Huberman, which includes data reduction, data presentation, and conclusion drawing, while data validity was ensured through source and technique triangulation. The findings indicate that apparatus development has been implemented through education, training, and job rotation based on the merit system. However, its implementation has not been optimal, particularly in technical and managerial training programs. The main inhibiting factors include limited budget allocation, low employee motivation, and inadequate facilities for competency development. Efforts to overcome these obstacles include collaboration with third parties and the utilization of webinars to improve apparatus competencies. This study concludes that apparatus development should be conducted in a more planned and sustainable manner, supported by adequate budgetary policies and increased employee motivation, to enhance organizational performance and support regional tourism development.

Abstract

This study analyzes the influence of work culture, discipline, employee behavior, welfare, job satisfaction, and job design on employee performance at the Department of Education and Culture of Lahat Regency. Using a quantitative associative method, 92 respondents were selected through proportionate stratified random sampling.Multiple linear regression analysis showed that all variables significantly affected employee performance, with job satisfaction, discipline, and work culture being the most dominant factors. The results highlight the importance of strengthening positive work culture, improving employee welfare, and aligning job design with employee competencies to enhance sustainable performance.

Abstract

The lack of legal knowledge and understanding among government officials in Indonesia can lead to poor governance, corruption, and abuse of authority, ultimately affecting the quality of public services and public trust in the government. The purpose of this study is to emphasize the importance of mandatory legal knowledge for government officials in realizing good governance and to identify the need for increased sanctions for government officials who violate the law. The theories used in the analysis are: Principles of Good Governance and the Concept of Mandatory Legal Knowledge. This study uses a normative legal research method with a literature review approach, analyzing relevant laws, regulations, and legal theories, with a qualitative descriptive approach. The study highlights the importance of legal knowledge for government officials in carrying out their duties effectively and efficiently, and the need for increased sanctions for government officials who violate the law to improve accountability and transparency. Mandatory legal knowledge for government officials is crucial for realizing good governance, and increased sanctions for government officials who violate the law can improve accountability, transparency, and public trust in the government. Additionally, this research is expected to contribute to the improvement of legal knowledge and understanding among government officials, and to provide recommendations for policymakers to enhance the quality of public services and promote good governance in Indonesia.

Abstract

The advancement of digital technology and data driven analysis in the 21st century has driven a major transformation in science education. The integration of coding, artificial intelligence (AI), and deep learning requires strong computational and analytical thinking skills. One of the emerging disciplines addressing this need is chemometrics, a field that combines mathematics, statistics, and computer science to interpret scientific dataestablishing it as a key competence in modern scientific research and education. This study aims to analyze the relationships among perception (X1), knowledge (X2), and chemometric competence (X3) among students and practitioners, in order to identify the factors contributing to the enhancement of data analysis skills in AI based learning environments. Data were collected through an online survey using google forms with a seven point Likert scale, involving respondents from D4, S1, S2, S3, practitioners. The data were analyzed using structural equation modeling–partial least squares (SEM–PLS). Results indicate that all constructs met the criteria for convergent validity (loading factor > 0.70; AVE > 0.50) and reliability (Cronbach’s alpha, Composite Reliability > 0.70). The AVE values ranged from 0.713 to 0.924, with several indicators in X3 showing VIF > 10, suggesting redundancy. The findings demonstrate that perception and knowledge significantly influence chemometric competence, emphasizing the urgency of integrating chemometrics into science education curricula to strengthen AI based analytical literacy.

Abstract

Village Fund management in Bone Bolango Regency faces specific challenges related to the readiness of village officials to manage digital-based financial systems. Several reports from the Regency Government since 2022 indicate that villages remain highly dependent on technical assistance. This situation emphasizes the importance of research on village official capacity and digital readiness as key factors in the effectiveness of Village Fund governance in the region. This study aims to analyze in-depth the relationship between village official human resource capacity, digital readiness, and the quality of Village Fund governance in Bone Bolango Regency, Gorontalo Province. This study used a qualitative descriptive approach through in-depth interviews with 27 village officials, participant observation, and analysis of village financial documents and digital application implementation. The results showed that although 19 of the 27 officials had at least a high school/vocational high school education and 6 had a bachelor's degree, only 11 reported being able to operate the village financial application without assistance. Limited digital literacy was evident in delayed data input and errors in uploading accountability documents. Furthermore, 14 of the 19 villages observed experienced internet infrastructure constraints, which frequently delayed the budget verification and disbursement process. These findings indicate that the formal capacity of government officials does not always align with the technical competencies required for digital-based village financial governance. The practical implications of this study emphasize the need for capacity-building programs that focus more on digital literacy, ongoing technical assistance, and improvements to network infrastructure at the village level. Strengthening these aspects has the potential to increase accountability and accelerate the administrative process of Village Fund management in Bone Bolango Regency.

Abstract

The sanitary landfill system has become a critical strategy for urban waste management to minimize environmental risks and ensure sustainable public service delivery. However, the effectiveness of this policy largely depends on the capacity and performance of public sector human resources as the primary implementers. This study examines the role of public sector human resource management (HRM) in supporting the implementation of sanitary landfill operations at the Supit Urang Final Disposal Site (TPA) in Malang City, Indonesia. This research employed a qualitative approach with a case study design. Data were collected through in-depth interviews, field observations, and document analysis involving key informants such as the UPT head, administrative staff, heavy-equipment operators, and landfill workers. Informants were selected purposively. Data analysis followed the interactive model of Miles, Huberman, and Saldaña, consisting of data reduction, data display, and conclusion drawing. Findings indicate that the effectiveness of sanitary landfill implementation is significantly influenced by the capacity of human resources, including uneven technical competency, high workloads, and limited formal training. Employee motivation was found to be low due to the absence of incentives and performance-based rewards, affecting the consistency of SOP implementation. Furthermore, leadership practices characterized by informal communication and irregular supervision contributed to gaps between standard procedures and actual practices in the field. The study concludes that public sector HRM plays a decisive role in the successful implementation of sanitary landfill policies. Strengthening HR capacity through technical training, incentives, structured communication, and routine supervision is essential to ensure consistent and sustainable policy implementation.
