The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

Policies on the protection of child labor has been createdand implemented by the government, but cases of child labor issues always arise. This study aims todetermine the profile of child labor, the factors that lie behind them, and an alternative implementationof child labor protection policy. By the survey design, data were collected through questionnaireinstruments, in-depth interviews, and observation. The population was children trapped in theintolerable forms of child labor. The sampling technique used was purposive sampling with a sample of45 child labor. Data were analyzed using descriptive statistical analysis , and categorization analysis.The results showed that in general, children are not school workers, male sex, having work between 4-8hours per day, with an average income of Rp 25.000,- per day. The background conditions they work isbecause the economic conditions are worse, some have experienced sexual violence, and are victims ofsexual trafficking. In addition, the implementation of child protection policies have not been effectivedue to problems concerning child labor parties and is multidimensional.Keywords: policy implementation, child labor, intolerable forms of child labor, sexual violence, sexualtrafficking.

Abstract

Implementation of administrative policy updates voters in the election forgovernor and vice governor. This reseacrh aims to determine the administrative policyimplementation and updating of voter lists of data by the Voting Committee (VC)during the General Election of Governor and Deputy Governor of West Kalimantan in2007. This study used qualitative methods, the research instruments and procedures fordata collection using interviews, observation, and documentary. Subjects wereorganizers of the elections for governor and vice governor from regional electoralcommission (REC) until the voting committee (VC). The result of the research showedthat the implementation of the policy update data administration and voter lists had notbeen effective. The occurrence of the double voters and the swelling number of voters atsome polling stations (PS). The data base used in determining population provisionalvoters list (PVL) inaccurate and lack of coordination of the parties involved in theprocess of updating the data and voter lists.Key words:Policy implementation, data updating process, election of Governor andDeputy Governor. coordination

Abstract

The processofpublicprocurementisthelargestcontributortothepracticeofCorruption,CollusionandNepotism(KKN) in thepublicbureaucracyinIndonesia, both atthe centralandlocalgovernments. It happened because the conventional procurement system has a number ofweaknesses that allow corrupt practices in each stage.The research aim to provide an overview of theweaknesses of conventional procurement and the importance of applying the principles of goodgovernance in the public procurement, through the mechanism of procurement of goods and serviceselectronically (e-procurement).Data were collected through literature review, secondary data andfocus groupdiscussions and analyzed by the technique of triangulation.The results showed that e-procurement system has many advantages over conventional auction them more efficient , effective ,transparent , accountable , fairer and safer and can bring a healthy competition of business actors .With e -procurement opportunities for direct contact between the supplier of goods / services with theprocurement committee becomes smaller , more transparent , more efficient time and cost as well aseasy to do in practice financial accountability , so that corruption and collusion can be avoided .Key words: e-procurement, good governance, public bureaucracy, public services.

Abstract

Factors that effect the quality of organizational performance. Thisresearch aims to determine the effect of organizational ledership effectiveness,organizational structure, apparatus work motivation, determination of tax revenuetargets, availability of human resources and coordination on the quality oforganization’s performance SAMSAT Online Dinas Pendapatan dan Aset DaerahProvinsi Nusa Tenggara Timur. This research uses quantitative methods to test thehypothesis explanative. Samples amounted to 72 persons. Data collection usingquestionnaire techniques, while the data analysis using correlation and regressiontechniques. The test results show that the effectiveness of the role variablesapparatus work motivation, goal setting effectiveness of tax revenue, the willingnessof human resources and the effectiveness of coordination has a significant effect onimproving the quality Dinas Pendapatan dan Aset Daerah Provinsi Nusa TenggaraTimur, with a regression coefficient of 0,675 means the contribution of variableeffectiveness of work motivation apparatus, the effectiveness of the tax revenuetarget setting, preparation of human resources and the effectiveness of coordinationon the quality of the organization’s performance is omly 40,6% and the balance of59,4% is the contribution of the other variables wich in the turn can performed onthe following research.Key words: Organizational performance, leadership, organizational structure, humanresources, coordination.

Abstract

Spatial Planning Policy Border Town District. This research ismotivated complete lack of city and county goverments in addressing issuesof suburban areas. This study aims to determine how the government's policyon spatial planning in regulating land use in the border area. Subjects wereinformants of the bureaucrats, businessmen, and the society who were takento the snowball sampling method. Data was collected with qualitativemethods through in-depth interview, observation and documentation.Analysis of the data using an interactive method . The results showed that thespatial planning policy of cities and counties to regulate land use in the areaof border policy has not been effective because of spatial plans of each cityand county to be partial and can not anticipate changes in the dynamics ofrapid economic, social, transport and the environment. The implication of thisstudy is that by letting the policy approach (not to do), is still relevant incertain circumstances, but necessary for the long-term future spatial policywhich can regulate border issues both regions .Keywords: government policy, spatial planning, policy impact, socialconflict .

Abstract

Implementation of goodgovernance requires institutional and public management reform. There is a difference in the fieldof financial management reforms and financial management areas. The purpose of this study is todetermine differences in the implementation of the principles in the areas of financial managementin Karanganyar and Sukoharjo region. This study uses a quantitative method using a questionnaireas a data collection tool. The study population is all officials at Regional Secretariat, Department/Agency/Office/Unit financial management area (PPKD, SKPDs) for echelon III, Council BudgetAgency and associated stakeholders. The sampling technique using saturated sampling. Data weretested by using the validity and reliability by using Product Moment correlation and Cronbach 'salpha. Data analysis using a different test with different test techniques on average two independentsamples (t-test). The results showed that different tests are performed using Independent SampleTest (Mann Whitney Test) and the Independent Sample t-Test, it turns out there is a difference inthe implementation of the principles of financial management between Sukoharjo and Karanganyarregion. Sukoharjo turned out better than Karanganyar in the implementation of 3 (three) areas offinancial management principles, namely the principle of accountability, probability and control.The impact of differences in the implementation of the principle of local financial management,making Sukoharjo is able to achieve higher revenue and development expenditure thanKaranganyar region.Keywords : principles of financial management, good governance, implementation, institutionalreforms.

Abstract

InKedung Cowek, Bulak, Surabaya City, the fisheries’s wives have low participation informal organization. This is an irony because besides they are majority in population,also the function of those institutions are to bring the better life condition of society,it’s hard to achieve if the society arround them is not involved. This research wants toanswer the question: what factors that influence the rate participation of fisheries’swives in formal organization.The research uses descriptive qualitative methods withindepth interview, observation and documentation in collecting both of primary andsecondary data. The research result shows that the factors that influence the fisheries’wives in formal organization are limited education and skill of them. Beside that,limited skill only on fisheries make them enable to work in fisheries sector, not others.This condition is worst by the local culture that positioned them in domestic affairsthan outside and the double roles as wives as well as workers and it’s difficult for themto participate at public sector.Keywords: participation, formal organization, double roles, domain public, domaindomestic
