Abstract

In the way to face demographic bonus in Indonesia, it is important for the government to maximize the absorption rate of young people in the labor market. For this reason, it is necessary to conduct an analysis of youth in the labor market. Not in Employment, Education or Training (NEET) statistics can accommodate analysis of youth in the labor market. Compared to unemployment statistics, NEET statistics are able to provide a more comprehensive analysis of youth. In Indonesia, the NEET rate tends to be high and stagnant above twenty percent. However, the analysis related to NEET in Indonesia has not been widely carried out. In this study, analysis was carried out with a quantitative approach. The unit of analysis in this study is individuals aged 15-24 years with a coverage area throughout Indonesia. This study uses secondary data in the form of raw data, namely Sakernas August 2017 data. The analytical method used is the binary logistic regression method. In this study, it was found that the interaction variable between sex and marital status, the interaction variable between marital status and age, the parental education variable, and the disability variable affected the NEET status at a young age in Indonesia.

Abstract

Agriculture, forestry and fishing is the highest workforce in Central Java Province with 4,608,261 people work in it. Despite being the third highest GDRP in Central Java Province 2020, this sector is ranked bottom sixth on productivity per capita. This issue can be seen from several aspects of employment such as the age of the workforce, education level, and type and status of work. This study using qualitative descriptive method to explain the condition of agriculture, forestry and fishing labour in Central Java Province by analysing National Workforce Survey (Sakernas) for the period of August 2016-2020. The result show that several conditions such as ageing workforce, lower education labour and subsistence agriculture dominant-farming system conduce the productivity per capita is low.

Abstract

In order to prepare the availability of competitive and work-ready human resources from Islamic boarding schools to meet workforce needs, the Ministry of Manpower provides space for communities in Religious Education Institutions and/or Non-Government Religious Institutions to synergize in programs related to job training. The study aims to measure impact indicators and analyze the factors that influence the achievement of the impact of the Graphic Design Training Program at BLK Komunitas As Syifa Depok City based on aspects of input, activities and outcomes. This research is a summative evaluation with quantitative approach. The sampling technique used stratified random sampling as many as 84 samples to a population of 112 people. Data analysis in this research is descriptive univariate and bivariate, using SPSS for data processing. Bivariate analysis was conducted using cross tabulation with Chi-square (?2) test and Kendall’s Tau. Research concluded that impact indicators outcomes are as follows: 1) Working alumni are as much as 25 respondents (49%); and 2) Entrepreneurial alumni are as much as 5 respondents (9.8%). Whereas the rest are respondents with work status of not yet work for several reasons, such as proceeding on education as much as 10 respondents (19.6%) and or still looking for job vacancy as much as 11 respondents (21.6%). Indicators on outcome variables that affect the impact of the graphic design training program at BLKK As Syifa are Soft skills indicators and indicators of knowledge of business/work opportunities in the graphic design field.

Abstract

Sistem Informasi Ketenagakerjaan (Sisnaker) is the implementation of e-government at the Ministry of Manpower which is intended so that the public can easily access employment information and services. To find information, people usually use search engines. Sisnaker must be on the front page of the search engine page so that it is easily found by the public. This study analyzes the application of search engine optimization (SEO) on sisnaker with automated tools such as Google Analytics, Moz Pro and Ubersuggest. The method used is a descriptive method by describing the results obtained from the SEO automatic analysis tool. The result is that the implementation of SEO sisnaker is good, but some things need to be improved.

Abstract

The 1945 Constitution of the Republic of Indonesia as Indonesia’s Constitution firmly mandates the state to develop social security system but not firmly mentions particular social security system that must be chosen by the state. Now the social security system which is chosen by the government is The National Social Security System (SJSN). In order to administrate The National Social Security System the government had made The Social Security Administration Body (BPJS) to administrate social security programs which were administrated by The State Owned Enterprises (BUMN) before. The objective of the research is to know the suitability of The National Social Security System (SJSN) and The Social Security Administration Body (BPJS) with The 1945 Constitution of the Republic of Indonesia’s mandate in the social security field. This research used the normative law research method. The normative law research method is the research method that uses secondary law materials. The result of the research showed that The National Social Security System had covered all of the people and shall empower the inadequate and underprivileged in society in accordance with human dignity. The Social Security Administration Body (BPJS) is non-profit and special public legal entities which is established under the law. The conclusion of the research is that The National Social Security System (SJSN) and The Social Security Administration Body (BPJS) had been suitable with The 1945 Constitution of the Republic of Indonesia’s mandate in the social security field.

Abstract

The pandemic caused a setback in the field of employment, namely higher unemployment. Data from the Indonesian Chamber of Commerce and Industry as of June 2020 shows that 6 million workers have been laid off. New graduates as young people are experiencing quite the impact of this Covid-19 pandemic. Based on BPS data in August 2020, the TPT for the young age group (15–24 years) is the highest, reaching 20.46 per cent. From these problems, this paper was made. The method used in this paper is a literature review, both from books, journals, newspapers, existing research results, and credible online media. The purpose of this study is to find out how the government's role is in providing expansion of job opportunities for fresh graduates during the COVID-19 pandemic. The results obtained from this study are that the government's role in expanding job opportunities has not been optimally focused on fresh graduates, as seen from several programs that have been issued during the pandemic. The recommendation given is to provide and expand space and access for fresh graduates to be able to develop hard skills and soft skills through verified training that companies have recognized, by adding a focus on expanding job opportunities for fresh graduates by taking into account the needs, interests, talents, and skills of fresh graduates by cooperating collaborating with various universities. Strengthening collaboration and cooperation between the central government, local governments and companies such as BUMN, BUMD, and private.

Abstract

The industrial relations dispute settlement according to Act Number 2 Year 2004 Concerning Industrial Relations Dispute Settlement is divided into two manners. The first is out court dispute settlementt and the second is in court dispute settlement. The out court dispute settlement uses deliberation approach while the in court dispute settlement uses legal approach. The in court dispute settlement must be carried out after the out court dispute settlement is failure to make agreement. The Act Number 2 Year 2004 does not oversee the in court dispute settlemen through deliberation. The objective of this research is to get solution if the employee and the employer still want to settle the dispute through deliberation when the process has been in court. This research uses thenormative law research method and uses secondary law materials. The result of this research showed that the employee and the the employer could settle the dispute through deliberation eventhough the dispute has been in court if in this deliberation the parties could make agreement then this agreement must be made in peace agreement contract (Acte Van dading). The conclusion of this research is the employee and the the employer could still settle the dispute through deliberation eventhough the dispute has been in court.
