The Indonesia Journal of Business Administration(IJBA) is a business journal that bridges the gap between business research and practice, evaluating and reporting on new research to help readers identify and understand significant trends in their fields. The IJBA seeks to publish papers relating to business, broadly defined. It publishes articles that address both theoretical and practical issues in the broad areas of Business Strategy and Marketing, People and Knowledge Management, Entrepreneurship and Technology Management, Decision Making and Strategic Negotiation, Operation and Performance Management, and Business Risk and Finance.Contributing academicians and researchers are encouraged to address a variety of concerns relating to all areas of business. We also encourage students to use an interdisciplinary approach to analyzing a topic, which often yields interesting and novel papers. The published articles provide valuable insight into matters of broad intellectual and practical concern to academicians and business professionals. The Journalis published three times a year: in April, July and October. The journal is mainly an outlet of MBA ITB students to publish their final project works, although it also accepts articles written by students at masters level from other institutions. A published paper is an honor that will be unambiguously beneficial for professional and academic careers, especially for those who want to attend graduate/professional schools. This means that papers written in relations to Accounting, Economics, Finance, Marketing, Management, Operations Management, Information Systems, Business Law, Corporate Ethics, and Public Policy all qualify for submission. Abstract

Abstract - PT. ACER Indonesia, is one of the IT products company which producing PC, Notebooks, Projector, Desktop, and AIO products. The company has been well known in Indonesia with ACER brand, as the producer of mass products Notebook. Most of the well – known products from ACER are the middle – low products with Celeron and Pentium processor. As the increment trend shows since early 2016, company is converting its business focus to the premium segment laptop. This thesis is an initial scientific attempt to determine the marketing strategy in order to penetrating and strengthening the brand in the premium segment market share. The project study used in this thesis is ACER premium product line up, which are ACER Switch Alpha 12, ACER E5-475G Core i7, ACER Swift 3, ACER SPIN 5, ACER Swift 7, and ACER Spin 7. Writer will identify the marketing and branding strategy that currently apply to those products and further identify the results in the market which reflected from the market survey and also market share data from GfK Retail and Technology, which finally can concluded the solution to penetrate and strengthen the brand in the premium market segment. As a result of the research, it was determined that ACER has already manufactured the right products to compete in the premium market segment. However market still have low knowledge regarding brand’s premium line up and ACER brand recall is still correlating the brand as the strong player in the medium – low laptop market. As the solution for this issue, ACER need to increase the brand equity and awareness by doing more strategic marketing activities which focusing to explore and introducing its premium products to the market. Abstract

Abstract - The growth of technology, the ease of using applications, penetration of communication networks that cover all corners of the country and the dream to educate the nation with its existing technology capacity. Telkom as the largest telecommunication state-own company in Indonesia and one of the biggest in the Southeast Asia region should be able to provide the best service for the customer and nation particularly. Optical cables and submarine cables extending across most of Indonesia territory are still not able to serve these needs and also the risk of being disturbed is also high, moreover terrestrial radio that has only a maximum range of 30 kilometers and high operational costs. Therefore, Satellite is a very appropriate solution to overcome the above problems. The range is very wide, and can be able to unite the archipelago, but the satellite capacity owned by Telkom and other local satellite operators currently have not been able to serve all these needs. Scenario planning analysis is a method used to develop a strategy if a company has to face a situation such as changing in demand, changes in national and regional economic conditions, international expansion plans and investment plans over a period of time eg 5 years. Based on interviews with internal and external satellite business unit teams, there are several uncertain factors that can affect decision making such as "demand of transponder" and "business investment feasibility". Then those uncertainties is used as the axis to create 4 quadrants with high demand and low investment feasibility and then categorized into 4 types of scenarios, such as "ducking", "projection", "calming" and "growth" scenarios. From these four scenarios can be formulated three possible strategies that can be applied by the company when facing various conditions that will happen, the three strategies are major investment, option investment and operation focus.Keyword: Satellite, Transponder, Scenario Planning, Demand, Supply, Strategy

Abstract

Abstract. PT. Saratoga Investama Sedaya Tbk as one of the investment companies in Indonesia and has many subsidiaries. The company focuses on investing in three business sectors, namely natural resources, infrastructure, and consumers. Assessment related to investment opportunity, become more important for the company. The assessment can be seen from several aspects, one of which is the assessment of the financial aspects of the company. The objective of the study is to carry out an assessment of financial aspect whether financially the subsidiary is classified in a very healthy company, healthy, and unhealthy respectively. The method used in this study is Financial Ratio Analysis, which is classified into four categories: 1. Profitability; 2. Liquidity; 3. Solvency; and 4. Activity Ratios. The results of this study will be validated by using: 1. the Decree of the Minister of State Owned Enterprises no. KEP-100 / MBU / 2002 on the health assessment of State-Owned Enterprises and 2. The Weighted Average Cost of Capital (WACC) of each subsidiary. The data used in this study is derived from the audited financial statements of each subsidiary:  ADRO, MPMX, NRCA,TBIG, and PALM during the last three years of the periods 2013 – 2015. Abstract

