Abstract

To increase employee productivity in the village environment, effective coordination is needed.  This is what underlies the author's thinking that management functions (including coordination) need to be carried out in a bureaucratic environment in the implementation of bureaucratic tasks to provide services to the public effectively and efficiently.  The level of work effectiveness indicated by productivity should receive more attention from all operational elements of the organization. Therefore, the perfection of the coordination system is expected to be able to make the level of effectiveness of employee work becomes high. Elements that support effectiveness from the point of achievement of goals not only consider the goals, the organization, but also the mechanisms of self-defense and goal management. The purpose of this study is: 1) To find answers to the problems that the author raised earlier.  2) To prove the truth of the formulated research hypothesis. Based on the results of the data analysis obtained the following results: 1) The coordination relationship with employee work productivity at the Pelita Village Office of Samarinda Ilir District is very weak.  2) Effective coordination occurs at the employee level in an informal atmosphere, whereas coordination between superiors (leaders) and subordinates takes place less effectively due to the lack of consistency of leadership in carrying out work programs.Dalam upaya meningkatkan produktivitas pegawai di lingkungan Kelurahan diperlukan koordinasi yang efektif.  Hal inilah yang mendasari pemikiran penulis bahwa fungsi-fungsi manajemen (termasuk koordinasi) perlu dijalankan di lingkungan birokrasi dalam pelaksanaan tugas birokrat memberi pelayanan bagi publik secara efektif dan efisien.  Tingkat efektivitas kerja yang ditunjukkan dengan produktivitas hendaknya mendapat perhatian yang lebih dari segenap unsur operasional organisasi. Oleh karena itu kesempurnaan sistem koordinasi diharapkan mampu menjadikan tingkat efektivitas kerja pegawai menjadi tinggi. Unsur yang menunjang efektivitas dari sudut pencapaian tujuan bukan hanya mempertimbangkan sasaran, organisasi, tetapi juga mekanismenya mempertahankan diri dan manajemen sasaran. Tujuan penelitian ini adalah: 1) Untuk menemukan jawaban atas permasalahan yang penulis kemukakan sebelumnya.  2) Untuk membuktikan kebenaran hipotesis penelitian yang dirumuskan. Berdasarkan  pada hasil analisis data diperoleh hasil sebagai berikut: 1) Hubungan koordinasi dengan produktivitas kerja pegawai Pada Kantor Kelurahan Pelita Kecamatan Samarinda Ilir sangat lemah.  2) Koordinasi efektif terjadi di tingkat pegawai dalam suasana informal, sebaliknya koordinasi antara atasan (pimpinan) dengan bawahan berlangsung kurang efektif yang disebabkan kurang konsistennya pimpinan dalam menjalankan program-program kerja.

Abstract

Sungai Pinang District Airport Village as the area device carrying out the tasks of the ministry that includes 4 (four) field which consists of the Government, the field of development and areas of society. Public Services are the focus of the study discipline of public administration in Indonesia is still a problem that need to gain attention and a comprehensive solution where the various demands of public services as a sign of community daily dissatisfaction.  Services is one of the cornerstones of the efforts of the customer satisfaction and is a necessity which it must be optimized either by individual or organization that provides services. the purpose of this study was to determine and analyze the work ability well as an inhibiting factor and supporting factors. The results showed that the quality of work discipline government officials sufficient can provide effective services to the community, so that every community who need services can be easily serviced. The process of services in general are in accordance with the expectations of society, but sometimes the service still lacking because of factors which are not unexpected. The sense of justice given by Neighborhoods Bandara undifferentiated over status and economic level, but who apply first will be the first to be served.Desa Bandara Kecamatan Sungai Pinang sebagai perangkat daerah melaksanakan tugas kementerian yang meliputi 4 (empat) bidang yang terdiri dari Pemerintah, bidang pembangunan dan bidang masyarakat. Pelayanan Publik yang menjadi fokus studi disiplin administrasi publik di Indonesia masih menjadi masalah yang perlu mendapatkan perhatian dan solusi komprehensif dimana berbagai tuntutan pelayanan publik sebagai tanda ketidakpuasan masyarakat sehari-hari.  Layanan adalah salah satu landasan upaya kepuasan pelanggan dan merupakan suatu keharusan yang harus dioptimalkan baik oleh individu atau organisasi yang menyediakan layanan. Tujuan dari penelitian ini adalah untuk menentukan dan menganalisis kemampuan kerja dengan baik sebagai faktor penghambat dan faktor pendukung. Hasil penelitian menunjukkan bahwa kualitas kerja disiplin pejabat pemerintah yang memadai dapat memberikan pelayanan yang efektif kepada masyarakat, sehingga setiap masyarakat yang membutuhkan pelayanan dapat dengan mudah dilayani. Proses pelayanan secara umum sudah sesuai dengan harapan masyarakat, namun terkadang pelayanan masih kurang karena faktor yang tidak terduga. Rasa keadilan yang diberikan oleh Lingkungan Bandara tidak terdiferensiasi atas status dan tingkat ekonomi, tetapi yang mendaftar pertama akan menjadi yang pertama dilayani.

