Abstract

This study examines the governance of village assets in Krayan Bahagia Village, Long Ikis District, Paser Regency, East Kalimantan, with a particular focus on the implementation of the Village Asset Management Information System (SIPADES) 2.0 and 3.0. Despite its significant natural resource potential, especially in the plantation sector, the village faces various structural and institutional challenges that hinder optimal asset utilization. Through a qualitative descriptive approach involving document analysis and interviews with key informants, the study identifies several core issues, including limited technical capacity among village officials, low public awareness, weak supervision mechanisms, and the suboptimal use of digital platforms such as SIPADES. The findings reveal that although regulatory frameworks support transparency and accountability, village asset governance remains constrained by human resource limitations, inadequate digital infrastructure, and sociocultural barriers such as the lack of community participation in maintenance activities. This research contributes to the discourse on rural digital transformation by analyzing the intersection of institutional capacity, administrative technology, and participatory governance. It also offers practical policy recommendations, including technical training for village officials, public education on asset stewardship, and the development of an independent supervision system. The study highlights the urgent need for integrated strategies to enhance the effectiveness of village asset governance and ensure its contribution to inclusive and sustainable rural development.

Abstract

Dalam rangka mewujudkan pemenuhan hak anak, pemerintah Indonesia telah menginisiasi Program Kabupaten/Kota Layak Anak (KLA). Istilah KLA sendiri pertama kali diperkenalkan oleh Kementerian Pemberdayaan Perempuan pada tahun 2005 melalui Kebijakan Kota Layak Anak, yang kemudian ditetapkan secara resmi oleh Pemerintah Indonesia melalui Peraturan Menteri Pemberdayaan Perempuan dan Perlindungan Anak Nomor 11 Tahun 2011, yang mendefinisikan KLA sebagai kabupaten/kota yang memiliki sistem pembangunan berbasis hak anak melalui komitmen dan sumber daya negara, masyarakat, dan dunia usaha, yang direncanakan secara menyeluruh dan berkelanjutan dalam kebijakan, program, dan kegiatan untuk menjamin terwujudnya hak-hak anak. Penelitian ini bertujuan untuk menganalisis sejauh mana hak anak terpenuhi di tingkat lokal melalui program KLA. Metode yang digunakan adalah studi literatur dengan menganalisis dokumen kebijakan, laporan implementasi, dan penelitian terdahulu terkait KLA periode 2015-2024. Hasil penelitian menunjukkan bahwa implementasi program KLA telah mengalami kemajuan signifikan, terutama dalam aspek regulasi dan kelembagaan, namun masih menghadapi tantangan dalam hal perlindungan khusus seperti kekerasan terhadap anak dan aspek partisipasi anak dalam pembangunan. Capaian implementasi antar daerah tampak sangat tidak seimbang, terutama antara wilayah perkotaan dan pedesaan. Faktor keberhasilan implementasi KLA meliputi: komitmen kepala daerah, alokasi anggaran, dan partisipasi aktif masyarakat.

Abstract

Program Integrasi Layanan Primer (ILP) Kemenkes RI di posyandu menjadi kunci dalam meningkatkan mutu pelayanan kesehatan dasar, menyeluruh dan berkesinambungan. Posyandu ILP menjadi garda terdepan pelayanan kesehatan dasar kepada masyarakat. Keberhasilan program ini sangat bergantung keterampilan kader, pengetahuan dan keterampilan kader, berdampak pada pelayanan, kepuasan masyarakat, dan peningkatan cakupan layanan kesehatan serta promosi kesehatan. Kebaruan penelitian ini adalah evaluasi penilaian keterampilan kader oleh kader sendiri melalui Self Assisment 25 keterampilan kompetensi dasar kader Posyandu ILP di Puskesmas Ngemplak I, Sleman, DIY. Tujuannya adalah mengevaluasi kompetensi kader posyandu ILP, mengidentifikasi faktor pendukung dan kendala, serta menentukan tindak lanjut untuk optimalisasi layanan posyandu. Metodelogi penelitian menggunakan pendekatan deskriptif kualitatif, sedangkan teknik pengambilan sampel menggunakan purposive sampling. Responden kader yang terpilih mengisi instrumen/kuesioner tilik diri self report 25 keterampilan kompetensi kader, diobservasi dan diwawancarai. Responden penelitian terpilih adalah kader posyandu yang dinyatakan lulus kompetensi keterampilannya oleh Tim penilai Tenaga kesehatan Puskesmas Ngemplak I Sleman. Hasil penelitian menunjukkan sebagian besar kader posyandu memiliki pemahaman dasar ILP, kesenjangan pada aspek pengetahuan, pencatatan, pelaporan, dan koordinasi lintas sektor. Kader kalurahan Bimomartani masih membutuhkan pendampingan dalam pelaksanaan posyandu ILP dibandingkan kader kalurahan Sindumartani dan Umbulmartani sehingga peningkatan kapasitas melalui pelatihan dan pendampingan intensif untuk mengoptimalkan pelaksanaan ILP.

