Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

There are at least three points that this article seeks to explain. Firstly, it intends to provide historical precedence regarding disaster management. Elaboration includes stories of disaster management across civilizations. The goal is to provide reader that disaster management has always been vital in maintaining human existence; thus, the study of International Relations could not afford to ignore the issues if it wants to remain relevant. Secondly, this article attemps to provide readers the establishment of the current international disaster management landscape. There are international level (through the United Nations agency) and regional level arrangements of disaster management that we should take into account. The perspective of global governance will be emphasized in understanding the issue in order to appreciate the fact of how diffused disaster management resources are in contemporary situation. Lastly, the writer takes the example of Indonesia in an attempt to argue that nation states are still the backbone of putting together all disaster management resources to be manageable and effective in reducing human and material losses due to disaster. Abstract

The article discusses the ongoing development of the ASEAN Socio-Cultural Community. Literature study as well as in-depth interviews of key stakeholders representing Indonesian government, civil society, and academics is utilized to identify its potential leverage, inherent problematics, as well as possible constructive action that can be taken by Indonesia to support and strengthen the ASEAN Socio-Cultural Community. The socio­ cultural pillar's importance stems from its potential leverage to increase civil society participation, encourage tripartite state-market-civil society cooperation, and construct a cohesive regional identity. Inherent problematics of the ASEAN Socio-Cultural Community includes the leadership's weak commitment from the Philippines, lack of political will from member states, civil society's characteristics, complexities of socio ­ cultural issues, as well as the ASEAN Socio-Cultural Community's characteristics in comparison to the ASEAN Political Community and the ASEAN Economic Community. Strengthening measures identified are (1) pillar empowerment through prioritizing issues with greater regional leverage overlapping with the political-security and economic pillar and socialization to increase society's awareness and participation, as well as (2) empowerment of key stakeholders including governmental agencies, civil society, and the ASEAN institution. Constructive action recommended includes encouraging increased leadership within the community, initiating a corrective internal mechanism, awareness raising, and "role-modeling'' in civil society engagement.
