Abstract

This study aims to determine the effect of job satisfaction and work commitment on the performance of civil servants and non civil servants and to see differences in job satisfaction and work commitment to the performance of civil servants and non civil servants. This research is an explanatory study with a quantitative approach. This research was conducted at the Public Works and Spatial Planning Office of Tulungagung Regency. The total population is all employees, amounting to 232 people. The sampling technique was purposive sampling as many as 70 people consisting of 35 civil servants and 35 non civil servants. While the descriptive data analysis method, (1) classical assumption test, and (2) inferential statistical analysis which includes multiple regression analysis, simultaneous F test, partial t test and Anova. The results showed that: Job satisfaction and organizational commitment of Civil Servants. and Non-Civil Servants have a significant effect on employee performance. Job satisfaction has a positive and significant effect on the performance of both Civil Servants and Non-Civil Servants. Organizational commitment has a significant effect on the performance of both Civil Servants and Non-Civil Servants. The results of the analysis show that there is a significant difference between the job satisfaction of civil servants and civil servants. For organizational commitment and performance, there is no significant difference in the commitment of Civil Servants and Non-Civil Servants.

Abstract

Berlakunya Undang-Undang Nomor 32 Tahun 2004 tentang Pemerintahan Daerah dan Undang-Undang Nomor 33 Tahun 2004 tentang Perimbangan Keuangan antara Pemerintah Pusat dan Pemerintah Daerah membawa konsekuensi bagi daerah dalam bentuk pertanggungjawaban atas pengalokasian dana yang dimiliki dengan cara yang efisien dan efektif, khususnya dalam upaya peningkatan kesejahteraan dan pelayanan umum kepada masyarakat. Salah satu cara untuk meningkatkan pelaksanaan pembangunan yaitu dengan cara membangun suatu sistem penganggaran yang dapat memadukan perencanaan kinerja dengan anggaran Tahunan akan terlihat adanya keterkaitan antara dana yang tersedia dengan hasil yang diharapkan. Tujuan penelitian ini untuk menganalisa pengaruh anggaran berbasis kinerja terhadap kinerja pegawai, menganalisa pengaruh sistem pengendalian internal terhadap kinerja pegawai dan menganalisa anggaran berbasis kinerja dan sistem pengendalian internal terhadap kinerja pegawai Kantor Kementerian Agama Kabupaten Nganjuk. Penelitian ini menggunakan metode kuantitatif dengan responden adalah 24 orang pengelola anggaran Satuan Kerja pada Kantor Kementerian Kabupaten Nganjuk. Variable bebas dalam penelitian ini terdiri dari anggaran berbasis kinerja dan sistem pengendalian internal sebagai variable bebas dan kinierja pegawai sebagai variable tak bebas. Metode analisis data yang digunakan adalah regresi linear berganda. Hasil uji F hitung = 123,838 dengan probabilitas (sig F) = 0,000 menunjukkan bahwa variabel anggaran berbasis kinerja dan sistem pengendalian internal berpengaruh positif secara bersama-sama dan parsial terhadap kinerja pegawai pada Kantor Kementerian Agama Kabupaten Nganjuk sebesar 0,914. Koefisien regresi variabel anggaran berbasis kinerja adalah 5,815 dengan probabilitas (sig. t) adalah 0,000 menunjukkan bahwa terdapat pengaruh positif dari anggaran berbasis kinerja terhadap kinerja pegawai. Hasil uji t variabel sistem pengendalian internal adalah 5,302 dengan probabilitas (sig. t) adalah 0,000 yang menunjukkan bahwa ada pengaruh yang positif dari sistem pengendalian internal terhadap kinerja pegawai pada Kantor Kementerian Agama Kabupaten Nganjuk