Abstract

Primary data was obtained by providing questionnaires to respondents who had been determined as many as 17 people as random samples to employees, to assess the performance of managing employees by partners, and visitors to the Botanical Garden Attractions of Mulawarman University Samarinda were also given random questions. In the questionnaire are made several questions where each answer is made in such a way that there are only three answers namely A for Good performance, B Moderate performance, and C performance Less, then each answer is totaled and presented. The potential of this tourist attraction serves for recreation, education, research and conservation of flora and fauna located within samarinda city and easily reached from other cities. The performance of employees of the botanical garden management of Mulawarman University Samarinda, based on the number of question answers, the performance includes medium category, but according to M. Darwis  (Fitria, 2005: 1) the category is still low because the value is only 43% or not reaching 55%. Performance Assessment by Partners on the manager of Botanical Garden Attractions Mulawarman University Samarinda is quite good, namely medium category with a value of 57%, this is because they can try calmly and get a decent profit. Performance assessment by Visitors to the manager of Botanical Garden Attractions Mulawarman University Samarinda based on the number of question answers then the performance includes medium category which is 38%. But because it does not reach 55%, then the category is still lacking. This is due to the many facilities and infrastructure that are less pleasing such as zoos, garbage cleanliness, and lack of game rides.Data primer diperoleh dengan memberikan angket kepada responden yang telah ditentukan sebanyak 17 orang sebagai sampel secara random kepada Karyawan,  Untuk menilai kinerja karyawan pengelola oleh  Mitra kerja, dan Pengunjung Obyek Wisata Kebun Raya Universitas Mulawarman Samarinda juga diberikan angket pertanyaan secara random. Dalam angket dibuatkan beberapa pertanyaan di mana setiap jawaban di buat sedemikian rupa sehingga hanya ada tiga jawaban yaitu A untuk kinerja Baik, B kinerja Sedang, dan C kinerja Kurang, Kemudian setiap jawaban di total dan di presentasikan. Potensi Obyek Wisata ini berfungsi untuk rekreasi, pendidikan, penelitian dan konservasi flora dan fauna yang terletak di dalam Kota Samarinda dan mudah dijangkau dari kota-kota lain. Kinerja karyawan pengelola obyek wisata Kebun Raya Universitas Mulawarman Samarinda, berdasarkan jumlah jawaban pertanyaan maka Kinerjanya termasuk katagori Sedang, namun menurut M. Darwis (Fitria, 2005:1) katagorinya masih rendah karena nilainya hanya 43% atau tidak mencapai 55%. Penilaian Kinerja oleh Mitra Kerja terhadap pengelola Obyek Wisata Kebun Raya Universitas Mulawarman Samarinda cukup baik yaitu katagori Sedang dengan nilai 57%, ini dikarenakan mereka dapat berusaha dengan tenang dan mendapat keuntungan yang lumayan. Penilaian kinerja oleh Pengunjung terhadap pengelola Obyek Wisata Kebun Raya Universitas Mulawarman Samarinda berdasarkan jumlah jawaban pertanyaan maka Kinerjanya termasuk katagori Sedang yaitu nilainya 38%. Namun karena tidak mencapai 55%, maka katagorinya masih kurang. Hal ini dikarenakan banyaknya sarana dan prasarana yang kurang berkenan misalnya Kebun Binatang, Kebersihan sampah, dan kurangnya wahana permainan.

