Global South Review is a social and political journal that aimed to provide academic and policy platform to exchange views, research findings, and dialogues within the Global South and between the Global North and the Global South. Global South Review examines all the issues encountered by Global South in the context of current international justice, security, and order. The journal focuses, but not exclusively, on the role of Global South in global politics; the rise, demise, and possible revival of South-South internationalism and Bandung Spirit; and the dynamics of relations between Global South and Global North. Authors may submit research articles and book reviews in related subjects.

Abstract

The role of state actor in refugee protection is seriously limited by the “nationalism” nature of a nation-state. In particular, there has been a lack of attention from Indonesia as implied by non-ratifying choice taken by the government. The problem here with this approach is, refugee’s rights are viewed as entitlement from state and should conform with the state’s interest. Thus, there needs to be a new approach in pursuing a refugee protection regime. This paper shifts the focus from the role of state to the roles played by other actors. This paper gives a particular focus on Refugee Community Housing in Sewon, Daerah Istimewa Yogyakarta. The Community Housing is an initiative from International Organization for Migration (IOM) which provides temporary settlement as well as living allowance for refugees. Our preliminary study found that the coordination among IOM, Jesuit Refugee Service (JRS)–an international NGO working to assist refugees, and Immigration Office of Yogyakarta—has to some extent demonstrated a better service and treatment to refugees than state’s philanthropy in general. Some limitations remains exist, but overall, community housing provides a foundation for a civil society-based refugee protection.

Abstract

Peace building in the modern era is different from those in the World War era. While the latter focused more on the state-to-state policy, the former involves the participation of the society. Part of the explanation is the fast growing development of information and technology, particularly the development of internet, which has helped providing more spaces for civil society to involve and to influence peace building process in any humanitarian activities. This space, as manifested in various social media such as Facebook and Twitter, has become a new way for the so-called netizen (internet citizen) to access information on the existing conflicts, advocate or campaign for the management and settlement of the conflicts, gather financial supports for the peace building process, and develop confidence building among people of the conflicting parties. However, at the same time this space may jeopardize the peace building process as people has no restriction in expressing their opinion online which could deteriorate the relations among people from both sides. This paper, therefore, aims to examine the role of this online activism to peace building process in various cases.

Abstract

This study seeks to explore the hidden challenges to the mission/operation of peace (peace operation/mission). Ideally, as envisioned by the perspective of liberal peace, humanitarian mission should be carried out purely on the basis of values of humanism in order to address the humanitarian crisis phenomenon. However, this assumption has weaknesses because it is ignorant of potential piracy against peace operations in which the latter are just cover for the implementation of the vested interests of the actors involved in the mission. Piracy against peace operations is essentially a new form of "civilizing mission", the strategy used by colonialist countries in order to give legitimacy to their rule in the colonies. The essence of the "civilizing mission" strategy is to show the invaders as a helper of the colonized countries. This study would like to explore how piracy against these peace operations occur in the context of Libya (2011). A number of foreign countries such as the United States are involved in peace operations in Libya, with the primary mission to implement a no-fly zone and protection of human security. This study includes a discussion of the vested interests behind the peace mission, the discourse used by the actors mission to wrap their vested interests as purely based on humanism, and the impact of of this strategy to the conduct of peace operations in general.

Abstract

More than twenty years after the ceasefire agreement has been signed between Armenia and Azerbaijan, little has been reached in resolving the dispute over Nagorno-Karabakh. This paper aims to provide insight into political dimensions of the conflict combining a geopolitical perspective with a perspective of local dynamics on the ground. Analyzing contributing factors to the lack of progress in the durable settlement of the conflict over Nagorno-Karabakh provides an outlook on possibilities for a peaceful settlement of the dispute, which is of high relevance from a humanitarian perspective. The current positions of international actors contributing to the stalemate, as well as a lack of influential involvement of the civil society in the region provide little reason to believe significant change for a peaceful settlement of the conflict will be made in the near future. Increased transparency and improved communication are needed to provide opportunities for a peaceful change.This paper is primarily based on desk research, with additional insights gained from a research stay, and was issued as a contribution to Indonesian Humanitarian Action Forum. It is seen as an opportunity to shed light on an often forgotten conflict which poses strong humanitarian concerns due to a large number of IDPs (Internally Displaced Person) and continued landmine contamination hindering development.

