Jurnal Ilmu Pemerintahan, Administrasi Publik, dan Ilmu Komunikasi (JIPIKOM), is a journal of Governmental, Political, Public Administration, Communication and Social Sciences, for information and communication resources for academics, and observers of Governance Sciences, Social Sciences, Political Sciences, Public Administration Sciences, Communication Sciences, Methodology of Social Sciences and Social Work. The published paper is the result of research, reflection, and actual critical study with respect to the themes of Governmental, Political, Public Administration, Communication and Social Sciences, All papers are peer-reviewed by at least two referees. The scope of Jurnal Ilmu Pemerintahan, Administrasi Publik, dan Ilmu Komunikasi (JIPIKOM), is the Governmental, Political, Public Administration, Communication and Social Sciences. Published twice a year (April and October) and first published for printed edition since Volume 1 No. 1 April 2019.

<![CDATA[The purpose of this study is to Analysis of Community Satisfaction with the Performance of Head Village in the Medan Estate. The Problems can be identified in this study are: 1) How the process of service in community to Performance’s Head of the Field in Percut Sei Tuan District Deli Serdang Regency. 2) What are the supporting and inhibiting factors in community service in the head office of Desa Medan Estate. Data Analysis used in this study is the Qualitative method for analyzing the data by describing the collected data who took the research location at the Office of the Head of the Medan Estate Village PercutSei Tuan Deli Serdang District. The data sources in this study were the community and the Head village. Data is collected based on interviews and documentation. The results of this study indicate that the analysis of community satisfaction in the Performance of the Village Head of Medan Estate, was reviewed from various interviews with the Medan Estate Village Community and village officials to increase community satisfaction with the performance of the Medan Estate Village Chief. ]]>

<![CDATA[Tujuan dari penelitian yaitu, untuk mengetahui gambaran pelaksanaan Program Keluarga Harapan di Desa Minta Kasih Kecamatan Salapian Kabupaten Langkat serta kendala-kendala dalam pelaksanaan Program Keluarga Harapan. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif. Penelitian kualitatif adalah penelitian tenteng riset yang bersifat deskriptif dan cenderung mengunakan analisis. Landasan teori dimanfaatkan sebagai pemandu agar fokus penelitian sesuai dengan fakta di lapangan. Hasil penelitian bahwa pelaksanaan Program Keluarga Harapan di Desa Minta Kasih Kecamatan Salapian Kabupaten Langkat belum optimal meskipun pihak Desa yang terkait dalam program sudah memberikan semua upaya yang terbaik untuk masyarakatnya. Tetapi kenyataanya ketidaktepatan sasaran masyarakat penerima program tersebut masih terjadi dimana perekonomian masyarakat yang berkecukupan mendapatkan PKH, padahal masih banyak masyarakat kurang mampu dan memenuhi syarat tidak mendapatkan program tersebut hal ini menimbulkan kecemburuan sosial di kalangan masyarakat Desa Minta Kasih. Kendala yang dihadapi dalam pelaksanaan Program Keluarga Harapan adalah kurangnya komunikasi antar masyarakat penerima manfaat dengan pihak pemerintah terkait dan banyak masyarakat tidak mampu dan memenuhi syarat PKH tidak menerima program.]]>

<![CDATA[The purpose of archiving is to find archives easily and quickly if at any time it is needed again. This research was conducted at the Medan Plantation Education Institute office. The formulation of the problem in this study is how the file management system, and the obstacles in managing the records of the Medan Plantation Education Office. This research uses qualitative research that describes the records management system. Informants in this study were employees of the Medan Plantation Education Office. Based on the results of the study, the archive management system carried out at the Medan Plantation Education Office office covers how the implementation process starts from recording, storing, maintaining, structuring and transferring, to destroying the archive. The obstacles in managing archives are the absence of a special room for storing archives and also the absence of special staff to manage the archives. Efforts made in managing archives are to add facilities and infrastructure of archives to make it easier and orderly, making proposals to provide special staff to handle archives, as well as implementing an automation system in records management, namely electronic processing using computer facilities and other information technology. ]]>