Abstract

Based on statistical data on the creation of Letters / Documents in the Loa Tebu Village area in 2014 to 2015, that the demand for Letters / Documents has increased (data source of the Loa Tebu Village office of Tenggarong District). To handle the growing demand for the creation of Letters / Documents, high morale and work ethic of employees are needed. Where the work spirit indicator consists of the level of employee work discipline, employee responsibility and employee cooperation and productivity indicators are the number of Letters / Documents produced, the time required, and the quality of letters / documents produced. Influence of employee morale with work productivity in the creation of Letters / Documents using Product Moment Correlation (Pearson). The results showed that the morale of employees has a strong correlation to the productivity of making Letters / Documents, this is indicated by the calculation of Coefesien Correlation (r) of 0.86. This means that the spirit of work affects productivity in the creation of Letters / Documents at the Village Office of Loa Tebu Tenggarong Subdistrict. Berdasarkan data statistik pembuatan Surat/Dokumen di wilayah Kelurahan Loa Tebu pada tahun 2014 sampai dengan tahun 2015, bahwa permintaan Surat/Dokumen mengalami kenaikan (sumber data kantor Kelurahan Loa Tebu Kecamatan Tenggarong). Untuk menangani permintaan pembuatan Surat/Dokumen yang semakin meningkat, diperlukan semangat dan etos kerja pegawai yang tinggi. Dimana indikator semangat kerja terdiri dari tingkat disiplin kerja pegawai, tanggung jawab pegawai dan kerja sama pegawai dan indikator produktivitas adalah jumlah Surat/Dokumen yang dihasilkan, waktu yang diperlukan, dan kualitas Surat/Dokumen yang dihasilkan. Pengaruh semangat kerja pegawai dengan produktivitas Kerja dalam pembuatan Surat/Dokumen dengan menggunakan Korelasi Product Moment (Pearson). Hasil penelitian menunjukkan bahwa semangat kerja pegawai mempunyai korelasi yang kuat terhadap produktivitas pembuatan Surat/Dokumen, hal ini ditunjukkan oleh hasil perhitungan Koefesien Korelasi ( r ) sebesar 0,86. Ini berarti bahwa semangat kerja berpengaruh terhadap produktivitas dalam pembuatan Surat/Dokumen pada Kantor Kelurahan Loa Tebu Kecamatan Tenggarong

Abstract

Study on Implementation of the Institute for Community Empowerment in Sungai Keledang District of Samarinda Seberang, shows execution of tasks that are still not good enough and optimal. This is shown by the statements of the parties concerned. Institute for Community Empowerment as a forum for community participation in planning and the construction has been successfully carry out their duties properly and the urban village in accommodating their aspirations and run the existing development and need to be on guard and improved continuously so intertwined favorable climate in the region Sungai KeledangStudi tentang Pelaksanaan Lembaga Pemberdayaan Masyarakat di Kelurahan Sungai Keledang Kecamatan Samarinda Seberang, Menunjukkan Pelaksanaan Tugas yang masih belum cukup baik dan optimal. Hal ini di tunjukan dengan adanya pernyataan dari pihak yang terkait. Lembaga Pemberdayaan Masyarakat (LPM) sebagai wadah partisipasi masyarakat dalam merencanakan dan melakukan pembangunan telah berhasil menjalankan tugasnya dengan baik dan juga pihak kelurahan dalam menampung aspirasi mereka serta menjalankan pembangunan yang ada dan perlu di jaga dan di tingkatkan terus menerus sehingga terjalin iklim yang kondusif di wilayah Kelurahan Sungai Keledang.

