Abstract

The COVID-19 Pandemic has struck many countries, including Indonesia. The Indonesian government has created and implemented various policies in dealing with this epidemic, from the central government to the villages. The COVID-19 pandemic response at the local level is regulated in a Village Minister Circular Number 8 of 2020. In tackling the outbreak at the village level, leadership that can embrace all stakeholders is required. This study examines further the collaborative leadership of Wali Nagari in mitigating the COVID-19 pandemic in Nagari Rancak in West Sumatra Province. The research approach used was qualitative with descriptive analysis. The research was conducted in five villages in West Sumatra Province. Data collection techniques in the form of interviews and documentation. This study concluded that the three Nagari Rancak, namely Nagari Batu Bulek, Nagari Sungayang, and Nagari Pakan Sinayan, did not apply collaborative leadership to the maximum, while the other two Nagaris, namely the Nyalo IV Koto Mudiek River Village and the Taram Nagari, had implemented a collaborative leadership model. With collaborative leadership, the Nagari’s Wali (leaders) could cover the limitations to overcome COVID-19 impacts in the village.

Abstract

Decree of the Minister of State Apparatus Empowerment and Bureaucratic Reform (KEPMEMPAN and RB) Number 10 of 2019 concerning the Establishment of Public Service Provider Units at Ministries and Institutions as the Location of Public Service Evaluation in 2019. It is said that there are 54 institutions / agencies which are locations for evaluating public services, from The 54 institutions / ministries of West Sumatra Province became one of the evaluation institutions in public services by the Ministry of Empowerment of the State Apparatus and Bureaucratic Reform, the institution which became a place for evaluating public services in West Sumatra was the Indonesian National Police. This study aims to describe and analyze what has been done by the Solok City Police Station in achieving good governance through bureaucratic reform. This research is motivated by Solok Kota Police to be the only institution in West Sumatra that has succeeded in carrying out reforms. This study uses qualitative research methods, data sources in the form of primary and secondary data. Primary data were obtained from interviews and observations, while secondary data were obtained from documentation. The results showed that the Solok Kota Police had succeeded in carrying out Bureaucratic Reform in the field of Public Services, this was proven by the Solok City Police receiving an award by Kemempan RB as the best service in 2018.

Abstract

This Research of district election committee secretariat as work principle in the regent and vice-regent election of Agam 2015. District Election Committee (DEC) Secretariat for the Agam Regent and Vice-Regent Election 2015 was appointed by the current Agam Regent. The regent who appointed the DEC Secretariat for the election of Agam Regent and Vice-Regent 2015 nominated himself to be the Agam Regent for the 2016-2021 period. This research uses the qualitative descriptive method and is intended to describe and analyze the principles of the electoral management bodies which apply to the DEC Secretariat in carrying out the Agam Regent and Vice-Regent Election 2015. This research uses 7 (seven) core principles of electoral management bodies, which are independent, impartial, integrity, transparent, efficient, professional, and willingness to serve. The result of this research shows that (1) District Election Committee (DEC) Secretariat for the election of Agam Regent and Vice-Regent 2015 could not fully exercise the principles of organizing election and (2) there are 3 factors that influence the DEC Secretariat in carrying out the Agam Regent and Vice-Regent Election 2015, which are regulation, communication, and competence. The appointment of district election committee secretariat by regent or mayor can affect of district election committee secretariat in carrying out the principle.

Abstract

Nagari Pakan Sinayan has been led by H.S. Dt. Kayo Nan Kuniang for the past two periods. In the first period, Wali Nagari Pakan Sinayan won the Provincial Wali Nagari competency competition. Whereas for the second period, Wali Nagari Pakan Sinayan succeeded in bringing Nagari Pakan Sinayan to an achievement as Nagari Rancak in West Sumatera. This article aims to describe and analyze the leadership of Wali Nagari Pakan Sinayan in achieving achievements as Nagari Rancak. Problems are analyzed using the four components of transformative leadership by Robbins and Judge. The method used is qualitative with a descriptive analysis approach. The results showed that Wali Nagari Pakan Sinayan Banuhampu District Agam Regency has implemented a transformative leadership model. Wali Nagari Pakan Sinayan pays attention to the community and draws himself closer to sitting together with the community not only in official forums. Furthermore Wali Nagari Pakan Sinayan also implemented participatory planning to stimulate the community to issue ideas in development. Furthermore, Wali Nagari is a figure that motivates and gives influence to all nagari communities. Wali Nagari pays attention without distinguishing the jorong who supports him or not in the Nagari Election. Keywords: Transformational Leadership, Wali Nagari, Nagari Rancak