<![CDATA[This study aims to determine the role of the Ombudsman of the Republic of Indonesia in North Sumatra Representative in the Supervision of Population and Civil Registry Service in Medan City. This study uses a qualitative approach with descriptive methods describing information about the data obtained from the field in the form of written and oral data from the parties studied. Data is collected based on interviews and documentation. The results of this study indicate that the role of the Ombudsman of the Republic of Indonesia in North Sumatra was carried out in the form of external supervision. External supervision is supervision carried out by the Ombudsman of the Republic of Indonesia Representative of North Sumatra to the Medan Population and Civil Registry Service. Actions taken in the supervision process are incoming reports, follow-up of the first report and follow-up of the report. Based on the research that has been carried out, it has been concluded that the role of the Ombudsman of the Republic of Indonesia in the North Sumatra Representative in supervising the service provider of the Population and Civil Registry services is carried out in the form of external supervision. In supervising the handling of public reports of alleged poor service in the area of population administration, it has been effective, with several efforts to handle reports such as: (1) Clarification; (2) Investigation; (3) Recommendations; (4) Monitoring.]]>

<![CDATA[Related to the political participation of the region which is the location of this study also discusses the problem at the level of political participation in the election of the Governor and Deputy Governor of North Sumatra 2018 is still very low. What causes it needs to be changed so that solutions can be found to overcome it, so this research is very important. This study uses qualitative methods with interview, observation, document and trigulation techniques. Hope the data obtained can be more complete tah facts in the field. The concept used in this study is the concept of Arifin Anwar (2011) which divides three assessments of political participation, namely providing votes in elections, campaigns and lobbying. The problem in this study is the political participation of the society in the election of the Governor and Deputy Governor of North Sumatra 2018, and what factors are Inhibiting the Political Participation of the Society. Based on the research results obtained in the field, it shows that political participation in the community is very low, there are also factors that in volve community participation are internel factors and external factors. Suggestions for the future are expected so that the bureaucracy is neutral in very regional head election implementation, it is also hoped that supervision in the regional head election will be tightened.]]>

<![CDATA[The research is to know the extent to which the role of the General Elections Commission (KPU) the city of Medan in providing political education for persons with disabilities in the city of Medan and what obstacles or barriers of the General Elections Commission (KPU) the city of Medan in providing political education for persons with disabilities in the city of Medan.The method used is the method of qualitative. The results of the researchers is the Electoral Commission of the city of Medan it’s been carrrying out their duties, but is not maximized. The role of the General Elections Commission (the KPU) the city of Medan in providing political education for persons with disabilities in the city of Medan, which is held a discussion with persons with disabilities, making smart house election, election of access for persons with disabilities, and enhance cooperation with the organization and the persons with disabilities in the city of Medan.The obstacles faced by the General Elections Commission (KPU) the city of Medan in providing political education for persons with disabilities, the constraint of internal Commission is combining between material and methods in the provision of political education, and constraint of exsternal the obstacles in the process of data collection the number of persons with disabilities.From the results of these studies can be picked up the conclusion that the General Elections Commission (KPU) the city of Medan carry out its role in providing political education for persons with disabilities in the city of Medan, though not for a maximum.]]>

<![CDATA[This research is aimed to know the role of Public Order Agency in curbing illegal buildings especially for regulation, institution, and human resources in the implementation of that role. The problems on this research would discuss about: 1) The role of Public Order Agency in curbing illegal buildings in Bagan Sinembah, Rokan Hilir, Riau. 2) The factors which became an obstacle for Public Order Agency in curbing illegal buildings in Bagan Sinembah, Rokan Hilir, Riau. This research used qualitative method as a data analysis method in the office of Public Order Agency. The source of data on this research is the head of Public Order Agency, the head of public order and a public comfort, the member of Public Order Agency, subdistrict office employee of Bagan Sinembah and the society affected by the enforcement. The data were collected based on doing an interview and documentation. The result of this research showed that the role of Public Order Agency in curbing illegal buildings in Bagan Sinembah, Rokan Hilir, Riau started from socialization, data collection, an appeal, until the control was done.]]>

<![CDATA[Public services is a form of service provided by the bureaucracy or government to the public with the following problems : how does the implementation of Samsat Medan Selatan public service principles in increasing tax collection of motor vehicle tax, this research uses a descriptive qualitative method that uses data collection techniques, observation, interview, and documentation. Quite good but if seen from the realization of the tax revenue of two- wheeled motorbikes there was a decrease from 2016 to 2017 based on the results of the study it can be concluded that the Samsat southern field public service principle in increasing tax collection oftwo-wheeled motor vehicles is good enough, but what needs to be improved is how to motivate the public to want to participate in pay tax especially two-wheeled motor vehicles.]]>

<![CDATA[This research based on a phenomenon the victory of candidate Edy Rahmayadi and Musa Rajekshah in Galang. Galang, where is a town in multi ethnic and religion. Theories used in this study are the theory about the general election, the behavior of voters, and the participation of voters. The population of this research are the citiziens who are domicile in Galang and registered as a voter in 2018 north sumatera governor general election and used 100 sample in this study. The research method used is a quantitative method.