Abstract

This study examines strategies for strengthening family resilience in Danurejan District, Yogyakarta City, through a collaborative governance approach. Family resilience is understood as the ability of families to survive and adapt to economic, social, and cultural challenges. Using a descriptive qualitative method, data were collected through in-depth interviews, participatory observation, and documentation studies. The findings show that collaboration between the government, social institutions, and the community plays a crucial role in strengthening family resilience. Community-based programs such as posyandu (integrated health posts), family economic training, and citizen communication forums have proven effective in enhancing social, economic, and psychological resilience. This study contributes to the development of the collaborative governance model as a sustainable strategy for strengthening family resilience in urban areas. The practical implications of these findings highlight the need for strengthening cross-sectoral collaboration and revitalizing communication forums as efforts to build resilient and harmonious families amidst urban social dynamics.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas program pemberdayaan perempuan dan perlindungan anak dalam menangani kasus kekerasan terhadap perempuan dan anak di Kabupaten Ciamis. Penelitian ini berfokus pada sejauh mana program yang dilaksanakan oleh Dinas Pengendalian Penduduk, Keluarga Berencana, Pemberdayaan Perempuan, dan Perlindungan Anak (DP2KBP3A) mampu memenuhi kebutuhan korban, meningkatkan kesadaran publik, dan membangun mekanisme perlindungan yang berkelanjutan. Metode yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa program telah terlaksana dalam beberapa aspek, seperti konseling, pendampingan psikososial, dan layanan pengaduan kekerasan. Namun, efektivitas program belum optimal. Kendala utama mencakup keterbatasan jumlah dan kapasitas sumber daya manusia, serta minimnya jangkauan hingga ke lapisan masyarakat paling bawah, dan minimnya keterlibatan masyarakat dalam proses perencanaan dan evaluasi. Selain itu, pemantauan pelaksanaan program belum sepenuhnya mengatasi dampak jangka panjang terhadap korban. Penelitian ini menyimpulkan bahwa program telah berkontribusi dalam menangani kekerasan terhadap perempuan dan anak, tetapi masih memerlukan penguatan, terutama dalam hal keterlibatan masyarakat, peningkatan kapasitas pelaksana, dan keberlanjutan layanan pasca penanganan. Rekomendasi diarahkan pada peningkatan efektivitas melalui sinergi lintas sektoral, transparansi pelaksanaan, dan evaluasi berbasis dampak pada kesejahteraan perempuan dan anak.

Abstract

Educational tourism (eduwisata) is a combination of tourism and education, eduwisata is a positive tourism concept that combines the two fields with learning and tourism. Eduwisata is a non-formal learning activity that is not rigid in its learning activities. Kediri Regency Regional Regulation Number 2 of 2020 concerning the Master Plan for Tourism Development in Kediri Regency for 2019-2034 which is stated in Attachment II of Kediri Regency Regional Regulation Number 2 of 2020 has been stipulated on September 2, 2020 concerning the regional map for the development of Regency Tourism Destinations as a geographical area in Kediri Regency. This study will examine the implementation of the Tulungrejo village government policy in developing eduwisata in Kampung Inggris, Pare, Kediri, East Java based on the seven sapta pesona: safe, orderly, clean, cool, beautiful, friendly, and memorable. This study uses qualitative methods by conducting interviews and Focus Group Discussions (FGD). The results of this study indicate that the policy implementation between the Tulungrejo village government and the Kampung Bahasa Forum, which comprises community members, is not yet effective and requires optimization. The Kampung Inggris (English Village Forum) should prioritize and prioritize the interests of Kampung Inggris residents in developing educational tourism.

Abstract

The Regional Government of the Special Region of Yogyakarta (DIY), through the Social Service Office, implements the Social Security Program for the Elderly as part of the Governor’s policy to address poverty, with a specific focus on reducing extreme poverty. The policy on Social Assistance for the Elderly is regulated under Regional Regulation No. 30 of 2024, which amends Regional Regulation No. 22 of 2021 concerning the Procedures for Grants and Social Assistance. The implementation of this policy involves several regional agencies, including Bapperida DIY, BPKA DIY, the Legal Bureau of the Regional Secretariat, the DIY Inspectorate, and the Social Service Office, each playing roles according to their respective duties and functions. The Social Service Office is directly responsible for poverty alleviation, making it the primary institution in distributing social assistance. This study aims to examine how the Social Assistance Program for the Elderly is distributed by the Social Service Office of DIY. A participatory descriptive qualitative research method was employed, allowing the researcher to gain in-depth understanding of the implementation of the policy. The findings show that the Social Service Office has made maximum efforts in terms of accountability, transparency, compliance with regulations, and accuracy of beneficiary data. In 2024, the distribution showed increased absorption, indicating effective policy implementation. Furthermore, the use of the VA Dashboard System to monitor social assistance distribution demonstrates the success of the Social Service Office in fostering cross-agency communication, optimizing resources with clear roles, and strengthening inter-bureaucratic commitment, policy coordination, and oversight