Abstract. Purpose- the purpose of this research is to analyze the development of Balanced Scorecard by strategy map that has been done in the Education and Training Unit for Underground Mining (ETUUM) using a system dynamic. Design/methodology - the use of system dynamic to develop the conceptual model from the balanced scorecard perspective which requires a variety of information that collected through observation, interview and document collection and secondary information. The conceptual model is intended to describe the condition of the organization as a virtual world that can provide a clearer picture of how the complexity of the organization. The conceptual model is also used as a tool to test the performance and strategies for the future. That it is important to note is that the model is the actual condition of the organization in the real world and focus on key variables even though some assumptions. In this study using four scenarios.Finding- to get sustainable business and the competitive advantages ETUUM strategy must include development in the learning and growth perspective (organization competency), the internal business process (NSPC and training program), as well as the customer perspective).Limitations– The research was done only in ETUUM organization and based on the hypothesis of literature and cases in ETUUM. The research can be spread more by analyze a whole of ETUUM Balanced Scorecard.Implications - research models can be developed further more to analyze the causal relationship between various indicators in the non-profit organization. With understand the causal relationship, the organization strategy more easy to decide, and the research can be developed in other government organizations, and comprehensively conducted from various Balanced Scorecard perspectives.Originality - this research is only a small part of the implementation of the Balanced Scorecard research, especially with system dynamic for government agencies are engaged training business in Indonesia. Keywords: Balanced Scorecard, dynamic system, organization strategy, cause and effect. Abstract. Abstract. In accordance to Law No. 23/2014, the energy development are also responsibility of the Local Governments, but, the Central Government still have to intervene funding through the Special Allocation Fund (DAK) since 2011. In 2016 changes made to the mechanisms in the preparation of DAK allocation, where previously based on the calculation from Central Government (Formula Base) became based on the proposals from Local Government (Proposal Base). So, it is necessary to analyze impact from that changes and develop policies to response. This research was conducted by using “policy analysis”, “system thinking” and “CATWOE Analysis”And the result are: (i) the policy problem are the good proposal dominated from no DAK priority locations, Issue related to political aspect, Possibility an intervention; (ii) the policy performance are Local Governments not able to absorb DAK allocation maximally; (iii) the policy futures are Local governments expected can show their independence by developing the energy sector using Local Government budget, so the MEMR responsibility only as an energy sector regulator; (iv) the policy action are maximize the role of MEMR unit such as R & D MEMR, HRDA MEMR and DG EBTKE; (v) the policy outcomes  is Improve the renewable energy composition in the energy mix, and for the alternative policy is to Establish a non-structural Institution and the duties are to collect funds from funding agencies and doing coordinate cross-institutional and local government to build renewable energy.Keywords Energy Policy, the Special Allocation Fund (DAK), Autonomous Region, Policy Analysis, Systems Thinking

Abstract

Abstract. PT.VINYSEA as major producer of Liquid Caustic Soda (LCS), Vinyl Chloride Monomer (VCM) and Polyvinyl Chloride (PVC) in Indonesia is affected by increment of energy cost, such as electricity and fuel price. It also leads manufacturing cost of the main products LCS, VCM and PVC are high to begin with, and tends to increase within the last 4 months, about 19%, 4% and 3% respectively. 3 research questions rise to overcome the situation. Methodology of research is conclusive positivism, since reaching decision making by applying quantitative methods of data collection and data analysis. 5C analysis technique is used to analyze business situation and identify the factors involving the view point of Competitor, Customers, Collaborators, Climate and internal Company. Assessment of 5C was conducted using fishbone diagram analysis to find out the root causes. As a solution of question no (1) Raw materials and energy sectors have big contribution by 60% and 20% respectively, (2) several actions plan to implement (i) optimization of 5 Chlor Alkali Plants’ operation load arrangement using new correlation chart, (ii) changing periodical membrane replacement at electrolysis by shorten the existing schedule, from 4 to 2 years (iii) implementation of Energy Management System. By implementing these activities. PT. VINYSEA will potentially gain cost saving 3% energy cost. Furthermore solution no (3) building own Power Plant shall be considered for long term planning. It has potential reduction about 4% operating cost. Abstract

