Jurnal Kependudukan Indonesia (JKI) is an open access, multidisciplinary journal that publishes articles related to issues of population dynamics, employment, family, and human ecology. Population dynamics includes fertility, mortality, and migration. Employment covers the quantity and quality of human resources, the preparation and utilisation of labour force, education, wage issues and industrial relations. Family encompasses maternal and child health, adolescence, and ageing. Human Ecology covers the relationship between population, natural resources, and environment These issues can be analysed from a variety of disciplinary perspectives and can also be associated with strategic issues, such as gender, political identity, climate change, disaster, unemployment, and public policies and services.

Abstract

The 2006 Yogya earthquake had a great impact on the total number of victims and loss of property. During the emergency condition, the community had to struggle by itself to survive and to reduce further disaster impacts. This paper discusses the coping strategy of the survival community in the District of Bantul, the Province of DI Yogyakarta, especially during the earthquake and a few days after the disaster before relief from the government and other donors arrived in the earthquake locations. Based on the result of LIPI qualitative research in the Project of Multidisiplinary Hazard Reduction from Earthquakes and Volcanoes in Indonesia, this paper highlights the important role of community institutions as social capital in reducing pressures that suddenly appeared due to the earthquakes. The community carried out some emergency efforts by managing the local wisdom based on their daily lives and culture. Individuals within the community held together in small groups of neighbours, neighbourhoods, compounds or hamlets helping each other andcarrying out cooperative activities based on gender roles. They faced the difficult conditions and provided for their basic needs together in order to survive and continue their lives after the disaster. They also provided the basic needs priority for vulnerabe groups and other members of the community who needed more for their survival.Key Words: coping strategy, local wisdom, community, emergency condition,earthquake disaster.

Abstract

International labour migration is one possible means by which the Indonesian government could overcome the problems of providing employment for its economically active growing population, especially in the local contexts. However, due to low educational levels, lack of skills and tight competition with labour migrants from other countries, the majority of Indonesian migrant workers abroad can only partake in unskilled employment in the plantation, construction, domestic or other service sectors. In 2012, it was estimated that there were more than 6 million Indonesian migrant workers overseas, with between 30 to 40 per cent of the total number, women, mostly working as low-skilled labour in the service sector as domestic workers and care givers. It has become evident that Indonesian migrant workers are vulnerable to abusive behaviour and exploitation, since they 2 | Jurnal Kependudukan Indonesia lack protection of their basic human rights and their rights at work, with Indonesian women migrant workers, due to the nature of their work and gender discrimination, facing a higher risk of being exploited. The Indonesian government does not provide its citizens, working as labour migrants abroad, with enough of the safeguards advocated in international protective instruments. Indonesia ratified the International Convention on the Protection of the Rights of All Migrants Workers and Their Families (ICRMW) only on 12 April 2012 and this needs to be followed up by some government regulations for full implementation. This condition highlights the importance of increasing the attention of institutions (government and private) involved in managing Indonesian international labour migration, especially its female labour migration, to improve the protection of their rights. This paper elaborates the role and strategy of various advocacy groups, (e.g, Non Government Organizations) in empowering Indonesian women migrants/potential migrants regarding their rights and obligations; to ensure their legal protection. The information is from some qualitative studies involving relevant sources of information, conducted by the authors, especially in the Indramayu District, West Java and the Tulungagung District, East Java. The analysis is that based on a life-cycle approach to protect migrant rights during their pre deployment, their onsite protection (in destination/host countries), their return and their reintegration in their home countries.Keywords: Protection for Indonesian migrant workers, women migrant workers, advocacy, Non Government Organization

