The Indonesia Journal of Business Administration(IJBA) is a business journal that bridges the gap between business research and practice, evaluating and reporting on new research to help readers identify and understand significant trends in their fields. The IJBA seeks to publish papers relating to business, broadly defined. It publishes articles that address both theoretical and practical issues in the broad areas of Business Strategy and Marketing, People and Knowledge Management, Entrepreneurship and Technology Management, Decision Making and Strategic Negotiation, Operation and Performance Management, and Business Risk and Finance.Contributing academicians and researchers are encouraged to address a variety of concerns relating to all areas of business. We also encourage students to use an interdisciplinary approach to analyzing a topic, which often yields interesting and novel papers. The published articles provide valuable insight into matters of broad intellectual and practical concern to academicians and business professionals. The Journalis published three times a year: in April, July and October. The journal is mainly an outlet of MBA ITB students to publish their final project works, although it also accepts articles written by students at masters level from other institutions. A published paper is an honor that will be unambiguously beneficial for professional and academic careers, especially for those who want to attend graduate/professional schools. This means that papers written in relations to Accounting, Economics, Finance, Marketing, Management, Operations Management, Information Systems, Business Law, Corporate Ethics, and Public Policy all qualify for submission. Abstract

With increasing industry sector in Indonesia, lead to higher demand for industry raw materials especially in natural resources industry. PT. Ina Touna Mining, a national private company in Indonesia is conducting mineral exploration of iron ore in Tojo, Tojo Una Una regency, Central Sulawesi province for 8 years concession period. In its efforts to get the licence in conducting its business, author create the investment feasibility study which will calculate the cash flow in the 8 years concession period. Abstract

The Logistics department in Rumah Sakit Ibu dan Anak Kenari Graha Medika (RSIA KGM) where this research is the department that act as the key of cost structure of firm that support the whole operation. The department focused on targets that stated as goals to be achieved that consist of stock, store supplies, administration, distribution to units, monitor and control, and response. Currently logistics department couldn’t fulfill the target of their operation. The root cause of the research is the lack of standardized operational guidelines. The root cause is causing confusion in the department that resulting lost sales, defect supplies, and expired supplies. The method that used to reach the goals is open system model. The model acts as the guide to make a better system. The model which draws the input-throughput-output model with feedback looped to adapt throughput to the environment. The environment consist of all elements outside the system that have the potential to affect that all part of the system. The result will generate feedback that will be used for future transformation. The solution in this research will show the procedure of all logistics activities. Logistics activities in RSIA KGM consist of 6 main activities, they are order supplies, accept and check supplies, store supplies, grant request of supplies, return supplies, and documentation. The usage of stratified random sampling, colored tag, control card, Reorder point, and risk mitigation plan will become the way for logistics department to reach their targets. Even though the old system is simpler, but it is subjective and have disorganized activities. Abstract

Looking forward business situations, management  of PT Krakatau Steel (Tbk) including Direct Reducton Plant (DRP),  tries to increase employee productivity by streamlining the organization and letting position left by retired person empty, but on the  other side there is a generation gap between experienced existing personnel and new hired employee. Another aspect in DRP is increasing capacity by implementing Zero Reformer Process (ZR) and decreasing raw material handling stockyard which is used by new Blast Furnace (BF) project,  Decreasing person and increasing capacity may bring operational difficulties and not optimal in DR Plant  maintenance. To achieve productivity targets and avoiding operational and maintenance difficulties, there are two major possibilities, 1. Not outsourcing which are: keeping current  organization and contract scheme condition (do nothing), applying new organization structure which eliminating and merging some position, and operating without any outsource personnel. 2. outsourcing, which are: manpower contract for Operation & Maintenance (O&M)., maintenance service contract, full maintenance contract (include spare part) and Full O&M Contract. Each option is given the advantage, disadvantage and constraints including cost, risk and also  government regulations . To choose options, we use AHP process, comparimg each alternative with predicted cost and risk factor for each option. The result of the study brings Operation & Maintenance Contract (O&M) is the most suitable among options. Implementing this option may need preparation in reviewing existing contract and preparation in completing equipment data and procedures. This study took part in pellets raw material handling process which decision steps can also be applied to other location in DR Plant and possibility for whole factory. Keywords: maintenance , raw material handling, not optimal,  risk, AHP, outsourcing.

