Abstract

ABSTRAKKrisis Doklam yang terjadi di tahun 2017 meningkatkan tensi pada hubungan Tiongkok dan India. Hal ini bermula pada saat Tiongkok membangun infrastruktur berupa jalan raya di wilayah perbatasannya dengan Bhutan dihadang oleh tentara India yang datang atas nama Bhutan dan memaksa Tiongkok untuk menghentikan aktifitasnya. Ketegangan yang terjadi selama 73 hari antara India dan Tiongkok ini menarik untuk dikaji. India yang sebenarnya tidak berbatasan langsung dengan Tiongkok di wilayah Doklam bersedia untuk menurunkan tentaranya pada konflik antara Tiongkok dan Bhutan ini. Tujuan tulisan ini selain untuk menjelaskan krisis yang terjadi, juga untuk mengetahui alasan India ikut terlibat langsung dalam konflik ini. Dengan menggunakan metode kualitatif deskriptif, tulisan ini akan menganalisis sumber sekunder yang berasal dari buku, artikel jurnal, atau literature lainnya di media masa. Konsep yang digunakan adalah konsep national interest. Dari tulisan ini, diketahui bahwa alasan dibalik tindakan India terlibat secara langsung dalam konflik di Doklam bahkan hingga menurunkan militernya adalah karena adanya kepentingan pertahanan dan keamanan dan kepentingan ekonomi India yang harus dilindungi. Kata Kunci: Krisis Doklam, kepentingan nasional, pertahanan dan keamnan, ekonomi, India ABSTRACTThe Doklam crisis that occurred in 2017 increased the tension in the relationship between China and India. This started when China built infrastructure in the form of a highway on its border with Bhutan which was blocked by Indian soldiers who came on behalf of Bhutan and forced China to stop its activities. The tensions that lasted for 73 days between India and China are interesting to study. India, which is actually not directly adjacent to China in the Doklam region, is willing to deploy its troops in this conflict between China and Bhutan. The purpose of this paper is not only to explain the crisis that occurred, but also to find out why India was directly involved in this conflict. By using a descriptive qualitative method, this paper will analyze secondary sources from books, journal articles, or other literature in the mass media. The concept used in this paper is the concept of national interest. From this paper, it is known that the reason behind India's actions to be directly involved in the conflict in Doklam and even to deploy its troops was because of India's defense and security interests and economic interests that must be protected. Keywords: Doklam crisis, national interest, defence and security interests, economic interests, India

Abstract

Pada masa reformasi, faktor ekonomi telah menjadi kekuatan pendorong di belakang pertumbuhan dan pembangunan China. Untuk menjaga keberlangsungan ekonomi secara berkelanjutan, China telah merubah orientasi besar dengan menghadirkan model pembangunan kepada negara lain dengan proyek Belt and Road.  Arikel ini bertujuan untuk merumuskan tawaran pembangu Perspektif nan China dengan memaparkan beberapa instrument pembangunannya. Untuk mengamati transisi China terhadap ekonomi global khususnya dalam pembangunan penulis menggunakan pendekatan strategic transition yang diambil berdasarkan kajian terhadap politik luar negeri China. Kemudian penulis menganalisis strategi dengan menerapkan instrument yang digunakan dalam internasionalisasi, serta mengkaji dalam beberapa regional terutama di Asia Tenggara dan Asia Selatan. Berdasarkan analisis data, penulis menemukan bahwa dalam transisi ke dalam ekonomi internasional China telah menggunakan beberapa instrumen yaitu: inisiasi Belt and Road sebagai proyek pembangunan serta instrument lembaga keuangan.

