Abstract

Indonesia faces significant challenges in waste management, with most waste ending up in landfills, contributing to environmental pollution and greenhouse gas emissions. To address landfill overcapacity, Padang City initiated Refuse-Derived Fuel (RDF) processing at Aie Dingin Landfill, supported by the cement industry as an off-taker. However, policy frameworks for Waste to Energy (WtE) remain limited in Indonesia, posing governance challenges. This research investigates governance readiness for sustainable RDF implementation in Padang City, focusing on policy frameworks and stakeholder engagement. Employing a mixed-methods approach involving content analysis of regulations and stakeholder interviews, the study finds that both national and sub-national policy frameworks provide a robust legal foundation for RDF. Padang City demonstrates strong local commitment through its Waste Management Master Plan (2024–2044), which designates RDF development as a priority. Nevertheless, significant governance gaps persist at the national level due to the lack of comprehensive technical standards for WtE technologies. Additionally, waste management is categorized as a “non-basic service compulsory affair” under Law No. 23 of 2014, potentially leading to lower prioritization in local planning. The stakeholder analysis reveals that while formal roles are outlined by law, practical implementation involves expanded responsibilities. Non-regulated actors like academia and informal waste workers are not yet formally integrated into legal instruments, despite vital contributions through research, pre-sorting, and waste segregation. The paper concludes that addressing these governance gaps through adaptive policy instruments and inclusive institutional arrangements is essential for long-term RDF implementation success.

Abstract

The Lapindo mudflow disaster that occurred on May 29, 2006, resulted in extensive social, economic, and ecological damage to communities in Sidoarjo Regency. Nearly two decades later, the recovery process continues to face persistent challenges, particularly concerning social injustice, loss of housing and livelihoods, and long-term environmental degradation. In response to these conditions, environmental movements emerged among affected communities as a form of collective resistance and advocacy. This study aims to identify and analyze the environmental movements formed by Lapindo mudflow victims and to examine how movement actors perceive and respond to the disaster. Employing a qualitative research design with a phenomenological approach, the study was conducted in Kedungsolo Village, which serves as a relocation area for displaced residents. Data were collected through in-depth interviews, field observations, and literature review to capture the subjective experiences and perspectives of environmental movement actors. The findings reveal that the environmental movement developed primarily as a response to perceived injustice, particularly regarding compensation disputes, delays in assistance, and inadequate living conditions in refugee camps. Collective action contributed to improvements in housing compensation; however, economic recovery remains limited and uneven. Additionally, the movement plays a significant role as a form of social action that mobilizes communities to assert their rights and demand accountability. The study highlights the importance of sustained government support and long-term economic empowerment initiatives to ensure comprehensive post-disaster recovery for affected communities.

Abstract

The Kaludan Polder Swamp Irrigation Area (DIR) plays a crucial role in supporting swamp farming and controlling flooding in the Hulu Sungai Utara Regency. However, activities in the upstream and surrounding areas of the polder have the potential to degrade the quality of water entering the irrigation system. Therefore, water quality evaluation is necessary to ensure compliance with quality standards and the sustainability of its use. This study aims to analyze water quality spatially along the Kaludan Polder DIR network and determine water quality status based on the quality standards stipulated in Government Regulation of the Republic of Indonesia Number 22 of 2021. The methods used include sampling at six points representing the estuary, midstream, and outlet sections of the irrigation network, as well as laboratory analysis of 12 physical and chemical parameters: TSS, TDS, pH, DO, BOD, COD, nitrate, nitrite, iron, cadmium, manganese, and copper. Water quality status was further determined using the Storet method and the Pollution Index. The results showed that TSS and COD values in the estuary and midstream sections still exceeded quality standards and were classified as lightly polluted, while at the outlet section, all parameters met quality standards. This pattern indicates that the Kaludan Polder DIR system functions as a natural purification system through sedimentation and degradation of organic matter. Overall, the water quality in the Kaludan Polder DIR remains suitable for use as an irrigation water source with sustainable management.

Abstract

Pro-environmental behaviour is a crucial aspect in addressing climate change and environmental degradation, particularly in higher education, which plays a strategic role in shaping ecological awareness. This study examines the contributions of Islamic religiosity, climate change risk perception, and environmental attitudes to pro-environmental behaviour in university communities in Indonesia. Using a quantitative approach, data were collected via an online survey of 435 Muslim respondents, including students, lecturers, and administrative staff. The analysis was conducted using Partial Least Squares Structural Equation Modelling (PLS-SEM) in SmartPLS 4.0. The results show that Islamic religiosity shapes environmental attitudes and directly encourages pro-environmental behaviour. Meanwhile, climate change risk perception does not directly influence pro-environmental behaviour but rather shapes positive environmental attitudes. These findings confirm that environmental attitudes serve as a psychological mechanism linking climate risk awareness and religious values to environmental protection actions. Theoretically, this study strengthens the model of pro-environmental behaviour by integrating Islamic religiosity, climate risk perception, and environmental attitudes. In practice, these findings encourage universities to strengthen environmental education grounded in climate risk literacy and religious values.