Abstract

Daerah Istimewa Yogyakarta, destinasi wisata nasional terkemuka, sangat rentan terhadap beragam bencana alam. Pembangunan berkelanjutan desa pariwisata di daerah rawan bencana ini memerlukan integrasi manajemen risiko bencana yang efektif dengan peningkatan ketahanan masyarakat. Penelitian ini mengkaji integrasi aspek ketahanan masyarakat ke dalam kebijakan risiko bencana yang ada untuk pengembangan desa wisata di Daerah Istimewa Yogyakarta. Menggunakan pendekatan studi kasus kualitatif di tiga desa pariwisata yang berbeda, penelitian ini meneliti ketahanan masyarakat melalui tiga elemen inti: kapasitas adaptif, pemberdayaan dan partisipasi masyarakat, dan kolaborasi multi-pemangku kepentingan. Temuan mengungkapkan kapasitas adaptasi yang kuat di antara masyarakat, sebagian besar dibentuk oleh pengalaman bencana historis. Tingkat keterlibatan masyarakat yang tinggi dalam inisiatif kesiapsiagaan dan tanggap bencana, ditambah dengan kolaborasi aktif dengan entitas eksternal (misalnya, Badan Nasional Penanggulangan Bencana, Badan Penanggulangan Bencana Daerah, akademisi), secara konsisten diamati di seluruh desa. Namun, integrasi spesifik kebijakan risiko bencana ke dalam kerangka pembangunan desa pariwisata tetap menantang. Kebijakan formal seringkali tidak memiliki ketentuan eksplisit untuk ketahanan masyarakat dalam konteks pengurangan risiko bencana terkait pariwisata, yang mengakibatkan kesenjangan yang terlihat dalam sinergi antara manajemen pariwisata dan unit manajemen bencana lokal. Sementara pencapaian ketahanan masyarakat bervariasi di seluruh desa yang diteliti, potensi keseluruhan untuk peningkatan lebih lanjut melalui kerangka kebijakan terpadu yang menghubungkan pariwisata dan manajemen risiko bencana sangat signifikan. Hal ini memerlukan peningkatan sinergi antar lembaga dan keterlibatan pemangku kepentingan yang komprehensif untuk menumbuhkan sektor pariwisata yang lebih tangguh di Daerah Istimewa Yogyakarta.

Abstract

The planned development of the Rempang Eco City (REC) National Strategic Project (PSN) in Rempang, Batam, continues to face resistance from many members of the Rempang indigenous community. This resistance has sparked conflict between the community and the Batam Free Trade Zone Authority (BP Batam), the Batam City Government, and PT MEG as the developer. Issues regarding customary land and agrarian affairs often trigger conflicts in regional development. This study aims to examine and map the sources of conflict and the parties responsible for the Rempang conflict. The theory used in this study is a decentralization and conflict approach. This study employed a qualitative method with a descriptive qualitative research design, which objectively and in detail describes the conflict that occurred on Rempang Island. Data collection techniques included a literature review of legislation, scientific journals, articles, news reports, press releases, and other documents relevant to the research topic, supported by field interviews. The results of this study conclude that there are three main factors that constitute the source of conflict: first, historical factors, culture, customs, and customary land. Second, factors of coercion and repressive actions by law enforcement officers, as well as criminalization, thuggery, and intimidation by BP Batam and the company. This factor also contributes to the escalating conflict over the PSN REC. Third, the Batam Free Trade Zone Authority's (BP Batam) non-humanistic and non-harmonious approach to the Rempang community. Several parties consider the source of this conflict to be the responsibility of BP Batam, the Regional Governments: Batam City Government, Riau Islands Provincial Government, Batam City Council (DPRD) and Riau Islands Provincial Council (DPRD), the Central Government: the President, the Ministry of Investment and the Ministry of Economy, and the company: PT MEG.

Abstract

This study aims to analyze the influence of training and motivation on the performance of members of the South Sulawesi Police Pioneer Battalion A and formulate an integrative model that can be used as a strategy to improve operational performance. Using a quantitative approach with a correlational design, data was collected from 85 respondents through a Likert scale questionnaire. Data analysis was carried out by multiple linear regression using SPSS version 25. The results showed that training had a positive and significant effect on performance (β = 0.421; p < 0.05) and motivation had a greater influence on performance (β = 0.537; p < 0.05). Simultaneously, training and motivation explain 61% of the variation in member performance (R² = 0.610). These findings resulted in an Integrative Model of Training and Motivation as a strategic recommendation, which emphasizes the importance of a combination of improving technical competence through training and strengthening internal motivation through ongoing motivation programs. This model can be a reference in the formulation of human resource development policies within the Brimob.