Abstract – Indonesia has total population of 255.500.000 persons in 2015, followed by 430% growing rate of internet user populations for the last five years, and it became the second fastest growing internet user populations in the world. Indonesian Government IT spending also expected to increase and continue to account around 25% of the IT market. This condition could be a potential market for the Information, Communication, and Technology industries. Due to the information confidentiality, the subject of this research would refers to PT. ABC as the subject of research. PT ABC, is one of the state-owned company that fully owned by the Indonesian Government. While according to the gap analysis shown that since fiscal year 2012 to 2015 the company suffered from negative revenue growth. According to the Root Cause Analysis process using Current Reality Tree techniques, the identifiable root cause of the current business issues is started from poor planning of product line portfolio selection.  The tools that would be used for the assessment process for this research is Analytical Hierarchy Process. Fundamentally, the Analytical Hierarchy Process methods works by developing priorities for alternatives and the criteria used to judge the alternatives. Priority assessment using Analytical Hierarchy Process with BOCR control criteria has been conducted to prioritized product portfolio selection, it suggest that the characteristics of managerial in PT ABC would prefer Benefits 52,34%; Costs 26,67%; Opportunities 14,60%; and Risks 6,39% respectively. In accordance to those managerial characteristics, it suggest that the Management in PT ABC should consider to prioritized on Product Line A 49,83%, Product Line B 28,74%, and Product Line C 21,43% respectively. Keywords: Analytical Hierarchy Process, BOCR, Current Reality Tree, ICT Industries, Negative Revenue Growth, Strategic Busines Units, TOWS Analysis.

Abstract

Abstract. Implementation of activities and budgets in the HRDA-EMR has not been in line with expectations. One indication is the absorption of the budget that has not reached the set target and is still concentrated at the end of the budget year. Budget absorption is one indicator that can indicate the success of the program or policy conducted by the HRDA-EMR. By using qualitative descriptive method, this research is intended to analyze the factors that influence budget absorption. This study found that planning, administration and regulatory factors were the main factors affecting budget absorption in all work units at the HRDA-EMR. Good planning and supported by an organized administration will greatly help the level of budget absorption. In addition, internal control system is required from the beginning of planning in order to detect the possibility of early budget absorption failure. Internal control system also has an important role to know the development of budget absorption. Meanwhile, to speed up the absorption of state budget, it is necessary to monitor the control through monitoring and evaluation of activity and budget routinely so that all problems and obstacles during the implementation process of the budget can be found solution and its solution.Keywords: Absorption, Budget, internal control system, monitoring and evaluation

Abstract. The Human Resources Development Center of Oil and Gas have a duty to carry out human resource development in the oil and gas sector. One of the very important energy sectors in Indonesia is an oil and natural gas. The management is good against this sector will give to the progress of Indonesia. In the current situation, the quality of Human Resource Development Centre of Oil and Gas declined. There is caused by lack of knowledge management activities, regeneration of lecturers and no activity that accommodates the activities of process knowledge management knowledge sharing activities i.e. mainly between senior and junior, as well as the exchange of knowledge with the workers in the oil and gas industry. This research aims to make a proposal for the design of the implementation model of Knowledge Management (KM) on the lecturers and instructors in Human Resource Development Centre of Oil and Gas. The method used is the study of literature, perform data collection through surveys, and interviews. The proposed design of the implementation model KM will be developed with an emphasis on communication as well as the selection of appropriate technologies so that the implementation of this model of KM will be capable of accommodating knowledge sharing. The important point is the success of the application of KM is the existence of communication as well as a strong leadership skill. Abstract

Abstract – Coffee is an important beverage for most of society around the world. Not only for consumers’ delight of drinking it, but also for its economic value for the coffee beans producing and exporting countries, such as Indonesia. However, local consumption of coffee beans in Indonesia is still low, compared to another coffee importers countries. Another issue of Indonesia is illegal logging, which related on preservations of its rainforests. JRC is a coffee specialty producer and roaster in Jakarta, which try to convince and stop illegal logging in the fragile eco-systems yet still generate income for local people by introducing intercropping method, on growing coffee in the forests. The increasing growth of Indonesian middle class society resulted of lifestyle changes in the society, and cause the increasing of coffee consumption by local consumers. Based on these opportunities, JRC trying to increase its target sales, but the changed in the number of sales are not significant. The purpose of this final project is to create business strategy in order to increase target sales of JRC in Jakarta area. Research methodology of this final project using both quantitative and qualitative approach. For quantitative method, approach is taken by handing questionnaire to the respondents. Meanwhile, qualitative data is done through interview with credible subject matter experts from the company. Conceptual framework of the final project using both internal and external analysis. In internal analysis, will be conducted using STP analysis (Segmentation, Targeting, and Positioning), Marketing Mix using 4P’s (Product, Place, Pricing, and Promotion), Value Chain analysis and analyzing primary data from interview. While external analysis use PESTEL analysis (Political, Economic, Social, Technological, Legal and Environmental), Porter’s 5 Forces, analyzing primary data from questionnaire distribution and analyzing competitor. The results of both external and internal analysis will be used to evaluate in SWOT Analysis (Strength, Weakness, Opportunity and Threat). Strategy formulating for business solution will be conducted using TOWS matrix that related to all factors in SWOT analysis.
