Abstract

This research is motivated by the high number of vehicle theft cases against other acts in the Karawang district police jurisdiction. The National Police need to take patrol actions to avoid meeting advocacy intentions and opportunities, specifically in the mix. Therefore, the purpose of this study is to describe the general description of motor vehicle theft and the role of four-wheeled patrols as well as the challenge factors that influence the role of four-wheeled patrol units in the Satsabhara Patrol Unit on preventing motor vehicle theft. The research used is descriptive qualitative with field research. Data sources include primary data and secondary data collected by interview techniques, participant observation, and documentation. Data validity is through the source triangulation technique, while data analysis is based on interactive data analysis. Knife analysis is based on role theory, management theory, and crime prevention theory. The results of the study concluded that the crime of two-wheeled motor vehicle theft (R2) ranks highest compared to other crimes in the Karawang district police jurisdiction. Four-Wheeled Patrol Activities (R4) Sabhara Unit Patrol Unit of the Karawang Regional Police conducted based on Operational Procedure Standards (SOP), divided into 3 (three) for preparation, implementation, and termination as well as in every monitoring activity. Four-Wheel Patrol (R4) Patrol Unit Sabhara Police Karawang has agreed to management principles, namely planning, organizing, budgeting and implementation, as well as supervision and improvement, have also been supported by the rules of the role according to expectations, norms, the form of relations with what they are and punishment. The role of consideration is done through social, asking situational, and accessing the community/community. Factors that hamper the role of empathy wheel patrol (R4) are the limited number of member patrols, limited fuel budget, and the less active community in helping police duties. Therefore the suggestion of this research is the need to further enhance cooperation with the community both with community groups, so that special public order security vehicle theft can be prevented as early as possible.

Abstract

This research is backed by the case of a brawl between students in the Bogor area of the city that many injured victims until the death toll. Often we see in television media about the case of juvenile delinquency namely brawl, so in this study will discuss about the factors that cause the occurrence of the brawl between students and how the execution of the task of Sabhara Patrol Unit in the effort to prevent the occurrence of the brawl between students to create a kamtibmas in Bogor Kota.The research method that the author chose is qualitative research. In qualitative research prioritizes the quality of the data gained and remembers short and limited research time. In qualitative research, the authors dive directly into the field to meet with the speaker and dig the information needed. This is because the information needed is descriptive, which is to theoretically explain the steps taken by the Sabhara unit Bogor Kota in optimizing the prevention of the occurrence of the brawl between students.For five years backwards from 2016 to 2020, there have been 36 laughs in the area of Bogor city. The role of Sabhara's unit already has focus on people, places, material losses, and goods. Factors of the cause of the brawl are divided into two internal and external. And, for the execution of patrol tasks based on planning, organizing, implementation, and control.The suggestion of the whole problem is the strict rule of the school in relation to students ' laughs, both at the reception of new students and all students who have been in school. Another suggestion is to conduct patrol and socialization activities related to the student's brawl in order not to make room for students to make a brawl in the territory of Polresta Bogor Kota.

Abstract

In the last 3 years, drugs crime is the most common case in the Bogor City area with 561 cases. Binmas Bintibmas unit has a role in efforts to tackle drug cases among high school students with guidance and counseling. This study is to analyze and describe the efforts and factors that influence the implementation of binluh by the bintibmas unit. Research location in Bogor City Polresta with the focus of the bintibmas unit. This study using qualitative methods with descriptive analysis techniques. Using triangulation (Moleong;2006:330) of data which is sources, theories and techniques adn using primary, secondary and tertiary data sources. Data validity including data reduction, data present, conclusion making and verification. This research uses management function theory, management element theory and Force Field Analysis theory and effort concept, binluh concept, drug abuse concept and bintibmas concept. The sub-optimal implementation of binluh carried out by the bintibmas unit is analyzed from the planning function, preparing the material to determine binluh targets, organizing, preparing competent officers, implementation and control, assessment and monitoring in binluh activities. In the implementation factor that influence binluh are internal factors that influence that are the factors of people, budget, infrastructure and methods of binluh and external factors are community awareness and factors of other functions also the effort doing with coaching and relationship and work procedures. The conclusion is binluh inhibiting factors carried out by the bintibmas unit are member competencies, extension materials, budgets, cooperation with other functions and agencies, binluh target determination and binluh methods.

