The purpose of Global Focus is to provide readers a broad, complex, and dynamic process of interactive decision-making that is continually evolving and responding to global political changes. The particular topics relevant to this Journal are international security, global political economy, global ethics and culture, transnational issues, and other related sub-fields. Abstract

The complexity of border studies is a reflection of the socio-political realities that exist in border areas. Most of the time border areas are synonymous with conflict and militarization. But at the same time, cooperation between various international actors in the border area is also taking place. One example is the collaboration between three actors (Government of Indonesia, Government of Malaysia, and Palm Oil Plantation Company) in the Indonesia-Malaysia border area in North Kalimantan Province-Sabah State to establish and run a Community Learning Center (CLC) program as an effort to overcome limitations of access to education for children of Indonesian migrant workers in palm oil plantations in Sabah. The existence of a Community Learning Center (CLC) is a form of alignment of interests between actors in the case of fulfilling the right to education for the children of Indonesian migrant workers in the State of Sabah. CLC as a form of cross-border cooperation is possible when the interests of the Government of Indonesia, the Government of Malaysia and palm oil plantation companies in the State of Sabah are aligned. The interest of the Indonesian government is to provide access to education for Indonesian citizens (WNI) residing in the State of Sabah, Malaysia. The interest of the Malaysian government is to maintain sovereignty within the regulatory authorities within its territory, in this case concerning population administration, While palm oil companies interest is to maintain its business sustainability by abiding to the rules of both countries.

Abstract

India is currently one of the countries that is showing massive economic growth, even according to Goldman Sachs projections in 2050 India will be in the third position as the country with the largest economy in the world. Economic growth is certainly supported by various sectors, one of which is a large workforce base which is then channeled through migration activities which eventually form a diaspora known as Non-recident Indians (NRIs) and Person of Indian Origin (PIO) with a total number of 30,995 .729 inhabitants and spread in 210 countries in the world. The United Arab Emirates (UAE) is the main destination country of migration for NRIs and PIOs after the United States and Pakistan, based on existing data the number of NRIs and PIOs in the UAE in 2017 was 3,500,000. The Indian government then used NRIs and PIOs in the UAE to make a significant contribution to India's development as country of origin including remittances and foreign direct investment (FDI).Keywords: India and UAE, Indian Development, UEA Development, Remittances, Foreign                  Direct Investment (FDI).

Abstract

The following paper studies the nature and plausible justifications to current trade war between the US and China. The theory of hegemonic power runs through the narrative embodied in this paper and postulates that the trade war has been initiated as an instrument to counter the rise of China in the global political economy. The lineages of the trade war can be traced back to trade deficit between China and the US, rivalry for global economic dominance and the US midterm elections. This paper will unpack the nature of the trade war looking at the history of other trade wars before this one. The second part will engage international relations theory, particularly hegemonic power and status to examine the validity of the idea that the rise of China threatens to the US national interests and security. The third part will reflect on the above, revisit a project Solarium that president Eisenhower formulated in 1953 to counter the soviet expansionism during the Cold War era and postulate what could be expected next through the prism of hegemonic power in global politics. This paper concludes with an empirical case for caution that just as project solarium was a long-term strategy to counter the soviet expansionism during the Cold War, the US will need a similar long term policy position to counter the Rise of China.

Abstract

This study aims to analyze and explain the humanitarian crisis that occurred in South Sudan from 2019 to 2021, as a result of the protracted civil war, as well as the role of the Office For The Coordination Of Humanitarian Affairs (OCHA) in efforts to overcome and respond to the humanitarian crisis. In this study, the author uses several concepts and theories, which include the concept of Human Security, the concept of Responsibility to Protect, and the theory of International Organizations. The method used in this research is a descriptive qualitative method. The results showed that the humanitarian crisis that occurred in Sudan caused violations of several aspects of human security, which include personal security, community security, political security, economic security, food security, health security, and environmental security. Then in an effort to respond to and overcome the humanitarian crisis in South Sudan, OCHA did several things, namely making a policy agenda, providing information, advocating, and providing humanitarian funds for the humanitarian crisis in South Sudan.

Abstract

The purpose of this research was to determine the form of sister city cooperation carried out by the Kendari City Government and Communauté D'Angglomération De La Rochelle in 2015-2018. This research uses qualitative research methods, by collecting data and information from sources through interviews and literature study. The results indicate a form of collaboration carried out by the Kendari City Government and Communauté D'Angglomération De La Rochelle, namely the exchange of information in the form of sending experts and training. In clean water services field, the form of cooperation was to increase the production and network of drinking water in the Kendari City area by carrying out a pilot project for the provision of drinking water for 24 hours / day and can be drunk immediately. In the city hygiene management field, the form of cooperation focused on sorting and managing waste in Kendari City. From the sister city collaboration, there were increasement in the experts’ skill and knowledge in Kendari City.

Abstract

Problem of trafficking and people smuggling is very difficult to solve. Trafficking and smuggling of people in China for instance, involve routes that are not easy to track, managed by highly organized networks, and long travel distances to cover. Stakeholders searched and found it difficult to find their mode of transportation, which changes over time and very well planned. This research is qualitative in nature by trying to understand the situation in the research subject. This research used a case study in the design and employ primary data that is interview in almost 90 (ninety) percent with key persons that are directly or indirectly linked to the main finding of the research. By using concept combating Indonesian women trafficking, this research concluded that the Indonesian state through Interpol Indonesia has a national interest in combating the number of human trafficking in China district by strengthening international cooperation in providing, liaising, and facilitating the Indonesian women nationals under the international humanitarian crime.