Abstract

— Snack industry has a rapid growth today. One industry that is involved in snack industry is CV Seruni Snack. CV Seruni Snack is a producer of Palembang Crackers. Last several months ago, CV Seruni Snack faced some problem. One symptom that emerge from the problems encountered by CV Seruni Snack is there are a lot of employees who resigned in recent months. From the interview, it was found that most of the employees have a low engagement level. This low engagement level caused by two things, that are inadequate salary and lack of business owner’s attention. The company itself cannot provide an adequate wages to their employees because of the small profits that it got from the Palembang Crackers production activity. This paper propose the solution to overcome the problems of CV Seruni Snack from two sides, that are operational and human resource management. From the operational side, improvement of the production method is proposed to increase the effectivity and the efficiency of the production process so the profit will increase. From human resource management side, this paper propose the implementation of piece rate wage system, leadership practices according to Kouzes and Posner, and job rotation. Key words: engagement, piece rate wage system, leadership practices

Abstract

Bureaucracy reform that happens in BPK is intended to create high performing government. However, BPK still have issues on HR management system, especially on performance appraisal process or MAKIN. MAKIN in BPK hasn’t been a base for compensation for an employee and hasn’t adopted the best practice. Good organizational performance comes from the auditors’ positive behavior. The behavior can be built by improving motivation, enhancing ability, and conquer environmental obstacle. This research will focus on improving employee motivation and try to apply HR interventions as a solution. The research shows that performance appraisal, coaching and mentoring, management and leadership development, reward system, and career planning and development interventions which have 40.96%, 6.45%, 4.43%, 2.30%, and 1.84% effect on auditors’ motivation. Therefore the solutions’ implementation are policy formulation for performance appraisal process improvements, career development based on performance appraisal, compensation and promotion based on performance appraisal, and improvements for employee participatory in organizational goal setting; develop IT database system for MAKIN; create training for performance appraisal raters; career counseling program; and coaching and mentoring program. Keywords: organizational effectiveness, bureaucracy reform, performance appraisal, motivation

Abstract

Airline industry is one of the areas of business that affected by economic growth in Indonesia. According to Ministry of Transportation, the number of domestic and international passengers has increase from 2009 until now. Meanwhile, according to Minister of Tourism and Creative Economy, Indonesia is the third in the world in middle-class society people after China and India. This conditions stimulate grow in Low Cost Carrier (LCC) airlines industry. Citilink is a low-cost airline headquartered in Jakarta, Indonesia. It was established in 2001 as a low-cost subsidiary of Garuda Indonesia. The competition among LCC aviation is very competitive in Indonesia. Nowadays, features given by every LCC airlines is more sophisticated, this condition impact Citilink service to be more perfect both in tangible and intangible part for increasing customer satisfaction.The focus of this thesis is to find a solution that can help Citilink to increase the market share. Author gather a data based on interview with Citilink managements, collecting questionnaire about perception and expectation of Citilink by consumers, and analyzing business situation (external analysis and internal analysis).  The analysis shows that the root of the problem that caused the lost market share of Citilink Airline is the low level of customer satisfaction, human resources that existed at Citilink Airlines.To solve the business issue faced by Citilink, author proposes improvement strategy formulation based on the data gathered. Some service strategies recommendations are proposed to respond these conditions. The resulting strategy is to improve the quality of supporting crew as human resources and optimizing use of technology advance to increase efficiency in Citilink activity.

