Abstract

This study aims to analyze the policy capacity of local government in addressing residential fire disasters in Langsa City. The research is motivated by the increasing frequency of residential fire incidents in recent years, which have caused significant social and economic losses, yet have not been fully prioritized within regional disaster management policies. Previous studies have largely focused on the technical aspects of fire management, such as risk mapping and physical vulnerability analysis, while limited attention has been given to examining the policy capacity of local governments in managing residential fire risks. This study employs a qualitative approach with a descriptive analytical method. The analytical framework applied is the policy capacity framework developed by Wu, Ramesh, and Howlett, which conceptualizes policy capacity into three main dimensions: analytical capacity, operational capacity, and political capacity operating at the individual, organizational, and system levels. Data were collected through in-depth interviews, document analysis, and literature review of disaster management policy documents in Langsa City. The findings indicate that efforts to strengthen policy capacity have been implemented through the utilization of fire incident data, community-based disaster mitigation programs, and inter-agency coordination in fire response and post-disaster recovery. However, several limitations remain, including insufficient technical training for firefighting personnel, the absence of an independent fire department as firefighting functions remain integrated within the Regional Disaster Management Agency (BPBD), and limited community participation in fire prevention efforts. Therefore, strengthening policy capacity requires improving personnel competencies, reinforcing institutional arrangements for fire services, developing data-driven disaster information systems, and enhancing collaboration among government institutions, communities, and the private sector in mitigating residential fire risks.

Abstract

This study aims to analyze the Indonesian government's diplomatic strategy under the leadership of Foreign Minister Retno Marsudi in protecting Indonesian Migrant Workers (PMI) in Malaysia through moratorium on labor placement in 2020–2022. The focus of the study is on human rights violations against PMI, lack of transparency in recruitment systems such as the Maid Online System (MOS), and Malaysia non-compliance with the Memorandum of Understanding (MoU). This study uses descriptive qualitative method with data collection techniques through literature studies and analysis of official government documents. The analytical framework used is the concept of Protection Diplomacy by Vermeer-Künzli. The results show the moratorium imposed in July 2022 was effective coercive diplomatic instrument in pressuring the Malaysian government to respect the one-channel system. This policy reflects Indonesia's foreign policy priorities, which prioritize citizen protection. Through this strategy, it succeeded pushing for new agreement that better guarantees protection and rights of PMI. This study concludes that the moratorium is not administrative in nature, but rather a strategic negotiation tool to strengthen Indonesia's bargaining position in bilateral diplomacy.  The novelty of this research lies in the analysis of the integration of the PMI moratorium policy into the practice of protection diplomacy under Retno Marsudi's.

Abstract

This study analyzes living conditions as an indicator of genocide risk in Gaza from the perspective of Human Security and examines its relevance to the elements outlined in the 1948 Genocide Convention. The research employs a qualitative approach using a case study method through document analysis of reports from the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) from 2015 to 2017. The findings indicate that the humanitarian situation in Gaza is characterized by restrictions on humanitarian aid, destruction of civilian infrastructure, and increasing physical and psychological suffering among civilians. These conditions create multidimensional vulnerabilities affecting personal, economic, food, health, and community security. From the perspective of the Genocide Convention, such conditions may correspond to indicators described in Article II (b) and (c), particularly actions causing serious bodily or mental harm and the creation of living conditions that could lead to the destruction of a group. However, this study does not assess the presence of genocidal intent (dolus specialis), which remains a key legal element distinguishing genocide from other international crimes. The study also shows that these humanitarian vulnerabilities had emerged during the 2015–2017 period and remain relevant in understanding the continuing humanitarian crisis in Gaza today.

