Abstract

This warning observes the law aspects viewed from the principles of law institution management in the Plan of Law Regulation in Higher Education. The writing focuses on the topics of non profit organization, autonomy, non discrimination issues which become the main vision in the regulation.Related to the higher education rules, this writing points out on the importance of: having legal institution and the process of its formation, the relationship among the similar institutions, the difference between foundation?s legal institution and education? legal institution and the fund of the institution.

Abstract

State Owned Legal Enterprise status (PT BHMN) which is hoped to be the leader in improving the national education quality has not proven the satisfied achiement. In the contrary, it obscurcs both students and people. Since its changing status, it applies many educational fees which significantly rise. Thus, PT BHMN seems to shift its function and vision that education is the goverment's responsibility and it is not a profit organozation. In turn, the cost of education brings PT BHMN trapped in capitalism, liberalism and commercialism which is not in line with the idealism of higher education.

Abstract

Education in Indonesia seems not providing better future for students because the recent policy in education tends to lead on capitalization of higher education through PT BHMN. The autonomy issue is perceived to make the cost of education higher. However, UUD 1945 allows the 25% of national funds for education purpose for making the education reachable ofr every one.May party reject the policy of PT BHMN with the arguments that PT BHMN has changed the visions of education: education to enlighten people is no more achieved, only few parts of people can achieve it. It is assumed that capitalism plays role in this sociable and agricultural country.

Abstract

In the direct local head and vice local head election (Pilkada) KPUD carries out a heavy task. Its quality depens on general election implementation. In this case, KPUD is demanded to work hard, fast, and precise in supervising the direct, general, independent, confidential, honest, and fair for election. The function of KPUD is not only being general election performer but also playing leading role in local democacy process. It means that KPUD decision considerably influences democracy life. In addtion, KPUD has a strategic position, not only in leislating regulations but also in making decisions of direct local head election.Based on the main task, function, and job description, technically KPUD of Malang Regency has carried out preparation procedure of direct local head and vice local head election according to Undang-Undang No.32 Tahus 2004 which mentions that local government and some imprative stipulation established by central government.

Abstract

The government regulation concerning with the management of higher education, stated on UU No.20/2003 which arrange the management of higher education arouses public opinion. Financial matter is the main problem. The regulation mentioned that the government will not give education financial support for the state university particularly for PT BHMN. It means  that, the PT BHMN has not find its educational fund by itself and arrange the activities related to educational system independently.One effect of the implementation of this new paradigm is that the cost of education at state university becomes higher and higher. In fact, the society realizes that to get high education level needs much money. However. it does not mean that all of education cost becomes the responsibility of society. The governments also must be responsible for the education fund. According to UUD 1945 and UUD SISDIKNAS No.20 Tahun 2003, of the government is responsible to give education fund to all of education level:  from elementary level until higher education level. The amount of allocation of the education fund is approximately 20% out  of the government budget.The most important thing is how to increase and develop the quality of education to be better. It is a must in term of education will affect character and personality of the society significantly. In addition, it also contributes to the future of the nation. That is why. PT BHMN management has to pay careful attention to the education quality nor only on education process but also on supplying the education supporting facilities including the lecturer, the quality of education outcome and the quality of students.

Abstract

Mass media has enormous power in cotrolling people's belief. Its ups and downs are truly directed by the media. In can be said that media take part in the developed society, however, media also take part in the deterioration of the society. This writing talks about the effects of mass media in leading to the dehumanization. This text aims at examining what caused dehumanization and what media should perform interm of turn dehumanization down.

Abstract

One of the most striking facts of the decade is the enormous tendency of capitalization of education. Although education is basic need for human beings, having adequate education is difficult to achieved by all human beings, especially by the poor. Education costs people high price and this prevents poor people from affording education. this article explores this tendency and offers a solution that Islamic organizations, especially Muhammadiyah, can take to solve this problem. The article also suggests that in its early periods, Muhammadiyah has practiced an education for all, namely a mass education that is designed for people with economic strain. However, Muhammadiyah's recent practice of education has lost this values and it is even trapped in the practices of education industrialization. Consequently, education is transforming into commodities that can be achieved through sale and buying mechanism. Islamic organizations, including Muhammadiyah, have to take part in solving this problem.

Abstract

Sex abnormality cases in Indonesia increase both in quality and quantity every year which leads to crime. In Indonesia, sex education in formal school is still in argument. Some sure that sex education will decrease sex abnormality if it is given to the studen informal school, but some other doubt it. this argument should be ended with wise decision because is includes the value: what is true and what is not true.sex education not only explains about the sexual organ but also includes the knowledge of changing of biology, psychology and psychosexual as the consequence of human growth. It also related to the knowledge of function of reproduction oragans, moral, ethic and religion. Theaching of sex education in school will involve teacher, student, and material of sex education.Sex education will make students mature. They can distinguish what is true and false. sex education is not identical with sex contact. In order words, sex education will be needed depends on the society itself. It must be considered that students in-their adolescent-are confused and labile. thus, sex education will be needed to quide them.
