Abstract

This research based on a phenomenon the victory of candidate Edy Rahmayadi and Musa Rajekshah in Galang. Galang, where is a town in multi ethnic and religion. Theories used in this study are the theory about the general election, the behavior of voters, and the participation of voters. The population of this research are the citiziens who are domicile in Galang and registered as a voter in 2018 north sumatera governor general election and used 100 sample in this study. The research method used is a quantitative method. The results of research that based on the analysis and evaluation obtained show that religion (the sociological factors), image/figure of a candidate (psychological factors), and the achievements of the candidate (rational factors) have a significant relationship with the behavior of the voters at the general election the Governor of North Sumatra in Galang

Abstract

Tulisan ini bertujuan untuk menjelaskan terkait hubungan antara kekuasaan politik dan elit birokasi ditingkat lokal, khususnya pada saat pemilihan kepala daerah dilaksanakan. Struktur birokrasi yang sangat kompleks dan luas menjangkau masyarakat sampai pada tingkat paling rendah, menjadikan birokrasi di tingkat lokal sangat rentan untuk dipolitisasi dan dikendalikan oleh para elit politik lokal dalam kontestasi politik. Pertanyaan pentingnya adalah, apakah melalui para elit birokrasi di tingkat lokal, birokrasi di daerah tersebut dipolitisasi atau malah sebenarnya birokrasi itu sendiri memang aktif berpolitik?Metode yang digunakan pada penelitan ini adalah dengan studi literatur dan wawancara mendalam dengan beberapa elit politik dan elit birokrasi di tingkat lokal yang berada di Kota Medan. Temuan dari penelitian ini menunjukkan kecenderungan terjadinya dua hal tersebut, yakni politisasi birokrasi yang muncul akibat pengaruh dan tekanan dari eksternal birokrasi itu sendiri, dan juga pengaruh dari internal melalui elit-elit birokrasi tersebut, yang disebut dengan birokrasi berpolitik. Kekuatan jaringan birokrasi, penguasaan atas informasi dan struktur yang luas sampai ke tingkat paling bawah, menjadikan birokrasi efektif menjadi mesin politik di tingkat lokal.Kesimpulan yang didapatkan dari penelitian ini adalah,  birokrasi secara dua arah, dipolitisasi dan berpolitik, dalam kontestasi dan perhelatan politik di tingkat lokal. Pengaruh dan tekanan tidak hanya dari eksternal terhadap struktur birokrasi tersebut, tapi juga para elit birokrasi di tingkat lokal menggunakan struktur birokasi tersebut untuk tujuan-tujuan politik praktis.

Abstract

Sirambas Village is located in Panyabungan Barat Subdistrict, Mandailing Natal Regency, known for its Sampuraga tourist attraction. Within the Sampuraga tourist site, there are intriguing features such as the famous Sampuraga hot springs, which have gained legendary status and recognition in various countries. There are several hot spring spots where corn and eggs can be boiled until cooked, and stone therapy that releases steam from the pores of the stones, claimed to eliminate viruses from the body. This presents a significant opportunity for the government of Sirambas Village to create employment opportunities for the local community through the Sampuraga tourist attraction. The focus of this research is the village government's role and involvement in this context. The author utilizes the role theory by Santosa, Arimbi, and Horoepoetri, which encompasses policies, strategies, and communication, to assess the extent of the government's role in improving the local community's economy through the Sampuraga tourist attraction in Sirambas Village, Mandailing Natal Regency. The research adopts a qualitative descriptive method, employing techniques such as interviews, observations, and documentation. The findings reveal that the government of Sirambas Village, Mandailing Natal Regency, carries out various activities, including socializing with the local community and the tourism department, encouraging residents to establish businesses, managing parking areas, and maintaining cleanliness in the Sampuraga tourist site. However, there are hindering factors, such as limited human resources and a low level of community involvement.

Abstract

This thesis is entitled "Implementation of the Old Age Security Programme Policy by the Medan City Employment Social Security Administration Agency. The social security program is one of the responsibilities and obligations of the state to its people, which is adjusted to the condition of the state's financial capacity. Apart from that, the Social Security Program is also a form of social protection to ensure that all people can fulfill their basic needs and have a decent job. Old Age Security is a social security program that provides protection to participants against the risks that occur in old age, when the participant's productivity has decreased. However, in 2021 there is still a minimal level of participation in the North Sumatra region, especially in the informal sector. This research uses a qualitative method which is also called the naturalistic research method because the research is carried out in natural conditions (Natural Setting). In this study, the implementation of the Old Age Security Program policy by the Social Security Administrative Agency for Employment in Medan City was seen using Edward III's theory of communication, resources, dispositions, and bureaucratic structures that have been going well although not optimal, this can be seen from the uneven the communication carried out by the Medan City Employment BPJS to the community, especially for participation in the informal sector.

Abstract

The leadership style of the village head is very important to the performance of the village apparatus because one of the factors that influence performance is the leadership style. The purpose of this study was to determine the leadership style of the Village Head on the performance of the Village Apparatus, to determine the performance of the Village Apparatus and the inhibiting factors of the Village Head's leadership style. The problems are the lack of human resources seeing how important roles and responsibilities are in providing services to the community but have not been able to respond optimally to community needs, inadequate facilities and infrastructure and some village officials are still late coming to the office and even leaving the village office. Before working hours end. To approach this problem, the theoretical reference from Rivai includes authoritarian, democratic, and laissez-faire leadership styles and aspects from Dwiyanto which include productivity, service quality, responsiveness, responsibility, and accountability. Data were collected based on data collection techniques with observation, interviews and documentation, and analyzed qualitatively with a descriptive nature. The results showed that the leadership style used by the Village Head was a democratic leadership style seen from the decision making the Village Head always held deliberation, the Village Head was also very open to criticism and suggestions, the ability of the Village Head to motivate the Village Apparatus and the communication that was established with the two village heads. Direction. It's just that there are still inhibiting factors in improving the performance of the apparatus, namely the lack of Human Resources, inadequate facilities and infrastructure and the low level of discipline of the Village Apparatus.