Abstract

Land Transportation Sector is part of the Department of Transportation West Java Province which has the authority to handle land transportation in West Java province. Performance of land transportation sector can be measured using indicators that reflect increased land transportation services in accordance with Law No. 22 of 2009. The root of problem obtained from the translation of the issues highlighted faced by the Land Transport Sector was it does not have a data report, it has no measurable performance variables; do not have an adequate system performance, and the difficulty to find data. Objective of this final project is to make a proposal of the performance management system for Department of Transportation West Java Province in Land Transport Sector. Performance management system that the most appropriate is Integrated Performance Management System. The method of collection data is use available literature as the primary data, and conduct a SWOT analysis. Integrated performance management system has three perspectives, namely the output of the organization, internal processes and resource capabilities. Perspective of organizational output using non-financial aspects of 4 measurement indicators and 22 measurement indicators recommendations derived from overseas. Internal process perspective aspects of innovation use 1 indicator and 4 indicators for this aspect of the operation. Perspective of resource capabilities have 6 indicator using human resources aspects, technology resource aspects and organization resources. Every indicator of each aspect made the measurement indicators, responsible person for each indicators, standards and performance targets to be achieved. Performance results can be displayed in the view that the proposal submitted. From the results of subsequent performance to do review of the appeal by Department of Transportation Central Java Province and the Department of Transportation and road & transport East Java Province. Abstract

As one of the biggest State-Owned Enterprises (SOE) in Indonesia in the field of construction, ADHI's performance always depends on goverment policy. To support governance reform ahead, ADHI saw the opportunity to expand their work into investment, power, and realty. Therefore, ADHI establish new company programs including  the establishment of knowledge management (KM) starting in 2009. This study main purpose is to see how well the implementation of KM in ADHI, and how to develop it better. The quality of KM explored through analyzing ADHI's external and interal organization using PESTEL and McKinsey's 7-S framework to form SWOT Matrix. Zack's KM analysis model later enable to confirm knwoledge gap within the company as the problem to solve. ADHI's new scope of work and poor system information become the main aspects of their knowledge gap cause. ADHI needs to develop short, medium, and long term innitiatives to perfected KM implementation in ADHI. Short-term means to develop system information and training, medium means to develop system to acquire expertise knowledge, and long-term means to expand their expertise in designing and finishing projects. Keywords: Knowledge, Human, Information

Abstract

PT. Pikiran Rakyat Bandung (PT. PRB) is a region-level conventional newspaper company positioned on the 8th biggest market share of newspaper in Indonesia with 5.89% market share in year 2005. Today, the using of mobile phone and internet has risen to 62% and 42%. Indonesians are expected to be very responsive to the development of gadget and internet. This era is feared by PT. PRB can bring down the company. One of the symptoms is the decreasing of the revenue from year 2010-2012 by 1.4% in year 2011 and 3.12% in year 2012. The company has intention to do early precautionary strategy before the decreasing goes too far. Methodology in this final project is by evaluating the external and internal environment in order to get the SWOT. From the SWOT, corporate strategy can be created using TOWS matrix and Grand Selection Matrix. The building of the Grand Selection Matrix is supported by IFAS and EFAS table. After generating the corporate strategy, evaluation is done using cost and benefit analysis. Using the method above, it is found that the score of IFAS and EFAS are 2.21 and 2.00 respectively. Therefore, it is located in the third quadrant which is retrenchment strategy. The cost and benefit analysis resulting weighted score of 1.63 for conglomerate diversification which is the best solution for the company. Abstract

Basic metal industries, which include steel industry, are very sensitive to raw material costs. As a result, volatility and rate of increase in raw material costs have a significant impact on the sustainability of the steel industry. To offset the margin pressure due to the current problem, the company should focus on improving operational efficiency by running various programs in order to reduce operating costs and improve the quality of the output. As a complement to these steps, this paper will specifically introduce the Decision Support System (DSS) to solve production scheduling issue in steelmaking operations. The purpose of the scheduling are to reduce the waiting time between the processes in the steel making as well as to increase the yield, which in turn can be used to reduce the cost of production. The simple loading heuristics with forward and backward loading will be used to solve scheduling problems.The basic idea of the proposed system is to treat Continuous Casting Machine (CCM) process as a capacity-constrained resource. On this approach, CCM treated as a determinant of the production rate to entire system. Time scheduling in the steelmaking operation have high complexity due to the strict requirements and uncertainties. The design solution using the DSS is intended also to anticipate when the assumptions fail or not fulfilled, so that manual intervention is needed to bridge the gap in making a feasible schedule.DSS would have an important role in daily operation of steel making to reduce cost. This role will become a vital role in the future, in line with the use of hot metal from the Blast Furnace to Electric Arc Furnace (EAF), since arrival of hot metal would occur periodically in a certain time interval. Keywords: Steel making, Scheduling, Theory of Constraints, Decision Support System
