Jurnal Lemhannas RI (JLRI) is multidisciplinary, focusing on all aspects of national resilience. This journal publishes articles 4 issues every year. JLRI aims to provide a platform for intellectual discourse on topics such as Geography, Demography, Natural Resources, Ideology, Politics, Economics, Socio-Cultural, Defense and Security. Theoretical and conceptual analysis, foundational and applied research using qualitative or quantitative approaches are welcomed. Papers submitted may be in English or Indonesian, and they will be evaluated by peer-reviewed and must significantly contribute to national resilience in general or specific application areas.

Abstract

Purpose: Garuda Pancasila, displayed on the Indonesian National Team's jersey, has been a prominent feature in football since Indonesia's independence. It is widely embraced by players, fans, and the Indonesian community, symbolising national resilience. Study Design/Methodology/Approach: This descriptive qualitative study aims to elucidate the significance of the Garuda Pancasila emblem on the Indonesian national football team's jersey. The research employs Roland Barthes' semiotic method and Althusser's ideological theory, focusing on jerseys from the 2022–2024 seasons. Textual analysis is utilised to interpret the data. Findings: The study reveals that the Garuda Pancasila emblem transcends mere decoration; it is a revered symbol embedded in the national identity and pride of its wearers. Since the Old Order under President Soekarno, the emblem has been a vehicle for political expression and ideological discourse within Indonesian society. Originality/Value: The findings underscore the enduring importance of the Garuda Pancasila emblem, which continues to embody national unity, resilience, and ideological continuity in modern Indonesia. Its presence on the jersey reflects a rich cultural heritage and political history, highlighting the emblem's significance in both national and sports contexts.

Abstract

Purpose: The sustainable development of Nusantara, Indonesia's new capital city, under Law No. 3 of 2022 requires a robust commitment from the central government, supported by all elements of society. The relocation of the capital from Jakarta to Nusantara brings forth numerous challenges that demand comprehensive mitigation strategies, especially in uniting local and newcomer communities to collaborate effectively in building IKN Nusantara, ensuring inclusivity and shared progress. Study Design/Methodology/Approach: This study employs a descriptive research design, utilizing SWOT Analysis to examine the opportunities and challenges in achieving sustainable development in IKN Nusantara. Narrative data analysis is applied to interpret the findings in line with the research objectives. Findings: The study identifies several opportunities for the sustainable development of IKN Nusantara, including policy formulation, investment opportunities from domestic and international sources, optimization of State Property (BMN), and development of the metropolitan region "Nusamba Bojaserakarta" as a support area. Additionally, opportunities for interregional cooperation, enhancing national connectivity, and population mobility were highlighted. However, significant challenges exist, including the need for development plans that align with natural conditions, the integration of national values, and the achievement of low-carbon emissions targets. Originality/Value: This research offers valuable insights into the strategic planning and potential obstacles in the development of Indonesia’s new capital. It provides a balanced perspective on how opportunities can be maximized while addressing critical challenges to ensure the long-term sustainability of IKN Nusantara

Abstract

Purpose: This study examines the digital transformation of Indonesia's mass media and its critical impact on national resilience, focusing on both the opportunities and challenges arising from this transition. Study Design/Methodology/Approach: Adopting a qualitative descriptive approach with secondary data analysis, this study utilizes a PESTLE-SWOT framework to assess the role of digital media in bolstering Indonesia’s information infrastructure, human resource development, and regulatory frameworks that are essential for maintaining national security. Findings: The findings reveal that while digital transformation improves information accessibility and efficiency, it also introduces significant challenges. These include increased risks of misinformation, fragmented regulations, and disparities in digital infrastructure across regions. Such disparities especially impact remote areas, exacerbating information inequality. To counter these issues, a coordinated policy approach, equitable infrastructure development, and enhanced digital literacy initiatives are necessary to strengthen resilience. Originality/Value: This study underscores the strategic importance of an integrated policy framework to leverage digital media for national resilience, recommending strengthened regulations and equitable digital infrastructure to mitigate security risks and foster inclusive information access.

