Abstract

Currently, information technology, apart from having an impact on progress for civilization and human welfare, is also a relevant way to carry out unlawful actions. These unlawful acts use various methods such as identity fraud, online gambling, extortion, hacking, child pornography, and intellectual property theft. With the increasing number of criminal acts involving technology and information, many minors have become perpetrators of criminal acts based on information and communication technology. However, the handling of cases where minors are the perpetrators of criminal acts is different from the handling of cases where people who are old enough (adults) are the perpetrators of criminal acts. The protection of minors is regulated in Article 34 of the 1945 Constitution which states that the State guarantees protection for the poor and neglected children. The Declaration of Children's Rights also states that children with physical and mental immaturity require special care and protection, including appropriate legal protection before or after birth. Violations of these norms do not only occur in people who are legally competent (adults), but minors are also not free from behavior that goes out of bounds or often violates the law

Abstract

The research has the objective to analyze the political marketing communication content on the Instagram accounts of Ganjar Pranowo and Anies Baswedan, as well as to analyze the aspect of digital storytelling. The researcher employed a visual content analysis method based on quantitative descriptive analysis of image types. The posts were categorized into 12 types of images. Additionally, we analyzed the digital storytelling elements in the uploads that featured the most image types. The outcomes indicate that Anies' digital storytelling strategy involves more interaction with his followers compared to Ganjar's strategy. The most frequently posted image type on the @aniesbaswedan account is campaign-related, which is suitable for political marketing communication efforts leading up to the 2024 presidential election. In contrast, the most frequently posted type of image on the @ganjar_pranowo account, background stories, is considered less appropriate for such purposes. Image types with themes suitable for the 2024 Presidential Election and presented in narrative form are likely to be more engaging, potentially encouraging followers to participate in exercising their voting rights

Abstract

This study evaluates the supervision of road maintenance implementation by the government, with the aim of identifying inhibiting factors and proposing efforts to overcome them. The research approach was qualitative, with the Head of the Road Division as the key informant and Section Heads and staff as additional informants. Data collection methods included observation, interviews and documentation, and data were analyzed using an interactive analysis model. The identified inhibiting factors include the lack of apparatus quality, inadequate work facilities and infrastructure, insufficient road supervision funds, not optimal utilization of apparatus resources, and inappropriate apparatus placement. Efforts made to overcome these factors include improving the quality of human resources, improving facilities and infrastructure, allocating larger budget funds, implementing supervision programs based on needs analysis, making officer development plans, and evaluating project supervisory employees. By overcoming these inhibiting factors and implementing these efforts, it is expected to increase the effectiveness of road maintenance supervision and provide better road conditions for the community

Abstract

Implementation is a concrete step in realizing various policies and regulations that have been well structured. The Family Hope Program is the government's effort to alleviate poverty by the Law on poverty alleviation. Social minister no. 1 of 2018 states that the PKH program was prepared with the aim of reducing poverty rates and breaking the chain of poverty, improving the quality of human resources, and changing the behavior of KPMs which are relatively less supportive of increasing welfare. Implementation of the family hope program in the Sidomulyo sub-district, Staba sub-district is the focus of research in this paper. This research aims to analyze how the Family Hope Program (PKH) is implemented in Sidomulyo subdistrict, Stabat subdistrict, and to analyze the factors that influence the Family Hope Program (PKH) in Sidomulyo subdistrict, Stabat subdistrict, Langkat district. This research uses a descriptive method with a qualitative approach using interview techniques with key, main, and additional informants. Abstract

The implementation of the Regulation of the Minister of Agriculture Number 64 of 2013 concerning Organic Farming Systems is the focus of this study, with an emphasis on conditions in the Food Security, Food Crops, and Horticulture Office of North Sumatra Province. Through qualitative methods with primary data collection through interviews and secondary data from related sources, this study explores supporting and inhibiting factors in the implementation of these policies. The findings show that the implementation of this policy in the Food Security Office of North Sumatra Province has gone quite well. Community involvement, coordination between agencies, and effective utilization of resources have been carried out. The bureaucratic structure of the agency has facilitated the dissemination of this policy, while the attitude of the implementers indicates full compliance with the instructions of the central government

