Abstract

Since the enactment of The Bill of Republic of Indonesia No. 11 of 2006 on the Governing of Aceh, especially article 16 paragraph (2), article 125, and article 218 relating to the government's authority to manage education that supports the development of Islamic Sharia and Islamic education including dayah education, the institutionalization of dayah education is central in community development projects. The concept of dayah education has actually been contained in Qanun No. 5 of 2008 concerning Implementation of Education which was later amended to Qanun No. 11 of 2014 on the Implementation of Education in Aceh. The regulation became more autonomous when Qanun No. 9 of 2018 on the Implementation of Dayah Education was passed. Although various regulations have been established to strengthen the organization of dayah education in the post-conflict and tsunami era, some cultural concepts about dayah education do not necessarily get better. One that is missing and fragile in the anthropolinguistic concept of modern dayah education is the mention of aneuk dagang or aneuk meudagang for dayah students. This local generic terminology is no longer used in dayahs, including in salafiyah or traditional dayah. Using ethnographic approach, this paper attempts to provide a conceptual exploration of the term aneuk meudagang in Bireuen District, including investigating the concept of dayah as a typical Islamic educational institution in Aceh in the current era.

Abstract

The industrial revolution 4.0 has changed lifestyle the community instantly. This also occured in the public service sector. In addition, the community expecting the practical,responsive, and aspirational public service. To answer the challenge, bureucracy should be capable for adapting to the situation, in order not to lose community trust. On this adaptation process, one of the alternatives that should be done is to build and develop culture bureaucratic compatible with the raise of industrial revolution 4.0. Culture that is built in and developed should be internalised into attitudes and behaviour of apparatus bureaucracy in the daily performance on duties. of public service.

Abstract

This study aims to analyze and provide examples of fraud risk mapping in government goods / services procurement through literature studies, normative studies and prospective and retrospective case studies. An assessment of the likelihood scale for government procurement fraud risk was obtained through a prospective study in previous research. This research assesses the scale of the impact of procurement fraud risk using 2 methods, namely prospective surveys and retrospective case studies. There were 33 respondents in the form of procurement stakeholders who assessed the scale of risk impacts in a prospective survey. The value of procurement fraud risk is obtained by multiplying the scale of likelihood in previous research and the scale of impact in this research. Then the impact scale of the prospective outcome is validated with a retrospective study based on corruption cases at the KPK so that the value of the risk of validated procurement fraud is obtained. The results show a list of risk ratings with the highest risk is that planning does not match the actual needs with a risk level value of 8.76 fromthe results of a prospective survey, and 14.60 from the results of a retrospective analysis. PBJP fraud risk map can be made through a risk analysis matrix with the results of 2 risks entering a high level with priority handling of the 5th, the remaining 56 enter the moderate level, consisting of; 18 risks in the 9th priority priority, 3 risks in the 11th priority priority and 35 risks in the 14th priority priority. The two highest risks are that planning is not according to real needs and planning is tailored to the wishes of certain parties.

Abstract

This study aims to look at factors in the influence on the absorption of the SKPD budget within the Banda Aceh City Government. Two factors are believed to influence the absorption of the SKPD budget, namely: budget planning and budget implementation. There total 78 were choosen as respondents to this study. The report on the realization of the budget of the Banda Aceh City Government from 2014 to 2018 shows that the budget absorption of Regional Work Unit (SKPD) is still very low, especially at the beginning of the fiscal year, namely in Quarter I and II. Partially, Budget planning does not relatively affect the budgetting absorption, meanwhile budget implementation positively and significantly influence the budgetting absorption. However, it experienced a very significant increase in uptake at the end of the year namely in the third and fourth quarter. The influence of variables was measured using multiple linear regression analysis. The results of the study indicate that budget planning and budget execution have a significant simultaneous influence on the absorption of the SKPD budget. The budget planning coefficient is 0.068, which means that if budget planning increases by one unit of calculation, the budget absorption will increase by 0.068 times or 6,8 % assuming other variables are not altered. The budget implementation coefficient is 0,423, which means that if budget execution increase by one unit of calculation, the budget obsorrption will increase by 0,423 times or 42,3 % assuming other variables are not altered.

Abstract

Implementation of dismissal of sanctions against civil servants who commit criminal acts of this position need to be seen and assessed suitability of its application based on the rules governing it, this will have an impact on legal certainty of its status as a civil servant and the rights that must be accepted as civil servants during the legal process is still ongoing, as well as legal certainty against the decision charged to the civil servant if he has permanent legal force. Article 87 paragraph (4) letter b of Act Number 5 of 2014 concerning ASN states that: Civil servants are dismissed without respect because of: committing fraud against Pancasila and the 1945 Constitution of the Republic of Indonesia; sentenced to prison or confinement based on a court ruling that has permanent legal force because of a crime in a position or criminal offense that has something to do with a general duty or crime; The research method used is legal research using empirical juridical methods. Empirical juridical approach. The results of the study show the position of civil servants who have been sentenced for committing criminal offenses can be concluded as follows: Against a legal status for civil servants who have been sentenced for committing crimes as regulated in Article 87 paragraph (4) letter b of Law Number 5 In 2014 about the Civil Servants of the State Civil Servants were dismissed not honorably because: So that if we look at the conditions stated above will be terminated from their office and the civil servants' personal data will be deflected from the Ministry of Personnel data base so we can draw conclusions. In the event that a legal legal status is clear to civil servants who commit office crimes, they will be dismissed.

Abstract

At this time, the government must have an active role in carrying out tasks, both duties within the institution and duties to serve public. To balance this task, the government must involve stakeholders. Collaborative Governance exists as a new concept so that there is continuity between public institutions (government and related stakeholders). This to assist the government in carrying out its duties. But now, often the governance of cooperation is not right, so that collaboration is not able to achieve goals. The purpose of this study is to find the right strategy for collaborative governance. The right strategy is expected to help the government to overcome problems in collaborative governance. This research uses a qualitative approach with library research strategy. This research explains that there are various kinds of processes in collaborative governance that can be used in solving existing problems. Through collaborative governance, it is expected that there will be a common perception by public institutions and stakeholders in identifying a problem so that it can be solved together. The results of this study found that the existence of a collaborative strategy in government is not seen from the results, but the existence of a model that is not only based on the process alone or the results. The model that was found in this research is expected to be the right solution in finding a collaborative governance solution for a government.

Abstract

“Camat” is the subdistrict leader, “Camat” or other designation is also a leader and coordinator of government administration in the subdistrict working area, and “Camat” can be appointed as an Acting Officer for the Temporary Land Deed for working areas where the official Deed Formation Officer is not sufficient. The formulation of the problem is how the position of a sub-district head as an official land deed maker. The purpose of this research is to find out about the position of the sub-district head as an official land deed maker. The approach used in this research is a statute approach, which is normative in nature, meaning that the study or discussion is emphasized on aspects of formal legal rules in force. The results of the research show that the position of the sub-district head as an official of the temporary land deed maker remains legal and valid.
