Abstract

This paper will discuss about problems surrounding discourse on the role of local government or ‘city’ in global environmental governance. Many scholars, such as Acuto (2013), Betsill & Bulkeley (2010) and Fraser (2014) have argued that city might be the missing actor that global environmental governance needs to make it work. However, this paper believes that the argument is riddled with fallacy, most notably with the way they did not take into account the existence of growth-based development ideology that can prevent local government from truly preserving the environment. This paper argues that city is not the panacea that will solve all environmental problems since it favors utilitarianism approach over deep ecology. However, this paper acknowledges that city could be the new norm entrepreneur that can strengthen international norm on environmental preservation.Keyword: City, Environment, Norm, Utilitarianism

Abstract

In recent years, Russia has developed a hybrid warfare strategy as a tactic to carry out war operations to achieve their national interests. Estonia is considered the most vulnerable country in the face of the threat of a Russian hybrid warfare strategy. In this case, Estonia has historical, geopolitical and political value for Russia. Estonia has received signs of the Russian threat manifested through their aggressive actions in Estonia with hybrid projections that have been projected in a real way. Thus, the Russian hybrid warfare strategy can influence the perception of the Estonian threat which was finally responded through a policy to stem the threat of hybrid itself. Underlying the analysis of the Threat Perception theory proposed by Raymond Cohen, this paper will explain how the Estonian threat is perceived by the Russian hybrid warfare strategy by looking at the threatening cue and responses to the  threats. This paper has the argument that the hybrid warfare strategy is a threat to Estonia. The historical factor of Russian-Estonian relations and past experience of threats is a sign of a threat that influences the perception of Estonian threats. Estimation of the threat was then manifested by Estonia in the form of anticipatory actions through increased cooperation with NATO, an increase in Estonia's military capabilities, and other non-military approaches in counter Russian warfare hybrid strategy. Keywords: Hybrid Warfare, Russia, Estonia, threat perception, threatening cue, asymmetric threat, cyber security, disinformation, NATO

Abstract

The Arab Spring is a term for the revolutions of countries in the Middle East. The Arab Spring has a purpose to overthrow a dictatorial government. The series of Arab Spring began with protest in Tunisia on December 18, 2010. This protest started with Mohamed Bouazizi, a Tunisian street vendor, who set himself on fire as a protest against corruption. The success of the protest in Tunisia gave a domino effect to the surrounding countries. The impact of the Arab Spring also occurred in Libya in 2011. Libyan leader, Muhammar al-Gaddafi who has been in power for 42 years, refused to resign. This triggered protest from the Libyan people. Civil war happened in Libya between the pro-Gaddafi group and the opposition. NATO conducted humanitarian intervention in Libya under the official UN mandate. This article provides a humanitarian intervention analysis conducted by NATO using just war theory, especially the principle of jus in bello. The purpose of this article is to find out whether the intervention was in accordance with the jus in bello principle or not. This article used the literature study method by collecting data related to NATO intervention in Libya. This article shows that there are crimes against humanity committed by NATO in Libya. But, NATO intervention in Libya can reach the goal if viewed with proportionality principle in jus in bello. Keywords: Libyan conflict, humanitarian intervention, jus in bello.

Abstract

This paper aims to analyze the emergence of Latin America Pink Tide and others, especially in political-economic paradigm (liberalism, neoliberalism and post-neoliberalism). Firstly, this paper describes an international political economy development generally and theoretically. Secondly, it describes political economy conditions in Latin America. Thirdly, it analyzes neoliberalism context that affects the development process in Latin America countries. Fourthly, it analyzes neoliberal development model, which is adopted in the context of Latin America. Fifthly, author is trying to address alternatives of neoliberalism development model that was conceived and adopted by the countries in Latin America, associate with pink tide phenomenon that recently emerging up in most countries in Latin America. Keywords: Alternative model, Development, International Political Economy, Latin America, Liberalism, Neoliberalism, Post-neoliberalism and Pink Tide.

Abstract

This paper will discuss about the possibility that cosmopolitanism as an idea might only exist as a myth. It begins by questioning the hypocrisy surrounding our everyday life where powerful countries preach about living in dignity but ended up taking away that very dignity itself. If cosmopolitanism is defined as an idea that give worth to every human being, no matter their affiliation, then the current state of the world does not reflect that idea at all. This paper will attempt to demystify the practice of cosmopolitanism in modern era. This paper then found that cosmopolitanism is basically a political project for the powerful to inject their idea into weaker actor, in order to create hegemony. Whether someone’s act can be considered cosmopolitan or not depends on their capability to exercise their power. In the end, this paper concludes that cosmopolitanism as a standard of morality does not exist in our world. A borderless world might exist, but it is up to the powerful to decide who can live in it. For most people, cosmopolitanism remains a myth that could never bring salvation.  Kata kunci: Cosmopolitanism, Morality, Hegemony.
