Jurnal Kebijakan Publik contains articles and scientific papers in the form of research and non-research results, both in government institutions or in the community. This journal focuses on the theoretical and practical study of public policy starting from the formulation, implementation, and evaluation of policies carried out by the government in dealing with the changing needs and demands of society. Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

This study examines the strategic implementation of the Social Inclusion-Based Library Transformation (TPBIS) by the East Java Provincial Library and Archives Office. A descriptive qualitative method was employed, using Fred R. David's strategic implementation theory as an analytical framework, focusing on three key aspects: annual objectives, basic policies, and resource allocation. The findings indicate that TPBIS annual objectives are formulated based on national policy directives and localized through internal discussions and regional development plans. These objectives emphasize improving library services and delivering community-based training programs to empower marginalized groups such as people with disabilities and informal workers. Basic policies are supported through internal regulations, certified staff training, and the formation of implementation teams. In terms of resources, TPBIS is funded by the regional budget (APBD) and supplemented by CSR partnerships. It is implemented by trained personnel and supported by physical infrastructure including Graha Pustaka, inclusive reading spaces, and skill-training incubators. Despite these efforts, the program still faces challenges, particularly related to limited funding, infrastructure, and low community participation. Therefore, the success of TPBIS requires continuous innovation, sustainable mentoring systems, and strengthened cross-sector advocacy. This case study highlights the importance of aligning strategic goals with community needs and improving public engagement to optimize the transformation of libraries into inclusive, empowering institutions. The results are expected to provide insights for strengthening the strategic implementation of TPBIS in other regions.

Abstract

This study aims to evaluate the impact of the Corporate Social Investment (CSI) program initiated by PT Kilang Pertamina Internasional (KPI) RU II Sungai Pakning on the empowerment of honey beekeepers in Tanjung Leban Village, Bengkalis Regency. The program integrates economic, social, environmental, and community welfare objectives. This research uses a qualitative evaluation based on a logic model and counterfactual approach. Twelve participants were purposively selected, including core group members, nearby beekeepers, and local leaders actively involved from 2021 to 2025. Data were collected through in-depth interviews, focus group discussions, field observations, and document reviews using semi-structured instruments. Thematic analysis was conducted within the frameworks of the logic model, logframe, and sustainable livelihood approaches. The results show improvements in income, production capacity, and social networking; environmental conservation across 67 hectares of peatland; and reduced youth migration through ecotourism. The program also demonstrated cost-efficiency, institutional strengthening, and enhanced market competitiveness through product diversification and branding. Based on these findings, the program is evaluated as successful and effective as a contextual and sustainability-oriented social investment model. The implications highlight the relevance of this approach for impactful CSR policy design, sustainable rural development strategies, and participatory community-based conservation.