Abstract

Peacekeeping Operations (PKO) is known as an instrument used by the United Nations to create peace in countries affected by conflict. Peacekeeping operations work as a mediator for the parties of the conflict and to ensure that violence no longer exists in the peace process. Once peace is achieved, peace operations are expected to remain involved in the peace building process. At first, men played a very dominant role in peacekeeping operations. Even so, women have been more involved in peace operations nowadays. It can be seen from the increasing number of female members of peacekeeping operations. This paper will discuss the role of women in contributing to the peace building process that occur in the MONUSCO operation in Congo. Congo was chosen because MONUSCO has the highest female members compared to other peacekeeping operations. The research was conducted by using explanatory method to analyze the role of women in peacekeeping operation using parameters such as the implementation of the mandate, the consistency of the implementation of Capstone Doctrine, DDR (Disarmament, demobilization, Reintegration), and CIMIC (Civil-Military Cooperation). The result indicated that women tend to have positive influences towards peace building process in peacekeeping operations judging from the fulfillment of the mandate and the implementation of programs that support the peacekeeping operation itself.

Abstract

The role of education in post conflict reconstruction has become increasingly important and gained much greater acknowledgment in development studies in recent years. Education is increasingly accepted as an integral part of humanitarian response in emergencies. It can help conflict-affected community and individual to return to normalcy, safeguard the most vulnerable, provide psychosocial care, promote tolerance, unify divided communities, and begin the process of reconstruction and peace building. However, research also suggests that education can encourage intolerance, create or generate inequality, and intensify social tensions that can lead to civil conflict and violence. Education is a key determinant of income, influence, and power. Inequalities in educational access can lead to other inequalities–in income, employment, nutrition and health as well as political position, which can be an important source of conflict. Hence, education has potential to either aggravate the conditions that lead to conflict or to heal them. Nonetheless, the unavoidable conclusions must be that ignoring education, or postponing it, is not an option. This essay attempts to answer question on how post-conflict education be able to contribute to social transformation and sustainable development. It argues that education in general has a key role in both preventing conflict and rebuilding fractured post-conflict societies. Hence it puts forward education as a human development activity and must be undertaken with a development perspective if it is to contribute reversing the damage and to building resilience to prevent further violence conflict.

Abstract

Pahlawan Perang Dunia II Winston Churchill suatu ketika pernah berkata, “Sejarah dibuat oleh para pemenang”. Jika kita membaca dan mencermati sejarah dunia dari masa ke masa, kata-kata tersebut barangkali ada benarnya. Para penakluk Spanyol (conquistadores) mulai dari Christopher Columbus, Fransisco Pizzaro, sampai Hernan Cortez mengarang cerita bahwa orang-orang Indian Amerika adalah masyarakat barbar (uncivilized) sehingga menjustifikasi penaklukan oleh masyarakat Eropa yang ‘tercerahkan’ (civilized). Pasca Perang Dunia II Sekutu sebagai pihak yang menang punya otoritas penuh untuk mereka-ulang rancang-bangun tatanan internasional. Dalam konteks ini, pendukung setia hegemoni Amerika John Ikenberry mengatakan dalam bukunya berjudul ‘After Victory: Institutions, Strategic Restraint, and the Rebuilding of Order After Major Wars’ bahwa munculnya institusi-institusi global semacam GATT yang kemudian berubah menjadi WTO, IMF, Bank Dunia, bahkan PBB tak luput dari upaya Amerika Serikat untuk merekonstruksi dunia menurut sudut pandangnya.Jika benar dunia dibentuk oleh kekuatan besar, lantas bagaimana peran negara-negara lain, lebih khusus negara-negara berkembang? Kita semua mahfum bahwa negara-negara berkembang dulunya adalah negara terjajah. Negara-negara ini rata-rata baru lahir dalam kurun waktu pasca Perang Dunia II sampai dengan dekade 1960-an. Dari segi geografis, negara-negara ini menempati tiga kawasan besar dunia yakni Asia, Afrika, dan Amerika Latin. Ketiga kawasan itu secara ekonomi dulunya dianggap sebagai kawasan marjinal, atau periphery menurut istilah penganut teori dependensia klasik. Kombinasi antara faktor politik sebagai negara terjajah dan faktor ekonomi sebagai negara ‘kelas dua’ membuat negara-negara berkembang tidak memiliki andil besar dalam arsitektur tatanan internasional.Tetapi apakah benar demikian?

Abstract

Buku ini merupakan sumber referensi yang berharga tentang Islam dan urusan kemanusiaan. Alasannya: belum banyak buku-buku yang ditulis tentang seluk beluk operasi kemanusiaan yang dilakukan organisasi masyarakat berbasis ideologi Islam. Lebih sedikit lagi khasanah tulisan yang membahas topik yang spesifik seperti apakah hukum dan nilai-nilai humaniter Islam compatible (selaras) dengan hukum dan nilai-nilai humaniter universal yang didominasi pemikiran Barat. Bahkan di sebuah negara Islam kaya seperti Uni Emirat Arab forum yang bertujuan untuk merekonsiliasikan kedua perspektif diatas baru dilaksanakan pertama kali di bulan Oktober 2014.
