Abstract

This journal discusses the efficiency and effectiveness of the budget for the Regional Public Service Agency with a case study at the Cicalengka Regional General Hospital in Kabupaten Bandung. Efficiency and effectiveness become a necessity for regional public service bodies because in their services they are required to provide optimal and best services without seeking certain benefits. This study aims to determine the realization of the budget of general hospitals in Bandung district cicalengka by analyzing the efficiency and effectiveness of the expenditure budget, as well as knowing the factors that cause the realization is not achieved optimally and know what are the obstacles in the implementation of the budget and efforts in solving problems on the realization of the budget. The results of the analysis show that the efficiency in the budget of general hospitals in Cicalengka is in the quite efficient category and the effectiveness analysis shows the results in the ineffective category due to the inadequate utilization and planning in optimizing the budget and the lack of available budget in meeting the needs of the hospital.

Abstract

The implementation of mental revolution in Indonesia is in line with transformation of the governance. One of the government actions to realize mental revolution is collaboration. This research was conducted to study a collaboration in Program Inovasi Pembangunan dan Pemberdayaan Kewilayahan (PIPPK) at Kelurahan Babakan Ciparay that involves RW, LPM, PKK and Karang Taruna. The research method that used in this paper is qualitative approach. This research refers to the collaboration framework from Linden. The result of this research shows that the collaboration of all stakeholders and society in PIPPK at Kelurahan Babakan Ciparay went well. This can be seen from the basic collaboration that was in place, the relationship between stakeholder went well, the high stakes that was formed, the constituency for collaboration that provided by the stakeholder in the form of engagement, and the collaborative leadership that showed by Lurah Kelurahan Babakan Ciparay. The successful collaboration in PIPPK at Kelurahan Babakan Ciparay supported by characteristic of the community that still in togetherness. However, there are a lot of aspect that must be improved in collaboration at Kelurahan Babakan Ciparay, such as increase social media platform as a toolsof communication and increase innovation in PIPPK’s program.

Abstract

The Tax Object Information Management System (SISMIOP) is a management information system application that is used to help collect PBB-P2. In its implementation, it needs to be evaluated to assess how its performance. The purpose of this study is to find out how the Evaluation of the Tax Object Information Management System (SISMIOP) in Land and Building Tax Collection in Rural and Urban Cities (PBB-P2) in Bekasi City Bapenda and SISMIOP advantages and disadvantages in the PBB-P2 Collection in Bekasi City Bapenda. The research method used is a qualitative method with a descriptive approach, using interviews, observation, documentation studies, and triangulation as data collection techniques. The result of this research is the evaluation of SISMIOP in PBB-P2 Collection in Bekasi City Bapenda has a good assessment. The SISMIOP application has fulfilled all three aspects of eligibility. However, in the implementation of tax collection, the imposition of PBB-P2 tax has not been evenly distributed to the whole community because there are still unregistered tax objects and the lack of field verification team employees so that it cannot record the full potential of the Bekasi City PBB-P2.

Abstract

Indonesia is one of the countries affected by COVID-19 (corona virus), Local Distance and Rafid Test (Mass Test) as a step to overcome corona so that it does not spread widely. However, the fact is that positive cases in Indonesia occurred at the beginning of March which increased, on April 5, 2020, positive cases of COVID-19 in Indonesia reached 2,273 cases, 198 died and 164 recovered. The Indonesian government issued a new policy in dealing with the spread of COVID-19 (corona) through the Large-Scale Social Restriction Policy (PSBB) as an effort to break the chain of the spread of this virus which was stipulated in Government Regulation No.21 of 2020 concerning Large-Scale Social Restrictions in the Context of Accelerated Handling of Corona Virus Disease 2019 (COVID-19). The purpose of this journal is to describe the role of large-scale social restrictions (PSBB) policy actors in overcoming the spread of COVID-19 (corona). The method used is qualitative by collecting data using library research sourced from journals, regulations and articles related to policy actors in overcoming COVID-19 (corona) and accountable information media. The results of this journal show that the large role of actors involved in the Large-Scale Social Clearance (PSBB) policy in breaking the chain of the spread of COVID-19 (corona) in Indonesia, this policy can work well when collaboration is built with 5 (five elements) subject or stakeholder elements , namely: Academicians (Academics), Business (Entrepreneurs), Community (society), Government (government) and Media (Mass Media).

Abstract

The problem in the health sector is one of the complicated problems faced by the government, this is evidenced by the extraordinary events (KLB) in various regions, one of which is the Hepatitis A outbreak in Depok that accumulates 306 cases. The main cause of these outbreaks is the low awareness and mentality of the public regarding the application of healthy and clean lifestyles and the government's preventive ability in terms of policies. Seeing this problem, the City Government of Depok has a strategic plan in the form of the Smart Healthy City (SHC) Depok policy as one of the policy efforts in order to improve the quality of public health through implementing technology and increasing competence in realizing the policy. This paper aims to review how the SHC Depok strategic plan policy can be collaboratively updated to carry out a mental revolution not only at the local government level, but also that policy can be understood by the public. The goal of the mental revolution is not only towards society, but also from the side of the government and various other parties. This paper was compiled from primary data in the form of in-depth interviews with various informants and secondary data from books, journals, and electronic sources. The expected outcome of the SHC Depok policy renewing itself is to improve the quality of services and improve the quality of public health based on preventive and collaborative actions.

Abstract

This study aims to determine the quality of mobile library service which is one of the innovative services in the field of literacy organized by the Government of West Java. Literacy Program is an effort made to prepare human resources to realize the internalization of a mental revolution to face the demographic bonuses in West Java. Consequently, the local government of West Java in collaboration with DISPUSIPDA released several literacy programs, one of the programs is mobile library which includes all districts and cities in West Java. The method in this study uses a descriptive method with a qualitative approach. The data collection technique is done through data that is directly observed in the field (observation) and through interviews. From the result of the study found that service is effective and able to run well. This mobile library service is expected to be able to foster public interest in reading, especially students in West Java to support the demographic bonus in which it shapes the character of students in accordance with the concept of mental revolution which includes work ethic, integrity and mutual cooperation.
