Abstract

The shifting on public administration on theoretical or conceptual framework is influencing the public administration directly on empirical practices. The terms of bureaucracy, privatization, governance, coordination and collaboration are reflecting its progressiveness and those applied on day to day governmental actions. Collaborative governance has emerged as a response to the failures of the public organization monopoly on public services delivery. Instead of governance context, the concept of collaborative leadership captures the key element to articulate and discover win-win solutions among stakeholders.

Abstract

Entering the free market era for ASEAN countries or known as “ASEAN Economic Community (AEC) 2015” which is high competitive and a lot of challenges from the changing environment, the existence of an ideal leader is urgent to promote and realize the vision and mission of Indonesia that has been disclosed in the preamble of the 1945 Constitution and translated based on the needs of national, regional territorial provincial and district/city. The leader's ability to adapt new circumstances and understand how to develop subordinates to be able to better handle complex situations, is a great thing that should be a concern for leaders in changes. Adapting means to understand the meaning of a new state, and have the initiative in the ability to adapt and change with a complete practice in a personality shared values, governance, systems, procedures. Then, find the most effective way yet easy to use, for the development and sustainability of the core activities of the organization. The above facts explain that the leadership values determine the success of development in order to optimize and utilize AEC programs especially in free trade, where the market mechanism determines a process of goods and services which also influence human resources that managed by the certain leadership style, especially in the businesses mechanism that have fairness principle. Using the methods of literature study and interviews, this study aims to analyze how the adaptive leadership in the public sector faces the challenges of the AEC. Given that if it is associated with the challenges of the future, a good leader at least has the ability to be adaptive to the uncertainty of the future, the ability to work cross-country and cross-cultural as well as the ability to create an innovative environment.

Abstract

This paper aims to acknowledge and describe Indonesia sports phenomenon from leadership point of view. With using qualitative approach and qualitative method also literature study as a frame, authors try to describe sports phenomenon in Indonesia which is gained from other sources linked with author conceptual idea itself namely the absent of Indonesia Sports Leadership and it solution; Self Leadership; Transformative Leadership and; Sports Leadership Pyramid Model. Paper result is Sport Leadership Pyramid Model is a new breakthrough of Indonesia Sports Leadership problems. It has special process starts from self leadership until leader character. They should be able to adopt transformative leadership in each process.

Abstract

AbstractThis research aimed to describe the six of leadership techniques of ABTB District Head according to the theory presented by Abdoelrachman in S. Pamuji and its relation to the efforts of people empowerment according to Roesmidi that is information accessibility, involvement, accountability and local organization capacity. The research method used by the writer is qualitative by using the descriptive method and inductive approach.The result of this research shows that the three of leadership techniques, which are:   a technique of followers preparation/maturation, technique of examples (teladan) and technique of persuasive have been running effectively. The human relation technique that has not been optimized caused by the district head has not fulfilled the need of properness. Ineffectiveness of communication system technique caused by the less communication and coordination between District Head and Section of Economic and People Empowerment. Meanwhile, the lack communication between District Head and the working units (SKPD) caused by there is no coordination letter for the order department manuscript. The ineffectiveness of facility supplying technique caused by the unavailability of equipment and proper working place. The internal problems in leadership technique of District Head are Habit and Superego. And external problems are people conventional mindset towards problems of garbage and there still no regulation about waste management in Bukittinggi. The efforts done by District Head is to make stronger communication and coordination with all related parties, making and directing people mindset and also conducting regulation of waste management in Bukittinggi.