Abstract

Today, in Pekanbaru the situation of an abundant manpower supply but limited market capacity makes people, unable to find work, anxious to create their own businesses (self employment). Using primary data, the goal of this paper is to show the individual level determinants of self employment. A logistic regression model is used to estimate different aspects of choices between self employment and working for a salary. This study argues that age, gender, education, Chinese ethnicity and marital status play a significant role in the decision to become self employed in the city of Pekanbaru. As well, other variables such as Melayu or Minang ethnicity and migrant status play a small role in determining who is self employed. Most of the coefficients are positive, except for education and Melayu ethnicity with the Minang and Chinese ethnicity probability to become self employed better than that of the Melayu. There are some suggestions that Minang and Chinese people may place a higher value on entrepreneurship than do the Melayu. Indeed, the Chinese having faced severe discrimination have been pushed into self employment in large numbers. This research, however, also shows that the differences in decisions to be self employed vary substantially across ethnic lines. Therefore, the development of entrepreneurship requires a systematic and integrative approach to find out just what is involved in creating an environment conducive to the growth and development of entrepreneurship.Key Words : Self Employment, Personal Characteristics, Ethnic, Pekanbaru City

Abstract

The population problem in Bengkulu has been critical, characterized by higher rates of population growth and fertility than in Indonesia as a whole. The aims of this study are to analyze comprehensively and give a full description of the trends of population changes in Bengkulu in terms of size, fertility and the sociodemographic characteristics of the population. The method used is descriptive analytic through use of secondary data from the 2010 Indonesian Population Census, the 2007 Indonesian Health and Demography Survey, and the Mini Survey from theBKKBN. The result of the study points out that since 1970 the size of the population in Bengkulu has increased significantly (three times from 1970 to 2010) due to transmigration and family planning programs during the Soeharto era, but not in the Reformation era. The high political will and the success of the family planning program under the Soeharto government had decreased significantly the rate of population growth and fertility until 2010. The study also finds that some micro factors such as educational attainment, economic conditions and the status of the population dwelling (rural or urban area) did not show any correlation with the fertility rate in Bengkulu. The implication of this result is that the awareness of the family planning program needs to be improved and become a challenge for related institutions such as theBKKBN in the new democratized era.Key Words: fertility, population growth rate, Bengkulu Province

Abstract

The Universal Secondary Education policy or the 12-Year Compulsory Education Policy has been declared by the central government to be implemented in 2013, and followed by the regions at the provincial and regency levels. In fact, there are some areas that have been declared in advance, including the DKI - Jakarta, where the 12-year Compulsory Education Policy started this new academic year. As the sustainability of the 9-Year Compulsory Basic Education program has had many problems in its implementation, the 12 Year Compulsory Education Policy will also face many obstacles. Moreover, this policy does not have a foundation or basis in law as a reference for the implementation of the program. In contrast, the 9 Year Compulsory BasicEducation Program is a mandate of the Act. Considering the importance of this policy, the legal foundation at the national level at least in the form of local regulations, should belaid immediately.. This paper aims to analyze various issues related to the policy of the9 Year Basic Education Program at the level of concepts, indicators - achievement of targets and implementation. Various problems can showwhat can be used to implement the program for 12 Years. Data sources made use of were secondary data from the Ministry of Education and Culture as well as the results of research conducted by the Research Center for Population, Indonesian Institute of Sciences (PPK-LIPI) which was conducted from 2006 to 2011.Key Words: elementary and secondary education policy, compulsory education and the quality of human resources

Abstract

Health Related Quality of Life focuses on health research or health related quality of life. This study l identifies the effect of community participation in HRQOL. Community participation is measured through individual participation in community activities, such as community meetings, voluntary work, PKK, Posyandu, etc. This study uses data from the Indonesian Family Life Survey 2000 and 2007. The method of analysis being used is the Two Stage Least Square (2SLS). The results of the analysis show that participation in community activity can improve HRQOL or slow down HRQOL decrease due to the age factor. This effect greater for males than for females. Using this evidence, a policy which preserves and improvesthe health status of females and health-related quality of life can be advocated by promoting more community participatory programs. Females who are active in community activities are expected to be able to preserve their health, which can reduce the effects of aging ontheir health status.Key Words: HRQOL, IFLS, Instrumental Variable, Participation.