Abstract

Fokus penelitian ni adalah pengaruh pelaksanaan Focus Group Discussion dalam mengurangi tindak pidana pencabulan di Polres Tasikmalaya. Fokus pada penelitian skripsi ini dilihat penting dikarenakan pelaksanaan Focus Group Discussion yang dilakukan oleh Satuan Binmas Polres Tasikmalaya diharapkan dapat mengurangi kasus tindak pidana pencabulan di wilayah Kabupaten Tasikmalaya. Penelitian ini terdapat 2 persoalan yang akan diteliti dalam penelitian ini, yaitu tentang: (1) Apakah faktor-faktor yang menyebakan terjadinya tindak pidana pencabulan di Polres Tasikmalaya? (2) Bagaimana pelaksanaan Focus Group Discussion yang dilaksanakan pleh Satuan Binmas dalam mengurangi tindak pidana pencabulan?, (3) Bagaimana tindakan Satuan Binmas yang akan dating dalam mengurangi tindak pidana pencabulan melalui Focus Group Discussion di Polres Tasikmalaya. Teknik analisa terhadap 2 persoalan tersebut, penulis menggunakan metode deskriptif analisis dengan pendekatan secara kualitatif. Penggunaan kerangka konseptual berupa teori dan konsep yang digunakan sebagai pisau analisis oleh penulis dalam mengupas rumusan masalah yang telah ditentukan. Teori dan konsep yang digunakan oleh penulis yaitu teori pencegahan kejahatan, Teori unsur-unsur manajemen, Teori konsep dasar manajemen. Dalam penggunaan konsep, penulis menggunakan konsep satuan pembinaan masyarakat, konsep Focus Group Discussion. Penelitian ini menemukan beberapa temuan yaitu (1) Terjadi peningkatan kasus tindak pidana pencabulan di Polres Tasikmalaya khususnya pada tahun 2019, (2) Tidak tersalurkannya materi Focus Group Discussion mengenai tindak pidana pencabulan kepada masyarakat terlebih materi mengenai pencabulan baru dilakukan sekali pada bulan Oktober tahun 2019 (3) Kurangnya pemahaman masyarakat mengenai Undang-Undang Perlindungan anak, hal ini dibuktikan karena mayoritaskejadian tindak pidana pencabulan terjadi pada lingkup internal keluarga atau inses, (4) kurangnya jumlah personel Satuan Binmas yang dapat menghambat kinerja Satuan Binmas. Oleh sebab itu, peneliti menyarankan kepada Polres Tasikmalaya untuk lebih mengintensifkan pelaksanaan Focus Group Discussion dengan materi penyadaran tentang pencabulan dan penekanan mengenai Undang-Undang Perlindungan anak, serta mengajukan penambahan personel untuk Satuan Binmas demi peningkatan kinerja Satuan Binmas Polres Tasikmalaya, serta melakukan penambahan dan pemeliharan, peningkatan kemampuan personel Satuan Binmas Polres Tasikmalaya.

Abstract

According to the phenomenon that occurs in society today, the improvements of technologies and pieces of knowledge affect the way society thinks and acts whereas having an impact in a criminal case such as theft. One of the popular theft cases in Indonesia is the case of theft using violence. In Bogor police jurisdiction, According to the recorded data in 2018 there were 29 cases of fraud and in 2019 there were 62 cases of theft using violence. Sabhara aims to implement the arrangements, guard, escort, and patrol (In Bahasa known as Turjawali), Crime Scene, and Society control in order to maintain the public order and security, as well as securing the headquarter to prevent the case of theft using violence in the society optimally. The purpose of this study is to describe the implementation of the Sabhara unit patrol and the factors that influence the Sabhara unit in preventing the case of theft using violence in the Bogor Police jurisdiction. This study uses a qualitative approach as the type of field research. The location of this study located at Bogor Police. The data collection techniques uses interviews, observation, and document studies. The validity of the data in this study uses data triangulation, interviews, observations, and document studies. The results of this study revealed the Sabhara unit is carrying out patrol activities aimed to prevent the intentions and opportunities of the perpetrators to carry out their crimes. In the implementation of patrol activities in order to prevent the case of theft using violence, most of the units had been carried out as the guidelines according to the SOP (Standard Operating Procedure). External factors that influence the implementation of Sabhara members are the method of implementing patrols which are considered to be appropriate also supported by the patrol location and target. Internal factors that influence the implementation are the human resources of Sabhara members themselves, where Sabhara members of Bogor Police are still outnumbered. As well as the infrastructure obtained by members of Sabhara in carrying out activities in the fostered area is still lacking.

Abstract

Children are the seeds of the next generation of Indonesians, but children are often becoming the target of violence, law no.35 of 2014 amandment to law no. 23 of 2002 concerning Child Protection is a law created to ensure children can live, grow, develop and can participate optimally, without discrimination and violence. This study examines the Implementation of Bhabinkamtibmas Counseling to prevent crimes against children in the Garut police jurisdiction by using a qualitative approach, using field research methods, as well as data collection techniques by interviewing, observing, and reviewing documents. To discuss the problem the author uses theories and concepts contained in the National Police Regulation no. 3 of 2015 concerning Community Policing, as well as supporting theories of crime prevention, management theory, and communication theory. The results showed that there was still lack of people reporting the occurrence of crimes against children to the police, the need to improve not only quality but also the quantity of human resource both from their knowledge and skills. Improvement of Bhabinkamtibmas facilities and infrastructure along with the budget in the implementation of Bhabinkamtibmas activities, as well as increasing the intensity of outreach to the community so that it can further prevent criminal acts against children.