Abstract

This article or writing aims to find out the implementation of Musrenbang in Sei Mati Village, Medan Maimun District, Medan City and what factors are obstacles to implementing Musrenbang in Sei Mati Village, Medan Maimun District, Medan City. The research method used is descriptive with a qualitative approach. Through observation, interviews and documentation. The theory used according to George Edward III is communication, resources, disposition/attitude of implementers, bureaucratic structure. The results of the research show that communication in the implementation of Musrenbang in Sei Mati Village, Medan Maimun District, Medan City is good. This is demonstrated in creating synergy and coordination of various elements. Human resources in the implementation of Musrenbang are not good, this is due to the emergence of community apathy towards participating in every stage of Musrenbang. The disposition or attitude of the implementers at the Musrenbang implementation stage is good. The bureaucratic structure in the implementation of Musrenbang in Sei Mati Village, Medan Maimun District, Medan City is good. Meanwhile, resource and communication constraints are factors that hinder the implementation of Musrenbang in Sei Mati Village, Medan Maimun District, Medan City. This is due to the community's lack of understanding and lack of outreach from the sub-district to the community.

Abstract

This study aims to analyze the role of the Inspectorate in increasing accountability for village financial management in Mandailing Natal Regency. Accountability in village financial management is essential to ensure that village funds are used transparently and effectively in accordance with village development goals. The research method used is qualitative with a case study approach, involving in-depth interviews, observations, and analysis of related documents. The results of the study show that the Mandailing Natal Regency Inspectorate has a significant role in supervising village financial management, including through financial audits, providing recommendations for improvement, coaching to village officials, and continuous supervision. However, this study also found several inhibiting factors that affect the effectiveness of supervision, including limited human resources (HR), limited budgets, lack of coordination between the Inspectorate and the village government, and low understanding of accountability at the village level. To increase the effectiveness of supervision, improvements are needed in these aspects, including increasing human resource capacity, more adequate budget allocation, and more intensive coaching at the village level. This study provides recommendations to increase the role of the Inspectorate in supervising village financial management to achieve more transparent and accountable management.

Abstract

This study will analyze the sub-district head's role in improving the State Civil Apparatus (ASN) performance in Hinai District, Lalat Regency, and identify the inhibiting factors. Using a descriptive qualitative approach through observation, interviews, and documentation. The respondents interviewed included the Sub-district Head, the Sub-district Secretary, the head of the section, and the local community to get a comprehensive picture of the role of the Sub-district Head in improving the performance of ASN. This research shows that sub-districts have a strategic role as policymakers, leaders, motivators, supervisors, and ASN coaches. The sub-district head also encourages the improvement of ASN competencies through training, optimization of the use of technology, and strengthening accountability and transparency of public services. However, the effectiveness of the role of the sub-district head faces internal obstacles, such as low technological competence of ASN, resistance to change, and limited human resources. External barriers include limited technological infrastructure, minimal budgets, and increasing societal demands. To overcome this challenge, the sub-district needs to develop strategies such as continuous training, socialization of the importance of innovation, optimization of task division, and cooperation with local governments and external parties to improve the performance of civil servants and the quality of public services.

Abstract

This study aims to analyze the implementation of grant policies in the People's Welfare Bureau of the Regional Secretariat of North Sumatra Province. Through a qualitative approach, this study identifies and evaluates the process of implementing grant funds and the factors that are obstacles in its implementation. Data was obtained through in-depth interviews with government officials, grantees, and direct observation of administrative processes and related documents. The results of the study show that although the grant policy already has a clear procedure, there are still various obstacles, such as long bureaucracy, lack of transparency in the selection of recipients, weak supervision, low capacity of grant recipients in reporting, and indications of politicization of grant funds. Some of the proposed recommendations include simplifying administrative procedures, increasing transparency through open information systems, and strengthening grantee capacity in financial management and reporting. This research is expected to contribute to improving the implementation of grant policies in the future, so that it can be more effective in improving community welfare.

Abstract

The effectiveness of participatory monitoring education policy is a key factor in increasing women's involvement in election monitoring. This study analyzes the implementation model of the Women Empowered to Supervise program organized by Bawaslu North Sumatra. Using an empirical approach, this study explores how training programs, socialization, and collaboration with community organizations are able to increase the capacity of women as active and empowered election supervisors. The results show that comprehensive training has strengthened women's understanding of how to effectively monitor elections. Socialization through digital media and community-based approaches has succeeded in increasing women's awareness and involvement in election monitoring. In addition, collaboration with women's organizations, academics and youth groups expanded the reach of the program and provided support for women in facing challenges in the field. This study confirms that structured and sustainable participatory oversight education contributes to improving the quality of democracy and electoral transparency. With more inclusive and participatory policies in place, women can play a more significant role in maintaining electoral integrity in Indonesia.Keywords: Election Supervision, Women, Political Participation, Democracy, Bawaslu North Sumatra