Abstract

This study aims to analyze the construction of religio-cultural meaning and the HKBP Church's strategies in preserving and supervising Toba Batak cultural practices, particularly those related to death and the afterlife, at HKBP Bolon Resort Pangururan, Samosir Regency. Through a qualitative approach using in-depth interviews, observation, and documentation studies, this study found that Toba Batak customs remain an important part of the congregation's identity and continue to be preserved in various cultural practices. However, the meaning of these customs has been reconstructed by the church through a process of inculturation, so that they are no longer understood as magical rituals or forms of spirit worship, but rather as cultural expressions imbued with Christian values. The church implements a supervisory mechanism through the clergy. elders, and huria teachers to ensure that customs are carried out without deviating from God's word. This research also shows that the congregation accepts this new construction of meaning as a form of harmonization between customs and Christian faith, thus preserving the customs without losing their theological orientation. Thus, the HKBP plays a role not only as a religious institution but also as a cultural agent that reimagines the meaning of customs to align with Christian spirituality.

Abstract

This study aims to analyze the empowerment model of people with physical disabilities through the ATENSI (Social Rehabilitation Assistance) Program at the Budi Perkasa Center in Palembang. The research uses a descriptive qualitative approach with Talcott Parsons' functional structural theory through the AGIL (Adaptation, Goal Attainment, Integration, and Latency) scheme. Data were collected through participatory observation, in-depth interviews, and documentation of nine informants who were purposively selected from 86 beneficiaries. The results of the study show that the ATENSI Program implements holistic empowerment through vocational training, mental-spiritual guidance, fulfillment of decent living needs (ADL), and entrepreneurial assistance in the form of productive tools. This program increases the independence of beneficiaries in the aspects of community survival skills, personal care skills, home management skills, and work-related skills. AGIL's analysis shows the function of adaptation through training and tool assistance, goal achievement through increased independence, integration through service coordination, and pattern maintenance through spiritual coaching. The main challenge lies in the suitability of skills to the needs of the job market. This research contributes to the development of a model for empowering persons with disabilities that is holistic, sustainable, and more responsive to social policies and the demands of the world of work.

Abstract

Music serves not only as entertainment but also as a medium of communication that conveys messages and meanings through song lyrics. One song that reflects philosophical values of happiness is Apa yang Tak Bisa by Rumahsakit. This study aims to analyze the meaning of happiness messages contained in the song lyrics using Roland Barthes' semiotic approach. This research employed a descriptive qualitative method with data collected through observation, documentation, and literature review. The analysis was conducted at the levels of denotation, connotation, and myth. The findings reveal that the lyrics portray happiness as the ability to accept life's realities, exercise self-control, and express gratitude for God's will. At the denotative level, the lyrics describe the experience of not always obtaining what one desires. At the connotative level, they convey the importance of sincerity, gratitude, and self-control in facing life. At the mythological level, the lyrics reinforce the belief that every divine decree is part of God's best plan for human beings. This study concludes that Apa yang Tak Bisa functions not only as entertainment but also as a medium for communicating philosophical values related to happiness, acceptance of life, and trust in destiny.

Abstract

Article reviews the Empowerment of Coffee Farmer Groups in Sedie Jadi Village, Bukit District, Bener Meriah Regency. The purpose of this study is to determine how the empowerment of coffee farmer groups in Sedie Jadi Village and also to determine the obstacles in empowering coffee farmer groups in Sedie Jadi Village. This study uses a qualitative descriptive research method with data collection methods through observation, interviews and documentation. Data analysis techniques used in this study are data reduction, data presentation and conclusion drawing. Based on the general results of the study, it shows that in general the empowerment activities of coffee farmer groups in Sedie Jadi Village, Bukit District, Bener Meriah Regency have been empowered in three stages, at the stage that is possible by providing counseling and dampening as well as basic capabilities possessed by farmer groups, at the empowerment stage carried out by providing training and assistance, at the protection stage it was found that coffee farmer groups are independent because they are able to carry out their activities without dampening from any party, building group cooperation and forming deliberation forums. The obstacles found by researchers indicate that coffee farmer groups in Sedie Jadi Village rarely receive direct counseling from PPL, coffee farmer groups have difficulty in applying for assistance and also difficulty in obtaining subsidized fertilizer. Empowerment of coffee farmer groups in Sedie Jadi Village, Bukit District, Bener Meriah Regency can be seen based on the Law of the Republic of Indonesia Number 19 of 2013 concerning Protection and Empowerment of Farmers, Regulation of the Minister of Agriculture Number 67 of 2016 concerning Development of Farmer Institutions and Qanun of Aceh Province Number 3 of 2020 Protection and Empowerment of Farmers. This research was conducted based on Kartasasmita's theory which contains 3 stages in community empowerment, namely empowerment, empowerment and protection.