Abstract

Mukim is customary institusiaon and official government agency in the Province of Aceh. The purpose of this research are to describe leadership of imuem mukim in Seunagan Subdistrict Nagan Raya Regional, to describe labor relations subditrict head, imuem mukim and keuchik of governance in Seunagan Subdistrict Nagan Raya Regional, to describe the factors supporting and inhibiting imuem mukim of governance in Seunagan Subdistrict Nagan Raya Regional and to describe the efforts done imuem’s leadership of imuem mukim in Seunagan Subdistrict Nagan Raya Regional. In this research, the writer uses descriptive method with an inductive approach. Sources of data in this research were obtained from the result of classification based on the person, place and paper. Techniques of data collection was conducted by researcher from interviews and documentation. Data analysis is a way of data reduction, data display and conclusion.Based on the research that has been done, it is concluded that leadership in run by imuem mukim ad a leader in Mukim Parom Seunagan Subdistrict has not good implemented. This is because the factors inhibiting greater impact than the factors supporting leadership imuem mukim. Therefore, efforts are needed from imuem mukim of governance in Mukim Parom Seunagan Subdistrict Nagan Raya Regional in the Province of Aceh. Based on these conclusions, the writer suggested for imuem mukim to socialize more about existence Mukim as official government agency in the Province of Aceh for society. The supporting factors imuem mukim managing of government in implementing. Mukim that can be use as a motivation and reference in enhancing leadership qualities. Further efforts in imuem mukim leadership should be good implemented so that many obstacles in managing the mukim of governance can be resolved.

Abstract

Decentralization and region autonomy demand local government in United State of Republic Indonesia to become more independent and increase its work level in managing its potential and increase the society participation in policy implementation. Government apparatus is the smallest component in governance that can determine succeed of governance process and service providing to society. Reinventing government is a concept to bureaucracy that can grow entrepreneur soul in governance apparatus and more increasing apparatus work level as an effort to achieve the purpose of local government organization. Concept of reinventing government can be an answer from the problem of local governance bureaucracy if its implementation is appropriate or not with the condition of economy, social, politic, and culture and also got the support from government aspect, entrepreneur, and society.

Abstract

Direct local election has begun since 2004 and has regulated in Law No. 32 Year 2004 about Local Government. Direct local election is giving several advantages namely local head who elected by the people knows about people need. Beside that, direct control of people could border their local head to do something out of their want. In other side, there are many troubles of direct local election in implementation process like there are no mechanism for people to insist local head’s promise to them. So that, several academicians and practioners suggest back to the indirect election like a decade ago. This paper try to give academic personal perspective and consideration that local election can adopt indirect local election again.

Abstract

Local election which is implemented since 2004 have contrast paradigm in new orde. Governor as local head in province level is elected by the people beside city’s head and regency’s head. Governor as province head has three primary functions namely coordination, supervision, and control. Those functions is used to synergize regency and citi’s development planning in order to make sustainable development. In implementation process, governor’s function is not effective to synergize city’s head and regency’s head. Abstract

This paper exposes the onset of political money in the elections which took place in Indonesia. Increasingly sophisticated in money politics operate. Mode of vary from giving gifts, give dorprize, give pocket money when the election took place, promises to be an employee up to deliver the promise of delivering the project. The perpetrators of political money is not alone among politicians’ central level, but going from the central level to district level. Political money so lively it is, like a fart, so called by the fart politics, often very foul-smelling, even sound but never caught the whodunit. The organizers of the election, in this case the Electoral (ELECTION COMMISSION) cannot give sanctions lay off the perpetrators of money politics, even Bodyguard of Election (Bawaslu) also can not rebuked him. That is the political movement of money that continue to occur in every Election but always failed to be removed. This paper then offers alternative solution i.e. with disqualification for the perpetrators of political money to participate in the elections while known practicing while the next election are prohibited from participated and competed.

Abstract

Local election in Parepare City which won by Taufan Pawe-Faisal Andi Sapada (TP-FAS) in one round is caused by several strategies that is not used by their competitors. Start from political support, financial support, national figure support, creativity and innovation, campaign methods, and also NGO’s support. There are several strategies that are used by other, but it is not suitable with local people structure. TP-FAS has won to indicate what people want and how to make it usefull for them.
