Abstract

Tulisan ini bertujuan menganalisis peran DPRD Provinsi Bali dalam pemulihan pariwisata dengan bekerjasama dengan pihak Dolanesia di Singapura yang dilaksanakan melalui kunjungan perjalanan dinas luar negeri. Metode yang digunkan dalam penulisan ini adalah metode kuantitatif dalam bentuk literatur review yang didukung data sekunder yang didapat melalui sumber sekunder baik berupa penelitian atau tulisan terdahulu yang memiliki keterkaitan. Berdasarkan ketiga tugas dan fungsi DPRD, perjalanan dinas ini menghasilkan rencana lebih lanjut terkait perjanjian kerja sama yang pada hal ini adalah Dolanesia, Fungsi Penganggaran melalui perencanaan, penyusunan dan penetapan anggaran yang diperlukan untuk pelaksanaan kegiatan pengembangan pariwisata mendatang yang mana hal ini masihlah menjadi proses pertimbangan dan pengembangan pada Komisi II dan fungsi Pengawasan melaui kegiatan monitoring dan evaluasi yang dilaksanakan secara rutin maupun berkala yang akan terlaksana apabila peraturan lebih lanjut mengenai pemulihan pariwisata telah ditetapkan.

Abstract

The state of danger is always associated with danger to the state. If the safety of the state is threatened, the threat is considered a danger to the state. This research is normative in nature, using a statute approach, namely by examining the constitution and laws and regulations relating to legal issues, as well as a conceptual approach. This study concludes that there are four legal rules that serve as the umbrella for the implementation of an emergency for the territory of Indonesia, namely Regulation SOB 1939, Law Number 6 of 1946, Law Number 74 of 1957 and Perpu Number 23 of 1959. The Regulation of SOB 1939 distinguishes the level of danger into two i.e. in SvO and SvB states. Law Number 6 of 1946 does not regulate the level of danger. This is different from the next two hazard regulations. Law Number 74 of 1957 distinguishes a state of danger into two, namely a state of emergency and a state of war, while Perpu No. 23 of 1959 distinguishes the level of a state of danger into three, namely the level of civil emergency, military emergency and a state of war.

Abstract

Based on the results of research conducted by researchers that the role of the Secretariat of the Regional People's Representative Council in facilitating the aspirations of the people in Banjar City has not been implemented optimally, this can be seen based on problem indicators, namely: the uneven distribution of e-aspiration information to secretariat employees, the limited development of technical guidance followed by general functional and still limited adequate human resources in the use of digitization. This study uses a descriptive qualitative approach. Primary data was obtained from interviews with 8 (eight) informants. Data collection techniques used are observation, interviews, literature study, and documentation. Data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions. Based on the results of the study that: 1) The results of the study show that the role of the secretariat of the regional people's representative council in facilitating the aspirations of the people in the city of Banjar as a whole has been implemented but not optimal. 2) The obstacles faced are related to the still limited human resources and budgetary aspects, there are limited patterns of relationships that exist between the facilitator and the recipient of the facility, causing miss communication. 3) In an effort to evaluate the facilities that have been provided and add online-based aspiration facilities, as well as improve the quality of human resources for the Secretariat of the Regional People's Representative Council of the City of Banjar.

Abstract

The Amanna Gappa Law has the same goal as the Indonesian Maritime Policy, namely advancing the archipelago's maritime sector. The steps taken within the maritime policy framework will play an important role in protecting the marine environment, improving the welfare of maritime communities, and encouraging sustainable economic growth in Indonesia's vast maritime region. For this reason, the author is interested in highlighting the implementation of the Amanna Gappa Law in Indonesian maritime policy. The method used by the author in this article is the Literature Review method. Information collection was carried out in October 2023. The literature review method is described as a systematic and evaluative procedure for finding, evaluating, and integrating concepts from previous research that are appropriate to the topic that will be discussed in this article. The Amanna Gappa law is currently no longer used, but this law is proof that there was a system that regulated shipping and trade in ancient times. Nowadays, the system that regulates shipping and trade was initiated through the Indonesian Maritime Policy which is guided by Indonesia's development. Even though the Amanna Gappa Law system is no longer in use, the system that regulates Indonesian trade and shipping continues to develop. The contents of the articles of the Amanna Gappa Law can be seen to be related to Indonesian maritime policy. This connection can be seen from the importance of regulating economic systems, security and trade in maritime affairs.

Abstract

Pacific islands are at risk due to climate change because they are in a state of high risk. Because their islands are smaller and surrounded by vast oceans. The occurrence of climate change in the Pacific islands has affected many, including the island of Tuvalu, which has been forced to immigrate because their uninhabitable homes due to storms and extreme weather events have damaged ecosystems and destroyed the livelihoods of its inhabitants. Climate change is then an environmental issue that is currently a topic that continues to be discussed by international relations, then the Pacific Island Forum (PIF) seeks to address climate change that occurs in the Pacific islands and create a Framework for the Resilient Development of the Pacific (FRDP) then, PIF also helps empower communities through training and financial assistance. PIF also cooperates with various countries, one of which is through its meeting with Japan and the United States. PIF endorsed the Kainaki II Declaration for Urgent Climate Change Action and agreed to formulate a 2050 Strategy for the Blue Pacific Continent.

Abstract

Political ethics plays an important role in realizing human rights in the context of globalization. Globalization has connected countries and communities around the world and created opportunities to increase access to and protection of human rights. However, this phenomenon also raises ethical challenges in a complex global political landscape, and this article examines the role of political ethics in ensuring the realization of human rights in globalization. First, we discuss the principles of political ethics that should guide political policy and action in the context of globalization. It also analyzes various ethical issues that arise in human rights activities, such as cultural domination, economic inequality, and environmental problems. In conclusion, this article emphasizes the importance of international cooperation based on sound political ethics to face these challenges and facilitate the realization of human rights in the era of globalization.