Abstract

Beauty and care are no longer luxuries but necessities, so awareness of the importance of cosmetic products in everyday life is increasing, especially among women. This study aims to explore the influence of the relationship between customer reviews and influencer endorsements on purchase intention and actual purchase, moderated by trust, in local cosmetic products. The research method used is descriptive causality, with a quantitative approach and purposive sampling. Primary data were collected from 128 respondents who use local cosmetic products and are domiciled in Greater Jakarta (Jabodetabek) via an online questionnaire. Data analysis was conducted using Structural Equation Modeling-Partial Least Squares (SEM-PLS). The results of this study indicate that customer reviews and influencer endorsements positively affect purchase intention. Customer reviews positively affect purchase intention, with trust moderating this effect. Influencer endorsements positively affect purchase intention, with trust moderating this effect. Purchase intention positively affects actual purchase. The managerial implications of this study highlight the importance of customer reviews and influencer endorsements in increasing purchase intention, actual purchase, and trust, through transparency, product quality, and effective marketing strategies. It is recommended that future research consider the cultural context to understand the influence of customer reviews and influencer endorsements on consumer behavior of local cosmetic products.

Abstract

Islamic Human Resource Management (IHRM) is a human resource management concept that is founded on Islamic values by recognizing human beings as Allah's trustees who possess moral and spiritual responsibilities. Unlike conventional human resource management, which primarily emphasizes organizational efficiency and productivity, IHRM integrates the principles of the Qur'an and Hadith into every managerial function, including planning, recruitment, employee development, placement, and performance evaluation. This approach aims not only to achieve organizational objectives but also to promote individual character development and public welfare (maslahah). This study aims to examine the concept of Islamic Human Resource Management from an Islamic perspective, analyze the implementation of Sharia principles in recruitment and employee development, and identify the role of organizational culture in supporting the application of Islamic values within organizations. This research employed a qualitative approach using a library research method. Data were collected from academic books, national and international scientific journals, and other relevant scholarly documents. The data were analyzed through data reduction, data presentation, and conclusion drawing using a descriptive qualitative approach. The findings indicate that Islamic Human Resource Management is fundamentally based on the principles of amanah (trustworthiness), justice, professionalism, ihsan (excellence), and the concept of the right person in the right position. The implementation of these principles contributes to strengthening organizational culture, improving employee commitment and integrity, and fostering a more ethical, professional, and sustainable working environment within Sharia-based organizations.

Abstract

Aceh Jaya Regency is striving to develop its tourism potential into a leading destination through the implementation of RIPPARDA which includes potential identification, infrastructure development, promotion, and community empowerment, but still faces challenges such as limited human resources, community apathy, negative views on the benefits of tourism, and top-down management. This study aims to determine the persuasive communication approach taken by the government to the community by creating an interactive relationship achieved through communication convergence. The study used a qualitative method with data collection techniques from interviews, observations, and documentation studies. The research informants consisted of the government at the Aceh Jaya Regency Tourism Office, Pokdarwis, the local community, business actors and tourists. This study used the Convergence Model of Communication approach. The results of the study indicate that the process of developing superior tourist destinations in Aceh Jaya Regency does not fully reflect the convergence of meaning between the government and the community. This is caused by the still limited dialogic interaction, reciprocal participation, and equality in the process of information exchange and decision-making. Thus, it is necessary to strengthen two-way communication that is participatory and collaborative in order to achieve mutual understanding and create synergy in realizing inclusive and sustainable tourism development.