Abstract

In this study, the authors sought to determine the effect of communication on work motivation localized at the Dinas Kebersihan dan Pertamanan Kota Samarinda. Good communication can be an appropriate means to improve performance, and through motivation resulting from appropriate communication becomes a driving factor person carrying out activities to get the best results.This research is a study that is looking for a relationship between two variables. The population in this study is a sweeping member who worked at the Dinas Kebersihan dan Pertamanan Kota Samarinda, with a sample of 40 people. Sample 40 obtained through simple random sampling / random. Technic data collection is done by observation, documentation, and questionnaire. The data in this study were made in ordinal scale, then the data were analyzed by using multiple correlation by using SPSS 22. A positive value communication variable reinforced by the results of the correlation (R) of 0.647, which means that there is a strong relationship of communication to motivation variable work sweeping the sanitary service and Samarinda city parks. The value of the correlation between variables to be supported from the results of the coefficient of determination (R 2) of 0.419, or 41.9%, meaning that a large proportion of which can be explained by the communication to motivation sweeping work on sanitation departments and Samarinda city parks. Suggestions from this study is the cooperation among members should be increased, openness of communication between supervisors and members of sweeping, because it is vital that workers can get motavasi in this job and working properlyDalam penelitian ini, penulis berusaha mengetahui pengaruh tingkat komunikasi terhadap motivasi kerja penyapuan pada Dinas Kebersihan Dan Pertamanan Kota Samarinda. Komunikasi yang baik dapat menjadi sarana yang tepat dalam meningkatkan kinerja, dan melalui motivasi yang dihasilkan dari komunikasi yang tepat menjadi faktor pendorong seseorang melaksanakan kegiatan untuk mendapat hasil yang terbaik. Jenis penelitian ini adalah penelitian yang mencari hubungan diantara 2 variabel. Populasi dalam penelitian ini adalah anggota penyapuan yang bekerja pada Dinas Kebersihan Dan Pertamanan Kota Samarinda, dengan sampel 40 orang. Sampel 40 orang didapatkan melalui teknik simple random sampling/acak. Teknik pengumpulan data dilakukan dengan observasi, dokumentasi, dan kuisoner. Data dalam penelitian ini dibuat dalam skala ordinal, kemudian data dianalisis dengan menggunakan korelasi berganda dengan menggunakan SPSS 22. Nilai positif variabel komunikasi diperkuat dengan hasil nilai korelasi (R) sebesar 0,647 , yang berarti bahwa terdapat hubungan yang kuat dari variabel komunikasi terhadap motivasi pekerjaan penyapuan pada dinas kebersihan dan pertamanan kota Samarinda. Nilai korelasi antara variabel pula didukung dari hasil nilai koefisien determinasi (R2) sebesar 0,419 atau 41,9%, artinya besarnya proporsi yang dapat dijelaskan oleh komunikasi terhadap motivasi pekerjaan penyapuan pada dinas kebersihan dan pertamanan kota Samarinda.Saran dari penelitian ini adalah kerjasama antar anggota harus ditingkatkan, keterbukaan komunikasi antar pengawas dan anggota penyapuan, karena penting sekali agar pekerja bisa mendapat motavasi dalam pekerjaan ini dan bekerja sebagaimana mestinya

Abstract

In this study, the authors used a verificative study or hypothesis test, a study that explains or looks for causal relationships of two or more variables, namely the influence of motivation on performance. The population of this study is the entire Civil Servant of Keledang River Village of Samarinda Seberang Subdistrict which numbers 27 people. All populations are responded to using census methods. Data analysis techniques used by researchers are quantitative data analysis techniques, which are analyses used to test the relationships or influences of free variables (X) and bound variables (Y). To calculate the relationship between free variables and bound variables used a correlation coefficient analysis with the product moment correlation formula. From the calculation of the results obtained that the influence between work motivation on employee performance turned out to be very low, this is evidenced by r = 0.171 where the guidelines for providing interpretations surfaced by Sugiyono are at intervals of 0.00 - 0.199 which belong to very low categories. The influence of work motivation on employee performance is rationally acceptable. This means that work motivation has a very low and insignificant influence on employee performance.Dalam penelitian ini yang  penulis pergunakan  adalah penelitian verifikatif atau uji hipotesis yaitu suatu penelitian yang menjelaskan atau mencari hubungan sebab akibat dari dua variabel atau lebih,yaitu pengaruh motivasi terhadap kinerja. Populasi dari penelitian ini adalah seluruh Pegawai Negeri Sipil Kelurahan Sungai Keledang Kecamatan Samarinda Seberang yang berjumlah 27 orang. Semua populasi dijadikan responden dengan menggunakan metode sensus. Teknik analisis data yang digunakan oleh peneliti adalah teknik analisis data kuantitatif, yaitu analisis yang digunaka untuk menguji hubungan atau pengaruh variable bebas (X) dan variable terikat (Y). untuk menghitung hubungan antara variable bebas dan variable terikat digunakan analisis koefisien korelasi dengan rumus korelasi product moment. Dari perhitungan didapatkan hasil bahwa pengaruh antara motivasi kerja terhadap kinerja pegawai ternyata sangat rendah, hal ini dibuktikan dengan r = 0,171 dimana pedoman untuk memberikan interpretasi yang dikemukaan oleh Sugiyono berada pada interval 0,00 - 0,199 yang termasuk kategori sangat rendah. Adanya pengaruh motivasi kerja terhadap kinerja pegawai secara rasional dapat diterima. Artinya motivasi kerja mempunyai pengaruh yang sangat rendah dan tidak signifikan terhadap kinerja pegawai.

