Abstract

The leadership style of the village head is very important to the performance of the village apparatus because one of the factors that influence performance is the leadership style. The purpose of this study was to determine the leadership style of the Village Head on the performance of the Village Apparatus, to determine the performance of the Village Apparatus and the inhibiting factors of the Village Head's leadership style. The problems are the lack of human resources seeing how important roles and responsibilities are in providing services to the community but have not been able to respond optimally to community needs, inadequate facilities and infrastructure and some village officials are still late coming to the office and even leaving the village office. Before working hours end. To approach this problem, the theoretical reference from Rivai includes authoritarian, democratic, and laissez-faire leadership styles and aspects from Dwiyanto which include productivity, service quality, responsiveness, responsibility, and accountability. Data were collected based on data collection techniques with observation, interviews and documentation, and analyzed qualitatively with a descriptive nature. The results showed that the leadership style used by the Village Head was a democratic leadership style seen from the decision making the Village Head always held deliberation, the Village Head was also very open to criticism and suggestions, the ability of the Village Head to motivate the Village Apparatus and the communication that was established with the two village heads. Direction. It's just that there are still inhibiting factors in improving the performance of the apparatus, namely the lack of Human Resources, inadequate facilities and infrastructure and the low level of discipline of the Village Apparatus.

Abstract

This article or writing aims to find out the implementation of Musrenbang in Sei Mati Village, Medan Maimun District, Medan City and what factors are obstacles to implementing Musrenbang in Sei Mati Village, Medan Maimun District, Medan City. The research method used is descriptive with a qualitative approach. Through observation, interviews and documentation. The theory used according to George Edward III is communication, resources, disposition/attitude of implementers, bureaucratic structure. The results of the research show that communication in the implementation of Musrenbang in Sei Mati Village, Medan Maimun District, Medan City is good. This is demonstrated in creating synergy and coordination of various elements. Human resources in the implementation of Musrenbang are not good, this is due to the emergence of community apathy towards participating in every stage of Musrenbang. The disposition or attitude of the implementers at the Musrenbang implementation stage is good. The bureaucratic structure in the implementation of Musrenbang in Sei Mati Village, Medan Maimun District, Medan City is good. Meanwhile, resource and communication constraints are factors that hinder the implementation of Musrenbang in Sei Mati Village, Medan Maimun District, Medan City. This is due to the community's lack of understanding and lack of outreach from the sub-district to the community.

Abstract

This study aims to analyze the role of the Inspectorate in increasing accountability for village financial management in Mandailing Natal Regency. Accountability in village financial management is essential to ensure that village funds are used transparently and effectively in accordance with village development goals. The research method used is qualitative with a case study approach, involving in-depth interviews, observations, and analysis of related documents. The results of the study show that the Mandailing Natal Regency Inspectorate has a significant role in supervising village financial management, including through financial audits, providing recommendations for improvement, coaching to village officials, and continuous supervision. However, this study also found several inhibiting factors that affect the effectiveness of supervision, including limited human resources (HR), limited budgets, lack of coordination between the Inspectorate and the village government, and low understanding of accountability at the village level. To increase the effectiveness of supervision, improvements are needed in these aspects, including increasing human resource capacity, more adequate budget allocation, and more intensive coaching at the village level. This study provides recommendations to increase the role of the Inspectorate in supervising village financial management to achieve more transparent and accountable management.

Abstract

This study will analyze the sub-district head's role in improving the State Civil Apparatus (ASN) performance in Hinai District, Lalat Regency, and identify the inhibiting factors. Using a descriptive qualitative approach through observation, interviews, and documentation. The respondents interviewed included the Sub-district Head, the Sub-district Secretary, the head of the section, and the local community to get a comprehensive picture of the role of the Sub-district Head in improving the performance of ASN. This research shows that sub-districts have a strategic role as policymakers, leaders, motivators, supervisors, and ASN coaches. The sub-district head also encourages the improvement of ASN competencies through training, optimization of the use of technology, and strengthening accountability and transparency of public services. However, the effectiveness of the role of the sub-district head faces internal obstacles, such as low technological competence of ASN, resistance to change, and limited human resources. External barriers include limited technological infrastructure, minimal budgets, and increasing societal demands. To overcome this challenge, the sub-district needs to develop strategies such as continuous training, socialization of the importance of innovation, optimization of task division, and cooperation with local governments and external parties to improve the performance of civil servants and the quality of public services.

Abstract

This study aims to analyze the implementation of grant policies in the People's Welfare Bureau of the Regional Secretariat of North Sumatra Province. Through a qualitative approach, this study identifies and evaluates the process of implementing grant funds and the factors that are obstacles in its implementation. Data was obtained through in-depth interviews with government officials, grantees, and direct observation of administrative processes and related documents. The results of the study show that although the grant policy already has a clear procedure, there are still various obstacles, such as long bureaucracy, lack of transparency in the selection of recipients, weak supervision, low capacity of grant recipients in reporting, and indications of politicization of grant funds. Some of the proposed recommendations include simplifying administrative procedures, increasing transparency through open information systems, and strengthening grantee capacity in financial management and reporting. This research is expected to contribute to improving the implementation of grant policies in the future, so that it can be more effective in improving community welfare.

Abstract

This study focuses on the challenges in socializing the 2024 General Election in Mandailing Natal Regency, influenced by the diverse geography, ranging from coastal to mountainous regions. This creates accessibility issues, especially in remote areas, requiring extra time and cost and having limited infrastructure. The research aims to analyze the strategies the General Election Commission (KPU) implemented in socializing the 2024 General Election and the barriers faced. Based on Chandler's theory (2015), the results show that the KPU's strategies have been effective, with volunteer programs involving religious communities, such as Islamic boarding schools. The appropriate actions also contribute to increasing public understanding of the election process. However, resource allocation presents a challenge, as evidenced by Adhoc Committee members' lack of emotional attachment, not having strong ties to the organization, limited funding, and insufficient understanding among Adhoc members. More intensive training is needed to address these challenges.