Abstract

Demokrasi deliberatif berusaha mengubah kebijakan pemerintah melalui diskusi yang argumentatif. Lembaga Kerapatan Adat Alam Minangkabau (LKAAM) Kota Solok merupakan intitusi yang berusaha aktif membantu pemerintah Kota Solok dalam merumuskan kebijakan publik melalui diskusi yang argumentatif. Penelitian ini mendesripsikan bagaimana pelaksanaan prinsip demokrasi deliberatif masyarakat Minangkabau. Penelitian ini menggunakan pendekatan kualitatif untuk melihat proses pelaksanaan prinsip demokrasi deliberatif. Proses pelaksanaan prinsip demokrasi deliberatif LKAAM Kota Solok merupakan kehendak dari masyarakat adat yang memberikan kewenangan kepada pemimpin adat untuk menjembatani kepentingan masyarakat dengan pemeritah dan sebaliknya. Informasi dari masyarakat diproses dalam kesepekatan bersama (musyawarah rutin) dan kemudian disampaikan kepada pemerintah. LKAAM Kota Solok juga berperan dalam mengkritisi kebijakan yang dikeluarkan oleh Pemerintah Kota Solok.

Abstract

Nagari Sungai Nyalo is one of the Nagari that applies the principles of governance to be able to advance the development of Nagari, and the welfare of the Nagari community. So, the community will be encouraged to participate in the governance process in Nagari. This research is aim to describe Local Governance Achievers in Sungai Nyalo IV Koto Mudiek Village, Batang Kapas District, Pesisir Selatan Regency. The research method used is qualitative with interview and documentation data collection techniques. Descriptive research type. The results showed that even though Nagari Sungai Nyalo IV Koto Mudiek won the Nagari Achievement competition, however, Governance was still not very good. This can be seen from (1) Accountability, the Government of Nagari Sungai Nyalo IV Koto Mudiek has interacted with the community at the decision making stage, but the socialization of the decision is still lacking (2) Transparency, the Government of Nagari Sungai Nyalo has been transparent, but still lacking in the absence of a website Nagari, and financial disclosure are still lacking (3) Participation, Community and Government have interacted well to increase community participation in the implementation of the Nagari Government.DOI: https://doi.org/10.26905/pjiap.v4i1.2432

Abstract

Untuk mewujudkan peningkatan angka konsumsi ikan nasional, pemerintah menyuarakan agar masyarakat untuk terus meningkatkan pola konsumsi ikan dengan dengan meluncurkan Program Gerakan Memasyarakatkan Makan Ikan (Gemarikan). Program Gemarikan ditujukan guna mendongkrak tingkat konsumsi ikan di masyarakat melalui kegiatan yang dilaksanakan secara masif dan berkelanjutan, hal ini karena ikan memiliki banyak manfaat terhadap kesehatan dan kecerdasan manusia. Pendekatan yang digunakan adalah pendekatan kualitatif dengan tipe penelitian deskriptif, Kabupaten Sijunjung merupakan salah satu daerah yang melaksanakan Program ini dengan melakukan berbagai kegiatan dan bekerjasama antar pihak. Namun, dalam pelaksanaanya masih terdapat kurangnya anggaran dan kurangnya sumber daya manusia.

Abstract

Since the Covid-19 virus arrived in Indonesia in early 2020, it has altered the order of life in the country, including the order of education. COVID-19 affects a variety of community groups, including students. Because the Covid-19 virus spreads through human-to-human contact, the process of learning and teaching activities in schools that were initially carried out face-to-face were immediately changed to methods other than face-to-face. Padang Panjang City is one of the small towns in West Sumatra Province that has been affected by the Covid-19 virus's spread. Due to the high spread of the Covid-19 virus in the City of Padang Panjang in mid-2021, the Padang Panjang City Government has participated in implementing the policy of Enforcement of Community Activity Restrictions (micro-based), which has an impact on teaching and learning activities that are also carried out online. 100% actually work from home. However, there are still violations committed by educational institutions in the City of Padang Panjang in the implementation of the ECAR (micro-based) policy, for example, teaching and learning activities are still carried out face-to-face. The research method used in this study is qualitative descriptive research.

Abstract

The existence of the Nagari Government as the foremost government is expected to improve the welfare of the community. In 2016 the poverty rate in Solok Regency reached 10% of the total population of 363,684 people, where this poverty was caused by food poverty. Even though in 2017 the poverty rate decreased, poverty remains high. For this purpose, this community service activity aims to introduce innovative concepts in managing the nagari government so as to produce a module that can become a blueprint for a governance concept in the concept of smart villages. These two adjacent Nagari can support each other and become a pioneer for other nagari, especially the advanced nagari to rise at the Village level or Nagari with an independent village index. This activity cover several things, namely 1) Introduction of the concept of smart rural. 2) Identification of smart rural dimensions that have developed and need to be developed. The result of this activity was that in Nagari Selayo and Nagari Koto Baru, Kubung District is preparing to go to the smart village. There are still many steps that need to be done, especially related to the readiness of human resources and also Nagari Government institutions and also community participation. Because the key to the success of the realization of smart villages is the active involvement of all elements involved, with the support of qualified information technology (ICT).
