Abstract

Ciwidey is one of tourism object in South Bandung that has various tourism products. Some are have similar product offerings, such as hot springs in Ciwalini amd Cimanggu. In practice, there is a competition among the similar attraction, so there are some attractions tend to lag behind compared to other attractions, and vice versa. Furthermore, it indicates there is no integrated strategy to develop Ciwidey as a tourism area. Existing strategies were only partial of each attraction. This leads to the benefits received by the community, administrators, and local governments have not optimal. There have been many studies about the tourism development strategy of Ciwidey made by various parties including the private sector would also academics. But until now integrated strategy for developing tourism area of Ciwidey is still relatively inconsiderable. One approach that can show the relationship among business actors are integrated industrial cluster approach. Industry cluster is basically not an entirely new concept. However, in line with the changing times, the study of the concept/theory of empirical experience various parties evolve over time. Various definitions and concepts of industrial clusters can be found in the literature. The definition of industrial clusters in brief is: "Industry Cluster is a specific business group connected by the chain of creation/increase in value added, either through business or non-business relationship". This study aims: (1) To map the tourism industry cluster of Ciwidey tourism area, (2) To formulate the role of local government in the tourism industry cluster in the tourism area of Ciwidey. After conducting interviews with stakeholders, the study documentation, and observations at the study site, it can be done mapping stakeholders that can be grouped in core industries, industrial suppliers, supporting industries, related industries, and buyers, as well as supporting institutions ("non-industry "). The most prominent role of each stakeholder is to create innovation and coordination. For innovation and coordination needed integrator in the tourism industry cluster of Ciwidey, and the role as the integrator can be done by the Department of Tourism, Youth and Sports Bandung Regency.

Abstract

Public budgeting in the context of fiscal decentralization has many problems in Indonesia. The problems can be traced from its contributions to the development such as budget effectiveness, budget impact, budget efficiency, facing big corruption, and also on poverty reduction becomes a serious problem that must be resolved by the Government of Indonesia.  In the area of implementation, public hope that the National and Local budget can improve the welfare of society as a whole. In terms of spending, national spending quality has declined. The budget itself absorbs big portions budget for the personnel expenditure, while capital expenditure is very much limited. Personnel expenditure, capital expenditure, and Social expenditure reflect the Government understanding of the needs of the public at large.  From the perspective of budget policy, public expenditure in Indonesia has still weak in reflected the public needs. There are many interests to intervene budget process and configuration both politically and bureaucratically. The budget policy was not in line with democratic principles that public policy must be based on public consent. When it comes to public consent then should the public budget to accommodate the public interest-oriented public service for the welfare of the public.

Abstract

This study focuses on a specific indigenous community in Mindanao, Philippines – the Bukidnon Tribe. The Bukidnon Tribe is one of the well-documented and well-researched tribes in the region and is also a recipient of various projects in the past. This paper primarily aims to answer the question, whether the Bukidnon Tribe have mainstreamed their presence in local politics. With the implementation of the Indigenous Peoples’ Rights Act (IPRA), the traditional political institutions of the different tribes are now nationally recognized. With that in place, this study has the following specific questions: a) how engaged is the Bukidnon tribe in local politics, b) how are the traditional political institutions of the Bukidnon tribe survive in relation to engagement to mainstream politics, and c) what are the political influences and effects of the past projects given to the tribe. Results show that through the IPRA, which mandated an IP representative for every local government unit (LGU) in areas with IP population, the indigenous communities are assured of representation. Because of presence of the IP representatives in LGUs, the other members of the tribe are encouraged to further recognize and participate in mainstream political activities such as voting in elections and consultation with regards to policy formulation. The results also indicated that the tribe recognizes the value and importance of their traditional political institutions, thus, they themselves strive hard for its preservation despite all the external factors brought by the projects. From the results, it is suggested that educating the mainstream society about the rich political culture of the tribe as a method to ease the penetration of the IPs to local politics as there will be greater respect for cultural diversity.

Abstract

This research is using Policy Implementation Theory from van Meter and van Horn which is consist of six indicators, namely Purpose and Target, Response of the Target group, Inter-organization communication, organization of implementor, Social, Economic and Politics conditions, and the source of policy. With using post-positivism approach and Qualitatif method, research result shows that the Implementation of State Apparatus is not optimum yet. There are several indicators are not implemented yet. Beside that, this research finds two major obstacles namely internal and exernal factors.

Abstract

The tittle of this research is the Empowerment of Batik Lurik Craftsmen through One Village One Product (OVOP) Approach in Increasing the Income of Villagers of Jambakan, Bayat Sub-District, Klaten Regency, Central Java Province. Modern Batik handcraft increaseing in Central Java pressing Batik Lurik which is traditional Batik from Klaten Regency. The production of Batik Lurik still using traditional method ATBM (No Machine Tenun Tool) and must through 5 steps dan it takes long times and it makes reducing public interest to become a craftsmen and it result limited Lurik Batik production.  Results showed that the empowerment of batik lurik craftsmen through One Village One Product (OVOP) approach in increasing the income of the people of Jambakan Village, Bayat Sub-district, Klaten Regency has been implemented quiet optimal. As proved by the following aspects: 1. Possibility, realization of stable economic situation and encouraging the development of Batik Lurik; 2.affirmation, has been as the implementing of training programs for improving the quality of human resources; 3. Protection, the establishment of the product of local law as a form of protection of local products; 4. Supporting, the implementation of the provision of capital assistance and equipment assistance for the craftsmen even though Batik Lurik is limited; And 5. Maintenance, the implementation of exhibition of Batik Lurik and comparative study for Batik Lurik craftsmen although is still not sustainable. The Suggestions that we provide based on the results of the research are to conduct regular monitoring and evaluation of all activities that have been done for the development of the next activity program, improving the promotion and the budgeting.

Abstract

To achieve the success of vision and mission of local government about management planning of development strategy and economic growth require the improvement of professional human resource. The education sector becomes the first mandatory service of local government. This study using David Parmenter theory as a reference, which contain six  perspective to assess the success of vision and mission.the six perspective are financial result, customer satisfaction, learning and growth, internal processes, staff satisfaction, community and environment. The research design used was explorative with qualitative approach. Analysis by interview  of 16 informants whose related with the research object. The result of the research indicates that the success of realizing as a city of education in normal condition is successful but it is require more policy direction to develop the strategy include: equalization of education staff of each sub-district, the development of professionalism of educators, improvement of basic education service, provision and service of inclusive education, and community empowerment. Recommendations from the author include: the government should plays an active role through stakeholders to implementing a bottom-up system in working with all elements of society. It is hoped that this research can be used as a reference materials or input for local government in preparing the next phase of RPJMD, so that the purpose of vision will in line with the mission of the next five years plans.