Abstract

How important it is to pay more serious attention to employees through education and training or training, in order to realize good governance from Government Apparatus that is effective, efficient, clean and professional and productive. For this reason, it is necessary to formulate a detailed and integrated effort that must be done to achieve optimal employee performance. This study aims: (1) Analyzing the effect of simultaneous training and work competency education on employee performance at the Public Works and Spatial Planning Office in Tulungagung Regency. (2) Analyze the effect of training education and work competency partially on employee performance in the Public Works and Spatial Planning Office of Tulungagung Regency. (3) Analyzing which variable factors have a dominant influence on employee performance at the Public Works and Spatial Planning Office in Tulungagung Regency. This study uses a quantitative analysis method, namely analysis of data that has been given a score in accordance with a predetermined measurement scale using statistical formulas. The analysis used is data in the form of numbers. Whereas the quality test uses (1) the instrument validity test, (2) the instrument reliability test. Test classic assumptions using; (1) normality test, (2) linearity test, (3) multicollinearity test, and (4) heteroscedasticity test. The results showed that: (1) The effect of simultaneous training and work The results showed that: (1) Training education and work competence simultaneously have a significant influence on the performance of employees at the Public Works and Spatial Planning Office of Tulungagung Regency. (2) Partially, training and work competency education has a significant effect on the performance of employees at the Public Works and Spatial Planning Office of Tulungagung Regency. (3) Training education has the most dominant influence on employee performance at the Public Works and Spatial Planning Office of Tulungagung Regency.

Abstract

This research was conducted with the aim of (1) Knowing the effect of information literacy competence on the librarian performance of the Bung Karno Library, (2) Knowing the effect of social skills on the librarian performance of the Bung Karno Library, (3) Knowing the effect of information literacy competence and social skills on librarian performance. Bung Karno's Library. The research was conducted at UPT Bung Karno Blitar Library with a total sample of 31 librarian functional. To solve the problem formulation and achieve the objectives of this study, a correlation quantitative approach (Corelational Study) or causal associative is used. The results prove that the variables of information literacy competence and social skills simultaneously have a significant effect on librarian performance by testing the F test (Simultaneous) where F count 33.248> F table 3.33. However, partially, the information literacy competency variable has no significant effect on the librarian performance variable. with t-test (partial) shows that t count 0.739 < t table 2.048. For the social skills competency variable has a significant effect on librarian performance with the t-test (partial) showing that t count is 4.048> t table 2.048. Abstract

This time Blitar City has already had a national tourism icon, which is Bung Karno’s Graveyard. In order to support the development of this main tourism object, surely it must be supported by another tourism object. Unluckily, there are not many tourism objects which can support Bung Karno’s Graveyard, so tourists can’t feel at home and needn’t to stay longer in Blitar City. Blitar city is not a large City and has limited natural resources too, so nature tourism is not a potency. Therefore, Blitar City’s Government tries to develop supporting tourism objects from the existance Blitar City’s potency. Karangsari star fruit is such an existing potency of agricultural sector in Blitar City. Blitar City’s Government does not want only stay on the production of star fruit and its processing products, but star fruit is also become anAagro-tourism which certainly has a wider impact and gives a multiplier effect on Blitar City’s economy. Finally, this Agro-tourism becomes a tourist object which is expected to support the tourism area of Bung Karno’s Graveyard. In order to support the development of this Agro-tourism, surely needs a planning to support and managing the Agro-tourism area infrastructure which can be used as a macro guideline in area management. The Blitar City’s Government has been trying to repair the residential environment of surrounding location. It can be seen from the existing programs which are given related to environmental quality improvement. The existing programs include the Urban Village Community Empowerment Program (PPMK). Nevertheless, the program has not provided significant results for the area of Agro-tourism area yet. Therefore, it is necessary to reformulate the proper manufacturing of the Agro-Tourism of Karangsari Starfruit area through infrastructure arrangement of it’s location. Based on the prior conditions, so it was carried out a research on the development of tourism in the study area concerned with infrastructure management in Agro-tourism of Karangsari Starfruit of Blitar City. This study has purpose to describe the infrastructure management, determine internal and external factors and analyze development strategies in Agro-tourism of Karangsari Starfruit, Blitar City. The research process begins by identifying the characteristics of the Agro-tourism Karangsari Starfruit area. Then conducted an analysis of internal and external factors. The research method which used is descriptive qualitative, with sources of data from interviews, observations, and reviews of several literatures. The data analysis are used SWOT technique. From the results of the IFAS and EFAS analysis, strategies that are considered which have urgent priorities will be found. The results of this research indicate that the main strategies that must be carried out for the development of Agro-tourism of Karangsari Starfruit in Blitar City are : 1).Developing the tourism’s interest, especially artificial tourism by utilizing a sports field which located in westside of the Agro-tourism area, 2).Providing of a new access point from the southside to the Agro-tourism area, 3).Developing of circulation in the star fruit garden area used the boardwalk concept, 4).Creating a special website for Agro-tourism of Karangsari Starfruit. This research is expected to be able to give suggestion to the Government in order to develop regional tourism in Agro-tourism of Karangsari Starfruit in Blitar City.