Abstract

Purpose: This study aims to assess Indonesia's national resilience in the VUCA (Volatility, Uncertainty, Complexity, Ambiguity) era by evaluating the characteristics of regional resilience and their interrelationships. The research focuses on the use of computational methods, including artificial intelligence, to classify regions based on national security conditions and identify effective measures to enhance national resilience. Study Design/Methodology/Approach: The study utilizes public policy simulations and a national resilience index developed by Lemhannas. This system assesses national resilience through regional evaluations, considering both natural and social determinants. Computational methods such as K-means clustering and the Davies-Bouldin index were applied to classify regional resilience. The interactions between variables were analyzed, emphasizing the importance of regional characteristics in policy formulation. Findings: The research identified seven regional clusters through the K-means clustering method and the Davies-Bouldin index test, which effectively enhance national resilience. These clusters provide detailed insights into regional similarities, which are critical for designing targeted policies aimed at improving national resilience. The findings highlight the role of computational methods in processing extensive data and guiding policy decisions to strengthen regional and national resilience. Originality/Value: This study presents an innovative approach to assessing and enhancing national resilience in Indonesia by employing artificial intelligence and computational methods. By identifying and analyzing regional clusters and characteristics, the research offers valuable insights for policymakers to develop strategic, data-driven policies for strengthening national resilience. The integration of both natural and social determinants into the resilience assessment contributes to a more comprehensive understanding of the resilience dynamics at both regional and national levels

Abstract

Purpose: This study aims to explore the potential of democratic consolidation in reinforcing national unity in Indonesia, emphasizing the importance of Pancasila values, particularly the third principle, “Indonesian Unity,” in addressing key challenges such as political polarization, social fragmentation, and declining public trust in political institutions. The study underscores practical policy recommendations to bridge the gaps identified. Study Design/Methodology/Approach: Utilizing a qualitative approach, this study employs a comprehensive literature review methodology to analyze theories related to democratic consolidation and national unity. Sources include scholarly articles, books, and relevant documents that discuss the connection between democracy and social cohesion. Foundational theories by Diamond (1999) and Linz and Stepan (1996) are applied as analytical frameworks to evaluate the necessary conditions for democratic consolidation in Indonesia. Findings: The study finds that democratic consolidation can effectively strengthen national unity when supported by robust government performance in legal, bureaucratic, and economic sectors aligned with Pancasila values. Active civil society participation, political society autonomy, and the transparency and accountability of political institutions are essential in fostering public trust and mitigating polarization. Originality/Value: This research enriches existing literature on democratic consolidation and national unity in Indonesia by advocating for inclusive policies and emphasizing the critical role of political education and media literacy for the public. The recommendations presented aim to promote sustainable political stability and social integration, making this study a valuable reference for future research on Pancasila-based democratic consolidation in the global era.

Abstract

Purpose: This study aims to analyse efforts to resolve the Papua conflict to achieve equitable national development, focusing on the role of Special Autonomy (OTSUS) policies, local leaders' involvement, and community-based security strategies. Study Design/Methodology/Approach: Using a qualitative approach through a comprehensive literature review, this study adopts the theoretical frameworks of Social Resilience and Sustainable Development, identifying factors that influence social stability in Papua. Data was drawn from previous studies, policy document analysis, and relevant theories to explore bureaucratic challenges, unequal access to public services, and the significant role of local customary and religious leaders in strengthening social cohesion. Findings: The findings indicate that the OTSUS policy has yet to succeed in improving the quality of life for the people of Papua, particularly in remote areas. Bureaucratic factors, weak law enforcement, and overlapping regulations hinder social integration and increase the community's dependence on external aid. Integrating local customary and religious leaders in development project planning and oversight has proven to increase community acceptance, reduce conflict, and strengthen local resilience. Additionally, community intelligence-based security strategies and effective use of social media are essential to counter separatist propaganda. Originality/Value: This study highlights the importance of a culturally grounded, collaborative approach to building social and economic resilience in Papua, offering a new perspective on sustainable development strategies relevant to regions with similar conflict dynamics.
