Abstract

Law number 7 of 2017 has given a mandate to the Election Organizing Honorary Council (DKPP) as the body tasked with assessing and deciding the code of ethics for election organizers with a "Final and Binding" nature as stated in article 458 paragraph (13) meaning that there is no further effort other laws that can be taken, the implementation of the phrase "final and binding" is considered contrary to the Constitution because it can harm the constitutional rights of the organizers when the decision is wrong and cannot be corrected which can lead to disruption of the independence of the organizers as well as legal certainty and can disrupt the organizers' fair principle, then the judicial review was submitted to the Constitutional Court where the Constitutional Court decided that the phrase "Final and Binding" was contrary to the 1945 Constitution because DKPP was part of the general election organizing body and not other general judicial institutions. Continuing to the Administrative Court of course the decision has an impact on the ethics of the organizers, the formulation of the problem in this paper is how the impact of the decision of the Constitutional Court Number: 32/PUU/-XIX/2021 on the ethics of the organizers. This research is a descriptive qualitative research with a case study approach. The data used is secondary data, namely laws, decisions, regulations, books, journals and literature. The results of the study conclude that the decision of the Constitutional Court can have an impact on upholding the principles of Independent, Fair and Legal Certainty but also can not have any impact because 1. The nature of the decision of the Constitutional Court which is Declaratoir Constitutief 2. There is no norm in Law No. 7 of 2017 which regulates the obligation of the DKPP to implement the PTUN decision. 3. The ethical sanctions sentence in Law number 7 of 2017 is only directed at two organizing institutions, namely the KPU and Bawaslu.

Abstract

The Complete Systematic Land Registration Program is a simultaneous land registration activity for the first time throughout Indonesia in one village area where there are still people whose land has not been registered. The Complete Systematic Land Registration Program has been regulated in Presidential Instruction Number 2 of 2018 concerning Acceleration of Complete Systematic Land Registration throughout Indonesia. The purpose of this program is to accelerate the provision of legal certainty and legal protection of community lands in a sure, fair and safe manner. And this study aims to determine the effectiveness of the PTSL program at the West Aceh National Land Agency. This study uses qualitative research methods with a descriptive approach and data collection is done by interview. The results obtained in this study are the implementation of the PTSL program at the National Land Agency of West Aceh has been carried out in accordance with the Regulation of the Minister of Agrarian Affairs and Spatial Planning Number 12 of 2017 and the stages of implementing the PTSL program such as planning for location determination, preparation, formation and appointment of the Land Registration Adjudication Committee. Complete Systematic, counseling, physical and juridical data collection, data research/land inspection, completion of PTSL activities, recognition and granting of rights, bookkeeping and certificate issuance. Based on the research results, the implementation of the PTSL program at BPN Aceh Barat has been effective.

Abstract

This study was conducted in Pelalawan Province, Riau Province. This study aims to partially and simultaneously determine the impacts of Human Development Index, unemployment and economic growth in Pelalawan Province. The data used in this study are secondary data in the form of annual quantitative figures from 2006 to 2020. Data normality test methods, autocorrelation tests, heteroscedasticity tests, multicollinearity tests, multiple regression analysis, hypothesis tests, and coefficients of determination were used in this study. Data are processed in Eviews 9. As a result, we found the following. 1) Human Development Index has no significant impact on poverty rate in Regency Pelalawan, while Unemployment and Economic Growth has significant impact on poverty rate in Regency Pelalawan. 2) At the same time, the Human Development, Unemployment and Economic Growth Index has a significant impact on the poverty rate in Pelalawan Province.

Abstract

This study aims to analyze the Leadership Style of the Village Head, as the initial argument in this study, that village officials and village heads are the lowest community service base. This research is a type of qualitative research with research informants are the Village Head and Sungai Kedukan Apparatus, data collection using documentation, observation and in-depth interviews. The data analysis used consisted of data reduction, data presentation, and drawing conclusions. The results showed that the Village Head applied several approaches such as the Situational approach using the Hersey and Blanchard theory, namely Telling, Selling, Participating and Delegating, with this approach making it easier for leaders to improve performance in public services. With a leader, there are those who provide encouragement, input and guidance to subordinates or employees at work.

Abstract

The focus of the discussion of this study is how the strategy of the National Unity and Politics Agency in providing political education based on existing problems by increasing public awareness, especially among beginner voters in the 2024 election participation. Running well or not in the implementation of political education. This research method uses exploratory research with a literature study approach. The data collection technique used by researchers in this study is secondary data. The political education program for novice voters in Aceh Province has been implemented properly. However, this activity was hampered due to the impact of the Covid-19 pandemic, so the re-focusing of the budget resulted in various programs not running properly.