Abstract

This research aims to analyze the performance of the bureaucracy in distributing social assistance for the Family Hope Program (PKH) at the Langkat Regency Social Service. PKH social assistance is a program that aims to reduce poverty and improve community welfare by providing regular cash assistance to poor families. However, the effectiveness of this program is very dependent on the performance of the bureaucracy in organizing the distribution of this aid. Data analysis was carried out using a descriptive method to explain the performance of the bureaucracy in implementing the PKH program. The research results show that the bureaucratic performance in administering PKH social assistance in Langkat Regency has several weaknesses, including the slow process of distributing aid, a lack of coordination between related agencies, and irregularities in aid distribution. These factors hinder the effectiveness of the program and cause dissatisfaction among aid recipients. Based on these findings, it is recommended that the Langkat Regency Social Service improve coordination between related agencies, improve the aid distribution system, and increase supervision of the implementation of the PKH program. Necessary to strengthen the capacity of field officers through training and education related to social assistance management. This is expected to improve bureaucratic performance in implementing the PKH program so that the program's goal of reducing poverty can be achieved more optimally

Abstract

The maternal mortality rate is the number of women who die during pregnancy (the 42 day period after giving birth). The higher maternal mortality rate, the lowest welfare of a country. The highest MMR in North Sumatra province 2021 was in Deli Serdang district with 23 cases. Therefore, health professional are required to have communication skills with therapeutic meaning. This study aims to analyze the influence of doctors' therapeutic communication and nurses' communication styles on the quality of services for pregnant women in hospitals deli serdang district. This quantitative research uses analytical observational methods with a cross sectional approach. Data collection was conducted on 97 pregnant women who consulted at the polyclinic gynecology and obstetrics at Drs. H. Amri Tambunan Hospital, Grandmed Hospital and Haji Hospital. The data collection technique was carried out by distributing a questionnaire. The results of this study indicate that that doctors' therapeutic communication influences the quality of service at the Deli Serdang district hospital. The nurse's communication style influences the quality of service at the Deli Serdang district hospital. There is an influence of doctors' therapeutic communication and nurses' communication styles on the quality service of hospital at the Deli Serdang district. Has a very strong relationship with a adjusted R square of 73.2%. The remaining 26.8% was influenced by other factors outside this research

Abstract

The development of information and communication technology encourages changes in community activities in various sectors. One of them is in the public service sector brought by the government through e-government. This research aims to discover how information and communication technology innovation policies are implemented through e-government in public services. The method used in this research is Systematic Literature Review (SLR) from the Google Scholar site within the year of 2012-2023. From the search results, a selection process was performed, resulting in 20 journals for analysis. The research results show that many of the current researchers are focusing on e-government, specifically regarding public services at the local government level. Interviews and observations are widely used data collection techniques. Elements that help the implementation of e-authorities offerings in public offerings are supported via way of means of a organized bureaucratic structure, making plans and a centralized and ok system. Obstacles for the implementation of e-authorities offerings in public offerings are encouraged via way of means of the exceptional of human resources, incomplete making plans, the exceptional of centers and infrastructure, and public recognition of e-authorities itself

Abstract

The growth and development of various religious tourism objects in several countries in the world, including Indonesia, is a new spiritual excitement that is interesting to study. Although it is acknowledged that religious tourism is not a new phenomenon and has even existed for a long time, its presence as a form of urban spiritualism requires further elaboration. This research examines the presence of a replica of the Kaaba at Majid Agung Palopo City, South Sulawesi which is seen as a form of spiritual awareness. The reason is because this building does not only function as a religious tourism object, but also functions as an educational space for prospective haj and umroh pilgrims. The results of the study show that the replica of the Kaaba serves as a simulation space for the series of Hajj and Umrah pilgrimages, so that when it is carried out in the holy land of Mecca it will run smoothly. Apart from being guided by an experienced team, prospective pilgrims are also provided with facilities in the form of Lontar Jumrah, Tawaf and Sa'i areas. The unique design of this building makes it a religious tourism object which is always crowded with visitors, both residents of the city of Palopo and people who come from other areas

Abstract

This research analyzes the role of professional ethics in the context of the use of intelligence by law enforcement agencies, with a focus on the police. Through a literature study approach, the professional ethics framework in police law is examined to understand how the collection, analysis and use of intelligence information is regulated. Next, the impact of violations of professional ethics in the use of police intelligence on human rights, individual privacy, and the integrity of law enforcement agencies is analyzed. This study concludes that maintaining compliance with the principles of professional ethics is essential in maintaining a balance between public safety and the protection of individual human rights