Abstract

This paper will start from the shifting of brain drain as phenomena and terminology, from traditional (nasionalist) to comprehensive (globalist) thought. The nationalist tends to envisage brain drain as negative impact to source countries while the globalist assumes the ‘brain’ is not drained but circulated and their roots will be embeded as part of their identities. By choosing Indonesia as the case study, this paper will try to analyse about how the brain drain issue related to Indonesia Diaspora Network (IDN) and how the network of IDN works to influence the homeland government with the globalist thought. The Indonesian President Decree No. 76 on 2017 regarding Facilities for Indonesian Citizens in Overseas (Masyarakat Indonesia di Luar Negeri – MILN) designated, on this paper, as new milestone of attainment to Indonesian Diaspora official recogniztion, which enclosed to mission of Indonesia Diaspora Network Global (IDN Global) since its established on 2012. Using the theory of Transnational Advocacy Network by Keck and Sikkink, combined with argument of Sara Kalm on Diaspora Strategies as Technology of Citizenship, this paper argues that the launching of the policy shows that: (i) the role of diaspora network as principal actor who spreads and infused the globalist thought to the government, Indonesia citizens in home countries, and collecting international support, (ii) involving Diasporas in policy making process could be a good strategy for Indonesian Government to instill and strengthen diaspora’s emotions of national obligations, which will also plug the ‘drain’ and maintain to circulate the ‘brain’. To enrich and emphasize these arguments, some literatures of state-diaspora relations will also be applied.

Abstract

This article is a theoretical review based on idea comparisons in exploring various perspectives on food insecurity. Overall, the authors focus on the discussion of food insecurity, in the form of hunger which is considered to have several limitations. The narrative or discursive of food security and food sovereignty contradicts one another. Even so, the two are not as oppositional concepts, but as interrelated concepts, especially covering efforts to overcome hunger which includes access, distribution, security and equality. Meanwhile, the approach to national security based on realism and human security based on the Copenhagen School has significant differences. However, both have problems in positioning hunger as a security issue. Realism that relies on the state-centric places dealing with hunger is the concentration of government activities in ensuring national interests, so that the existing policies are on how the food availability can be fulfilled or surplus. Subsequently, the human security perspective looks at the hunger issue faced by humans so that a securitization process is needed that is carried out by securitization agency. It can be seen here that actions to overcome fundamental problems are only the responsibility of the elite governments, while the voices of the interests of individuals experiencing hunger are neglected. Thus, a critical security approach appears to mediate the above limitations. This perspective offers that the issue of hunger should be reframed as this security problem is a structural problem. Furthermore, this approach proposes the definition of food security in vulnerable populations from the structural violence of hunger.

Abstract

After North Korea’s fourth nuclear tested in January 2016, U.S. and South Korea has an official discussion started in early February 2016. The choice to deploy the anti-missile defense system THAAD was made in July 2016 and therefore the first launchers in May 2017. This launch was in line with the tenure of President Moon Jae In at that point. President Moon Jae In initially opposed THAAD but has now accelerated its deployment in response to North Korea’s nuclear test on September 3. Even before the official THAAD discussion started, Beijing expressed its opposition to the system. Although China is additionally against  North Korea’s nuclear development, THAAD is seen as an arrange to undermine China’s strategic interests within the region. And because of this, China giving a ‘punishment’ to South Korea.                This research aims to describe how the conflict between South Korea and Chinese can happen, the impact of the place THAAD in South Korea to the relations between two countries, and the way the conflict ended. This research uses neorealism as an approach. The methodology employing a qualitative method and collecting the data employing Historical-comparative research.

Abstract

This study aims to determine the background of Indonesia and Ethiopia conducting trade cooperation which has implications on diplomatic relations between Indonesia and Ethiopia. This study used a qualitative approach, which uses secondary and primary data, where the method of analysis is descriptive analysis. This study uses an analytical framework based on the concept: international trade, national interests and economic diplomacy, and international political economy.The results of this study indicate that the relationship between the political economy of Indonesia and Ethiopia is very closely where this is done through an economic diplomacy. The Economic Diplomacy of Indonesia and Ethiopia is very influential on the development of trade between Indonesia and Ethiopia. In fact, Politics between Indonesia and Ethiopia are only as a political representative, because the driving force of politics between Indonesia and Ethiopia is the economic diplomacy. The motor is the one who makes us move and makes the relationship between Indonesia and Ethiopia are dynamic and increasingly tight.Through economic diplomacy Indonesia and Ethiopia endeavor to establish and improve the bilateral relations that already exist more clearly, planned, systematic and focused to stabilize the diplomatic relations between the two countries and enhancing cooperation in the conducive situation that will produce the pattern and structure of regional security that is based on the economic motives together.
