Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

The fact that "South-South" countries managed to avoid severe collapse in the global financial crisis (2007-2008) as happened in U.S. and EU, is a contradiction when the "South-South" at the same time are often disadvantaged in trade patterns. As the study of chaotic Asian crisis (1997-1998), many countries (on "South-South") are actually very disadvantaged in its main Doha Round of WTO rules, are struggling hard to optimize the productivity that can be achieved. Happened a wide selection of radical economic policies that have been and will run various countries. On one hand, there are policy options isn't enough if associated process of building solution-based collective recession settlement between states. In other words, as an effort to evaluate the regulation of international trade policy in the WTO, while adjusting needs a sense of justice for the country "South" for a dozen years caving in on WTO rules, present mometum significant change rules. Plan of Bali Round (2013) is expected to be generated in the WTO meeting in this year. Where the round is expected to not only adapt to today's trade map no longer dominated by the countries like US, EU countries, etc. But give justice a far greater for developing countries that are represented in the "South-South".

Abstract

Tulisan ini menjelaskan variasi yang muncul dalam strategi militer dengan menganalisa empat faktor yang berperan sebagai determinan dalam perumusan strategi militer, yaitu struktur sistem internasional, budaya institusi militer, inovasi teknologi, dan penggunaan kekuatan militer. Analisa pertama tentang variasi dari strategi militer yang terkait dengan sistem internasional dilakukan dengan menggunakan teori perimbangan ofensif dan defensif. Teori ini menunjukkan bahwa variabel-variabel sistemik seperti perimbangan kekuatan dan perlombaan senjata, berpengaruh terhadap pilihan strategi militer suatu negara. Analisa kedua tentang budaya militer menunjukkan bahwa setiap negara memiliki kepercayaan strategis tentang perang yang terbentuk karena beberapa faktor seperti pengalaman perang, pertimbangan geostrategis, evolusi organisasi militer, dan proyeksi kepentingan nasional. Budaya militer ini cenderung tidak bersifat statik sehingga berpengaruh terhadap munculnya variasi strategi militer suatu negara. Analisa ketiga tentang teknologi militer menunjukkan bahwa proses internalisasi teknologi militer terkini dalam organisasi militer akan mempengaruhi pilihan strategi militer suatu negara. Kegagalan proses internalisasi ini cenderung akan melemahkan kapasitas militer untuk memenangkan perang. Analisa keempat tentang penggunaan kekuatan militer dalam pertempuran menunjukkan adanya dua faktor determinan utama yang mempengaruhi variasi strategi militer yaitu aplikasi gelar penindakan dan rasio kekuatan. Interaksi dua faktor ini mengharuskan komandan unit militer untuk terus menerus melakukan modifikasi strategi tempur untuk mengantisipasi taktik manuver lawan.

Abstract

Most sanitation movements in the world are physical, local-based, and limited to several beneficiaries in the near proximity of the sanitation project. Social networking sites, such as web 2.0, Facebook, YouTube, and Twitter, help to contribute to the reinvention of social activism, making sanitation movement more accessible and available for everyone despite of geographical constraint. This paper aims to analyze the role of social networking sites in shaping the character, the strategy, and the scope of sanitation movement charity: water, using the concept of social movement and social networks.This paper concludes that social networking sites contribute in shaping the charity: water movement to be platform-based and simpler to every users and activists in term of the character of movement. It shapes its strategy to be the platform to connect and mobilize people from around the world, making it accessible for international activists and beneficiaries. Social networking sites enable activism to reinvent itself.

Abstract

Tulisan ini bertujuan menganalisis kawasan Asia Tengah, dilihat dari perspektif Realisme, Liberalisme dan Konstruktivisme, melalui teori Regional Security Complex oleh Barry Buzan dan Ole Waever. Teori ini hendak menunjukkan keamanan regional berdasarkan interdependensi antar unit dalam kawasan dilihat dari struktur power dan proses sekuritisasi di dalamnya, demikian pola hubungan keamanan dalam kawasan Asia Tengah berusaha dijelaskan dengan elemen-elemen dari ketiga paradigma yang terdapat dalam teori tersebut. Hasil analisis tulisan ini menunjukkan bahwa Asia Tengah dipandang sebagai bentuk insecurity interdependence by external forces dari perspektif Realis, security interdependence by interest dari perspektif Liberalis dan securitization interdependence by understanding of threat/security dari perspektif Konstruktivis. Kompleks keamanan Asia Tengah termasuk dalam tipe kompleks keamanan Great Power, terlihat dari peran besar kekuatan-kekuatan eksternal terutama Rusia dan Cina dalam kawasan tersebut; baik dalam pembentukan pola pertemanan dengan kerjasama, pola permusuhan dengan persaingan dan ketakutan, juga proses sekuritisasi isu separatisme, ekstremisme dan terorisme sebagai ancaman terhadap keamanan regional.Tulisan ini diambil dari tugas karya akhir penulis yang diajukan untuk medapatkan gelar Sarjana Sosial dari Departemen Ilmu Hubungan Internasional, Universitas Indonesia.

Abstract

This article examines that internet social media have influenced the Egypt Revolution from the authoritarian government to the democratic transition. There are two theories: Cyber-Optimist that argues internet social media is significant in changing a rezim and Cyber-Realist that believes internet is a status quo regime's arsenal in controlling their citizen. Based on cyber-optimist argument, this article believes that internet social media is not supporting the authoritarian government of Husni Mubarak in Egypt, but as the citizen's arsenal to change the authoritarian government of Husni Mubarak.

Abstract

Tulisan ini berusaha menjawab pertanyan mengapa persepsi ancaman terhadap Cina masih bertahan di Asia Tenggara meskipun Cina telah meningkatkan kerjasamanya dengan negara-negara di kawasan tersebut. Artikel ini berargumen bahwa minimnya jumlah kerjasama pertahanan bilateral antara Cina dan negara-negara Asia Tenggara adalah penyebab masih bertahannya persepsi ancaman Cina di kawasan tersebut. Struktur tulisan ini terbagi ke dalam tiga bagian. Bagian pertama membahas mengenai modernisasi militer Cina. Bagian kedua menjelaskan persepsi ancaman Cina di Asia Tenggara. Sementara bagian ketiga menjelaskan penyebab persepsi ancaman Cina masih bertahan di Asia tenggara.