Abstract

The purpose of this research is to find out the professionalism of the Apparatus in carrying out public services at the Samarinda Ilir Office. This research uses qualitative descriptive methods, which are directed to provide symptoms, facts, or events systematically and accurately about the properties of the research and analyze the truth based on the data obtained. Data collection techniques using and interview and observation techniques. The discussion is analyzed through the results of the interview and uses interpretation. The informants in this study numbered 5 people, of which all informants were leaders in Samarinda Ilir District. Sampling Techniques in this study by purposive sampling, using one informant as a key informant, namely The District Samarinda Ilir and 4 informants, namely the Head of the Public Service Section, the Head of the Order Section, the Head of the Government Section, and the Head of the Economic Section. The focus of research or indicators in this thesis is, Creativity, Responsiveness, Innovation, equitable fairness, Punctuality, Openness. The results showed that professionalism has a significant role in public service.Tujuan dari penelitian ini adalah Untuk mengetahui profesionalisme Aparatur dalam melaksanakan pelayanan Publik di Kantor Camat Samarinda Ilir. Penelitian ini menggunakan metode Deskriptif Kualitatif, yaitu penelitian yang di arahkan untuk memberikan gejala-gejala, fakta-fakta atau kejadian-kejadian secara sistematis dan akurat mengenai sifat-sifat penelitian serta menganalisis kebenaran berdasarkan data yang diperoleh. Teknik pengumpulan data dengan menggunakan dan teknik wawancara dan observasi. pembahasannya di analisis melalui hasil wawancara serta menggunakan interpretasi. Informan dalam penelitian ini berjumlah 5 orang, dimana semua informan merupakan pimpinan di Kecamatan Samarinda Ilir. Teknik Pengambilan Sampel dalam penelitian ini dengan cara purposive Sampling, menggunakan satu orang Informan sebagai informan kunci yaitu Camat Kecamatan Samarinda Ilir dan 4  orang informan yaitu Kepala Seksi pelayanan Umum , Kepala Seksi Tata tertib, Kepala Seksi Pemerintahan  dan Kepala Seksi Ekonomi. Fokus penelitian atau indikator-indikator dalam skripsi ini yaitu, Kreativitas, Responsif, Inovasi, keadilan yang merata, Ketepatan waktu, Keterbukaan. Hasil penelitian menunjukkan bahwa profesionalisme memiliki peranan yang cukup signifikan dalam pelayanan publik.

Abstract

The purpose of this study is to find out whether the division of duties has anything to do with the effectiveness of the work of the Head of Kampung Jengan Danum in the Peaceful District of West Kutai Regency. Therefore, the author obtained an overview of the division of duties and the effectiveness of employee work is very important so that employees better understand more deeply about the concept of State Administration in the context of task division to support the successful implementation of tasks well in the environment of the Head of Jengan Danum Village, West Kutai Regency Peace District. Although the division of tasks is not the only factor that supports success to create employee work effectiveness, it turns out that the task division factor is quite affecting the effectiveness of employee work. As the Leader it is recommended that more attention to the individual needs of its employees, as well as provide freedom for their employees to develop their creativity and provide a broader experience to employees through continuous development activities. And to the employees, especially those who were respondents in this study, it is recommended that they continue to improve morale and ability to bring the mission of the organization under the level of increasingly tight competition, so that it will be created well, which can simultaneously improve the performance of the organization in the face of global competition.  The purpose of this study is to find out whether the division of duties has anything to do with the effectiveness of the work of the Head of Kampung Jengan Danum in the Peaceful District of West Kutai Regency. Abstract

This research aims to know whether there is the real difference at service administration before and after expantion Kelurahan on Kelurahan Rapak Dalam office, Samarinda City. In this research, the writer uses the compare means using t-tests (paired sample t-test), who used to compare the average of two variables in one group. The result of research shows that there is the real difference in the service administration before and after the expantion Kelurahan on Kelurahan Rapak Dalam , Samarinda City, in the sense that such difference showed that the service administration having an increase in before and after expantion Kelurahan.Tujuan penelitian ini adalah untuk mengetahui apakah terdapat perbedaan yang nyata pada pelayanan administrasi sebelum dan sesudah pemekaran Kelurahan Pada Kelurahan Rapak Dalam Kota Samarinda. Pada penelitian ini penulis menggunakan analisis compare means uji t-statistik (paired sample t-test), yang digunakan untuk membandingkan rata-rata dua variabel dalam satu group. Hasil penelitian menunjukan bahwa terdapat perbedaan yang nyata pada pelayanan administrasi sebelum dan sesudah adanya pemekaran kelurahan pada Kelurahan Rapak Dalam Kota Samarinda, dalam arti bahwa perbedaan tersebut menunjukan bahwa pelayanan administrasi sebelum dan sesudah pemekaran kelurahan mengalami peningkatan.
